This Sustainability Strategy: Creating the Canberra of the Future 2019–2020(Strategy) has been developed for the Suburban Land Agency (the Agency)to provide a framework for delivering more sustainable suburban and urbandevelopment for the ACT.The Strategy provides context for the activities and objectives of the Agency, setsout what we are currently doing, and establishes goals for the delivery of sociallyand environmentally sustainable developments. The Strategy also establishes alonger-term vision for the creation of sustainable suburbs, to align with the ACTGovernment’s commitment to net zero emissions by 2045 at the latest.WHO ARE WE?The Agency is a statutory authority established in July2017, under the City Renewal Authority and Suburban LandAgency Act 2017 (the Act). The Agency is responsible fordelivering a suburban and urban development programthat meets the objects as set out in Section 38 of theAct. The Agency is to encourage and promote inclusivecommunities, through the delivery of people-focussedneighbourhoods, and suburban development thatsupports: affordable living; a safe and healthy population; social inclusion; housing choice; and environmental sustainability.The Agency also has responsibility to encourageand promote: urban renewal outside declared urbanrenewal precincts; growth and diversification of theTerritory’s economy; and social and environmental sustainability.3

WHAT ISDRIVING USTO BE MORESUSTAINABLE? integrating land use, planning and transport;OUR CHANGINGCLIMATE improved diversity of housing available forthe community including increased access toaffordable housing and growing the socialhousing portfolio;We are already seeing the effects of climate changein the Canberra region and in communities aroundthe world. We not only need to adapt to a changingclimate, where we can expect to see hotter summersand more extreme weather events, but we also needto continue reducing our greenhouse gas emissions.The sooner we can do this, the more likely it is thatwe will be able to avoid the worst impacts ofclimate change. a focus on a more compact and sustainable citywith integrated transport options;It is also important that we consider our impact on thenatural environment beyond the changing climate,and consider how we can create strong and resilientcommunities with good quality of life. t he ACT is aiming for net zero emissions by 2045 atthe latest, and is on track for all electricity to comefrom renewable sources by 2020, leaving transportand natural gas as the biggest sourcesof greenhouse gas emissions; l iving infrastructure to reduce the urban heat islandeffect and assist in adapting to climate change; water sensitive urban design; a ctive travel to reduce transport emissions,maintain a healthy population, and be the cyclingcapital and most walkable city in Australia; electric vehicles to reduce emissions from thetransport sector; investigate collection of garden and food organicwaste; and demonstration housing projects to showcaseinnovation.ACT GOVERNMENTPOLICIES AND PLANSThe Agency is delivering a suburban and urbandevelopment program on behalf of the ACTGovernment. As such, the Agency operates withinthe current context of policies and plans that set outobjectives for the ACT. WHERE AREWE NOW ANDWHERE DO WEWANT TO BE?The Agency is developing and selling land within a rangeof suburbs and other sites throughout the ACT. In thesedevelopments, we strive to deliver a sustainable outcome.However, in order to deliver a city of net zero emissions by2045 at the latest, and to ensure social and environmentalsustainability remains at the core of new developments, theAgency needs to do more. We will measure our progressagainst the following categories:CORPORATE Maintaining Actsmart Business AccreditationENVIRONMENTALSUSTAINABILITY Conserving and enhancing biodiversity Reducing emissions from waste and reusing materials Reducing water use and improving water quality Reducing energy use and encouraging renewable energy Improving transport outcomes Adapting to a changing climateSOCIAL SUSTAINABILITY Creating people-focussed neighbourhoodsand communities Supporting affordable living Encouraging safe and healthy people Promoting social inclusion Providing housing choice5

