WELCOMEOUR MISSIONUtah Correctional IndustriesThe Mission of Utah Correctional Industries (UCI) is to increase public safety by preparing offenders toreturn to society as employable, law-abiding citizens. We do this by providing job skills, training, and workopportunities to offenders while incarcerated. UCI programs provide experiences for offenders to learn to beaccountable for their actions in a work environment that parallels the real world.Throughout it's history, UCI has been an essential element of the Department of Corrections’ mission ofassuring public safety by having offenders leave the correctional system able to lead lives as law-abidingcitizens. By serving as a correctional management tool, UCI productively occupies offenders, therebyrelieving idleness in our institutions and ensuring the orderly operation of our prisons. The opportunity to workfor UCI and the desire to retain the pay and stability that UCI affords are effective motivators for improvingoffender behavior.Over 90% of the offenders we deal with daily will return to society. Our mission is to make sure that asmany as possible never return to prison. You can support us in these efforts by purchasing UCI goods andservices.THE STATE USE LAW63-56-423 Purchase of prison industry goods.(1) All public procurement units shall purchase goods and services produced by the Utah CorrectionalIndustries Division as provided by this section, which is an exemption from this chapter. All politicalsubdivisions of the state may purchase these goods and services and are encouraged to do so whenfeasible.(2) By July 1 of each year, the director of the Utah Correctional Industries shall publish and distribute toall state agencies and interested political subdivisions a catalog of goods and services provided by theCorrectional Industries Division. The catalog shall include a description and price of each item offered forsale. The catalog shall be updated and revised during the year as the director deems necessary.(3) State departments, agencies, and institutions may not purchase any goods or services provided by theCorrectional Industries Division from any other source unless it has been determined in writing by thedirector of Correctional Industries and the state procurement officer or in the case of institutions of highereducation, the institutional procurement officer, that purchase from the Correctional Industries Division isnot feasible due to one of the following circumstances:(a) the good or service offered by the division does not meet the reasonable requirements of thepurchasing agency;(b) the good or service can not be supplied within a reasonable time by the division; or(c) the price of the good or service, including basic price, transportation prices, and other expenseof acquisition, is not competitive with the price of procuring the item from another source. Incase of disagreement, the decision may be appealed to a board consisting of the directorof the Department of Corrections, the director of Administrative Services, and a neutral thirdparty agreed upon by the other two members or, in case of institutions of higher education, thepresident of the involved institution shall make the final decision.UTAH CODE1985-1986
