3INVITATION FOR TENDERSThe Government of Tamil Nadu have decided to implement the scheme of distribution ofsafety kits which includes Uniform Dress Material, First aid Kit, a Pair of shoes and fireextinguisher free of cost to 20,000 registered Drivers in Tamil Nadu Unorganised Driverswelfare Board.The Government of Tamil Nadu vide G.O (Ms) No.115 Labour and Employment (I1)Department, dated:22.07.2020accorded permission to meet out the safety kit procuringexpenditure from the fund of Tamil Nadu Unorganised Drivers Welfare Board. The safety kitwill be procured in a transparent manner through Open Competitive Bidding process followingthe procedures stipulated in the Tamil Nadu Transparency in Tenders Act, 1998 and TamilNadu Transparency in Tenders Rules, 2,000 thereon.Accordingly, Tamil Nadu Manual Workers Social Security and Welfare Board hereinafter will be mentioned as TNMWSSW Board invites Tender through Open Tender for supplyof 20,000 Safety kit Items (Shoes, First Aid Kit & Fire Extinguisher) throughout the State of TamilNadu as per the Technical Specification given in the Tender document.The supply ofsafety kit comprises of three different productswhich are required for the r e g i s t e r e ddriversinTamil NaduUnorganised Drivers Welfare Board and they are split in to three differentPackages. The details ofPackagesaregiveninthetenderdocuments along with the details of each Item(Safety kit).A Separate tender is required in respect of Each Package.The quantities given are indicative only and will vary up to 25% either way.PROCEDURE FOR SUBMISSION OF TENDER1. The tender should be submitted in 2 parts viz.PART-A:TECHNICAL TENDER COVERPART-B:PRICE TENDER COVER2. Only Indian manufacturers / authorized dealers having valid dealership forthe period of minimum three years including current year with respect tos a f e t y k i t shall participate in the tender.

43. The two parts of tender viz., Part A and Part B shall be placed in independentsealed envelope. Each bidder should submit an Earnest Money Deposit mentioned in theAnnexure A (Ref.: Page No 35) for the items quoted and EMD shall besubmitted in the form of D.D / Bankers cheque in favour of Secretary O/othe Tamil Nadu Unorganised Drivers Welfare Board, payable at Chennai with thecovering letter in a separate envelope superscribed as “Earnest MoneyDeposit” along with the sealed Technical Bid in Cover (Part–A).The EMD can also be paid by means of an irrevocable BankGuarantee obtained from a nationalized bank valid for a minimumperiod of 180 days from the scheduled date of opening of tender.6. 678The Bidder should be in thebusiness of manufacturing/distribution of similar itemsfor a period not less than 3 years.The bidder should have suppliedthe safety kit items similar to the typespecified in the ‘Package” up to atleast 70 % of the Items required in anyone of the last 3 years 2016-17. 201718 & 2018-19.The tenderer should haveexecutedone(or)moresupply orders (relevant itemsin the packages) within anyyear during the last 3 years(2016-17, 2017-18 &2018-19)to any state Govt/ Publicsector organization/statutorygovt bodies/Boards / Govtaided institutes / Large scaleIndustries/Institutionsemploying more than 500employees within India.I). Latest Income tax verification certificate,profit & loss statement and tax audit reportfor the last 3 years (2016-17, 2017-18 &2018-19)should be submitted.andii) Copy of purchase order and tax invoicesfor the supply of similar items toB o a r d s , G o v e r n m e n t , dealers,industries, Various institutions etc.should be ompletion/performancecertificate from the customersshould be enclosed. If the tenderer wishes to qualify for eligibility criteria for more than one package, then thetenderer must demonstrate having required annual turnover to meet the aggregate of theturnover required for the individual Package. Tenderers are expected to deliver the safety kit at the site within thespecified Time frame. Suppliers should supply only new safety kitSuppliers of s e c o n d hand s a f e t y k i t items from India and abroad neednot apply. If the tenderer supplied similar s a f e t y k i t items in earlier tender toTamil Nadu Government, the performance of the supplied item shall beconsidered.THE TENDER WHICH DO NOT SATISFY THE ABOVEPREQUALIFICATION WILL BE SUMMARILY REJECTED.Pre-bid meeting will be held on 10-12-2020 at 11.00AM at the office of Secretary, Tamil Nadu Manual Workers SocialSecurity and Welfare Board. 710. All tenders should be submitted in the format prescribed for thepurpose (Appendix:1to7). They may be copied if so desired, but theprescribed format should be used for submitting the quotations. TheSerial Number in the package shall be strictly followed in the tender.If the tenderer fails to submit the tender in the prescribed format, thetender will not be considered.11. The price quoted in the tender shall be in Indian Rupee and valid for6 months from opening of tenders and should include Packing, andfreightchargestotherespectivethetotal price of the item should bementioned separately.12. The Earnest Money Deposited bythe tenderer is liable to be forfeited tothis Board if the tenderer withdraws his tender after acceptance of his tender bythis board (or) if the tenderer does not pay the Performance SecurityDeposit and does not execute the agreement within the specified date.13. The name of the tenderers who withdraw the tenders before acceptance bythis board will bemaintained inremoved from the list ofthe approved suppliersthis board and future tenders from such tenderers will notbe entertained and if so received will be summarily rejected if reasonableand convincing explanation is not given for withdrawing the tenders.14. 8INSTRUCTIONS TO TENDERERSA. INTRODUCTIONThe Government of Tamil Nadu have decided to implement the scheme of distribution ofsafety kit Box which includes Uniform Dress Material, First aid Kit, a Pair of shoes and fireextinguisher at free of cost to 20000 registered Drivers of Tamil Nadu unroganised Driverswelfare Board.Sealed Tenders are invited under Two Cover System from reputed firms forpurchase of three S a f e t y k i t Items (Shoes, First Aid Kit & Fire Extinguisher). Tendersshould be addressed to the Tender Inviting Authority Office of the Secretary, Tamil NaduManual Workers Social Security and Welfare Board. Chennai – 14.1.2 Eligibility criteria for Tendering:1.2.1 Either tenderer should be a certified Indian manufacturer (or)authorized dealer of the original equipment manufacturered items.1.2.21.2.3Tenderer should have adequate technicala n d infrastructure facilities in Tamil Nadu.experience, s a f e t y k i t i t e m s and should have adequate financial standing andproven track record.1.3 Technical Experience:1.3.1In s u p p o r t of e v i d e n c e of t h e experience, the tenderer shall furnish thefollowing information along with this tender as per Appendix-I.1.3.2Certified Photostat copies of the relevant pages from the contractwith the owners for whom he has supplied the safety kit items in thepast.1.3.3A person holding a valid power of attorney in the Company and of arank not less than the Director of the Company shall do the certification.A certified copy ofthe power ofattorney (certified bytheCompany Secretary or the Legal Manager) shall also been enclosed1.4 Financial Standing1.4.11.4.2The tenderer will also be evaluated for financial standing on thefollowing basis and he shall furnish the following information asrequired in Appendix-2i) Performance Standingii) Annual turnoverPerformance Standing:It is necessary that the tenderer should have a sound financialstanding. For this purpose, the tenderer shall submit audited annualfinancial statement issued by charted accountant. The reports of thetenderer and the Purchase Committee assessment, whereverpossible will be duly weighed to establish the overall financialcapacity.