WHAT HAVE WEDONE SO FAR? T he importance of the Superb Parrot has beenreflected in the landscaping such as the entrancefeatures and playgrounds, as well as in themarketing of the new suburb. The suburb hasnaming conventions based on native fauna.THROSBY, SUPERB PARROTSAND NATURE NEXT DOOR The Mingle Program partners with the MulligansFlat Woodland Sanctuary and Woodlandsand Wetlands Trust through its communitydevelopment activities.The suburb of Throsby is located next to theGoorooyaroo Nature Reserve and Mulligans Flat NatureReserve in Gungahlin. These nature reserves are hometo breeding habitat for the Superb Parrot, a vulnerablebird species with a distinctive bright green colour.To ensure the Superb Parrot is celebrated in thesuburb of Throsby, and to protect the surroundingnature reserves, we have taken the following steps: A s many remnant trees as possible were retained aspart of the open space network, with native treesplanted to provide the next generation of trees.Trees were retained and planted no more than100 metres apart to ensure foraging habitat for theSuperb Parrot. L ighting at the edge of the suburb near SuperbParrot breeding trees was limited with the use offull cut off luminaires. C onstruction works were limited around treesidentified as being used by Superb Parrots forbreeding. The walking networks in the suburb weredeveloped in a figure eight pattern to discourageresidents from walking their pets in thenature reserves. A contribution was provided to extend thepredator proof fence that protects the nearbynature reserves. A one hectare site has been set aside for afuture learning centre for the Woodlands andWetlands Trust.6MEETING, CONNECTINGAND CREATING AT STROMLOCOTTAGEStromlo Cottage, located in Coombs, was built in1926 and was originally the home of Charles Gibbs,the caretaker of the former Weston Creek sewerageworks. The cottage is heritage-listed and the Agencyundertook a refurbishment of the building to allowit to be used as a community facility. The buildingnow provides an accessible and welcoming space forcommunity activities and events held as part of theMingle Program. Adaptive reuse of this building offeredgreat opportunities for the surrounding community.ENHANCING LIVINGINFRASTRUCTURE ANDWATER QUALITY AT THEAMAROO GROUP CENTREThe Amaroo Group Centre has trialled a range ofmeasures to improve water quality and enhancetree growth and living infrastructure.The Amaroo Group Centre includes mixed usedevelopment, medium-density residentialdevelopment and car parking. This project used raingardens and permeable pavers to filter stormwaterrunoff. It also used Stratacell technology fromCitygreen to help filter stormwater runoff andenhance tree growth.Sustainability Strategy: Creating the Canberra of the Future 2019–2020

GINNINDERRY – A GREENSTAR COMMUNITYGinninderry has achieved a 6 star Green Star –Communities rating, the highest rating possible underthe Green Building Council of Australia’s nationalrating tool. This internationally recognised certificationdemonstrates excellence in sustainability and is basedon assessment of planning, design and constructionacross the categories of governance, liveability,economic prosperity, environment, design andinnovation.Located in West Belconnen, Ginninderry is a jointventure between the ACT and Riverview Developments(ACT) Pty Ltd, Reid & Stevens Pty Ltd and CorkhillBros Pty Ltd. Some of the initiatives that have beenincorporated into this development include: introducing the Spark Program for training andemployment p roviding funding to restore the BelconnenFarmhouse and to remediate Ginninderry Falls p lanning a commuter cycle path on the mainboulevard establishing education and information programsabout Aboriginal heritage planning community gardens and introducingedible verges, orchards and a herb garden providing wi-fi and encouraging work hubenvironments incorporating a network of bioretention swales,wetlands and ponds and using stormwater forirrigation increasing water tank requirements for some blocks trialling an all-electric greenfield developmentand requiring solar panels and energy demandmanagement systems for all homes promoting flexi-living options to encouragesustainable and affordable housing s etting aside more than a third of the land as aconservation corridor undergoing independent design review undertaking extensive community engagementCONNECTING COMMUNITIESAND IMPROVING WATERQUALITY AT CAMPBELL 5Campbell 5 is a major mixed use development onConstitution Avenue to the east of Anzac Parade.A significant amount of the site was retained asopen space with an extensive network of pathsfor pedestrians and cyclists and the new HassettPark including grassed terraces, kid’s play spacesand exercise equipment. In the open space area, adetention basin and a central grassed swale havealso been included. This living infrastructure providesspace for the community to gather and interact,encourages active living, will provide a cooling effectduring warmer weather and filters stormwater toimprove the quality of water entering Lake BurleyGriffin. The filtered stormwater is also captured in alarge underground storage tank (under the bridge)and is used to irrigate Hassett Park.7

ENGAGING WITH THECOMMUNITY ANDCELEBRATING HERITAGEAT THE CANBERRABRICKWORKSThe Canberra Brickworks is located in Yarralumla,and is a significant urban renewal project that willrestore and revitalise a former industrial site. TheCanberra Brickworks operated between 1913 and1976 and was the first industrial manufacturingfacility in the city. The Yarralumla Brickworks RailwayRemnants are the remaining elements of a formerrailway which transported bricks in the 1920s forconstruction of many of Canberra’s prominentbuildings including Old Parliament House.The Canberra Brickworks renewal project willinclude adaptation of the old Brickworks and willinclude Quarry Park and Railway Remnants Park, topreserve and celebrate these significant aspects ofCanberra’s heritage.The community was involved in determiningthe outcomes for this site through an extensiveconsultation process which included a communitypanel with representatives of key community groups.The process was open to other community memberswho could attend and observe the process. The8community panel was involved in developingprecinct objectives which were incorporated intothe procurement process. The community panelwas also involved in shortlisting and reviewingdevelopment proposals, and provided advice tothe ACT Government which informed the tenderevaluation process.Sustainability Strategy: Creating the Canberra of the Future 2019–2020

WHAT WILL WEDO BETTER?Environmental SustainabilityHow do we reduce our impact on thenatural environment and adapt to achanging climate?Environmental sustainability focuses on the impact ofour activities on the natural environment and climate,considering how we can reduce our use of criticalresources and maintain the quality of our surrounds.As part of our environmental sustainability, we alsoconsider how we can adapt to a changing climate. Wewant to sustain a quality environment into the future.What is our long-term vision throughto 2045?New communities in both established areas and newdevelopments will be energy efficient, and connectedto nature and renewable energy, with low levels ofwaste produced. They will have an abundance ofgreen spaces, and be pleasant to be in, even in hotweather. Reused, recycled and natural materials willbe the norm in designing and developing the publicrealm, and reduced potable water will be used duringconstruction and landscaping activities. Water qualityin new developments will be of a high standard andconstruction and landscaping activities will be carbonneutral. Most people will walk, cycle and use electricbikes and public transport to get around, and wherecars are used these will be electric. New communitieswill be highly connected and ableto cope with a changing climate.What will we be doing by mid-2020?From 2019 onwards, the Agency will: d evelop internal planning, civil works andlandscaping guidance to ensure consistency acrossall projects in delivering sustainable development.This will include benchmarking and setting targets. develop standard requirements to apply to all sitessold by the Agency, to provide clarity for the publicabout sustainability requirements if they purchaseland from the Agency, including mandatoryrequirements and incentives. investigate options and implement solutions tosupport: tree canopy development in new developmentsand replacement of ageing trees in establishedareas contractors and staff to further reduce cut and fill,water and energy use during planning, civil worksand landscaping, and to ensure public assets aredesigned for a changing climate purchasers and builders to create green spaces,reduce cut and fill, increase recycling, andimplement sediment and erosion control ontheir sites focus on activities and events through the MingleProgram to support biodiversity, waste reductionand recycling, climate-wise and energy efficientbuildings, reduced water use and active travel w ork to deliver a display village or demonstrationhousing project to showcase sustainable buildingdesign, whole-of-life costs and the benefits ofrenewable energy h old an internal vision workshop for all projectsof 300 or more dwellings to identify importantplace-based features and create a coherent visionfor each project maintain liaison with other ACT Governmentagencies9

Social SustainabilityHow do we create a vibrant, cohesiveand resilient community?Social sustainability focuses on the people thatmake up our community, and the creation of newcommunities, considering how we can design thephysical environment and social infrastructure toensure vibrancy, diversity, strength, cohesion andresilience. We want to sustain a good quality of lifeinto the future.in sustainable land development. New communitieswill be diverse and resilient, with a high quality of life.What will we be doing by mid-2020?From 2019 onwards, the Agency will: e xpand the scope of Agency’s stakeholderengagement strategy implement initiatives to support affordable,community and public housing in newdevelopments better communicate how the following have beenapplied to each project: Crime Prevention Through Environmental DesignGeneral Code the active travel requirements of the TerritoryPlan universal design the requirements of the Access and MobilityGeneral Code investigate expanding the scope of the MingleProgramWhat is our long-term vision throughto 2045?People living and working in new communities inboth established areas and new developments willfeel connected with each other and will be proud ofthe places in which they live and work, having hadthe opportunity to shape the future of their area.Cultural heritage will be celebrated and everybodywill have easy access to fresh food, facilities andsafe and accessible open spaces for recreation andsocial activities. There will be a diversity of housingchoices on offer, with affordable, community andpublic housing a normal part of a socially inclusivecommunity. HOW WILL WE GETTHERE?KEEPING TRACK OF PROGRESSIn order to deliver these actions and meet theobjectives outlined in the Act, the Agency will setKey Performance Indicators (KPIs), which will beincorporated into the Agency’s annual Statementof Intent. The Agency will report against these KPIsthrough the annual reporting process for the2019–20 financial year.REVIEWING THE STRATEGYThis Strategy has been established to cover the initialperiod from 2019 to 2020. During that time a longerterm strategy will be developed and the actions inthis Strategy will be reviewed.11