91.4.3 Annual Turnover:The minimum annual turnover of the Tenderer shall be based on theaverage turnover of aggregate of the packages quoted in thepreceding three (3) years as reported in the documents referencesub clause (i) above.1.5 One tender per tenderer:1.5.1 Each tenderer shall submit only one tender at once. In case, atenderer submits more than one tender for the same both the tenderswill be disqualified. However one tenderer can submit separate coverfor each package.1.6 Cost of tendering:1.6.1 The tenderer shall bear all costs associated with the preparationand submission of this tender and T h e S e c r e t a r y , T h e T a m i lNaduManualWorkersSocialSecurityandwelfareB o a r d . C h e n n a i will in no case be responsible (or) liable for thesecosts.B. TENDER DOCUMENTS2.Contents of Tender Documents:The Tender document is for the supply of safety kit items as per thepackage contains.PART A - Technical Tender Envelope (Please see 11.7 and 11.8 for details)PART B - Price Tender envelope (Please see 11.9 for details)2.1 The Tenderer is particularly requested to check all specifications shown in thetender documents and obtain his own information on all matters which may inany way affect this tender, as no claim for extras for any alleged ignorance inrespect thereof shall be entertained.2.2 Notwithstanding the specification of tender document the tenderer isresponsible for successful completion and satisfactory performance.Any omission in specification shall not permit the tenderer for additionalpayments. The tendered price should be inclusive of such additionalitems required for successful completion and satisfactory performance.3. Clarification of bidding documents:3.1A prospective Bidder requiring any clarification of the Bidding Documents maynotify the Purchase Committee/ the Secretary TNMSSW Board in writing orby E-mail at thePurchase Committee’s mailing address indicated in theInvitation of Bids. The Purchase Committee will respond in writing to anyrequest for clarification of the Bidding Documents, which it received not laterthan 10 days prior to the deadline for submission of bid prescribed by thePurchase Committee.4.Amendment of bidding documents:4.1At any time prior to the deadline for submission of bids, theEvaluation/Purchase Committee may, for any reason, whether at its owninitiative or in response to a clarification requested by a prospectivebidder, modify the Bidding Documents by an amendment.

104.2 The amendment will be notified in writing or E-mail to all Prospective Bidders, whohave received the Bidding Documents from TNMWSSW board and will bebinding on them. The same will be available in the website.4.3 The Evaluation/Purchase Committee may, at its discretion, extend thedeadline for the submission of bids. Bidders shall ensure anycorrigendum released before the submission of bid.C. PREPARATION OF TENDER5.Tender Price and Requirements (Quoting rates):5.1 Tenderers are required to quote the price for the three SAFETY KIT itemsseparately and fill in all the blanks in the technical schedules legibly andproperly, crossing out, rewriting, signing and dating shall make out ofcorrection if any.5.2P r i c e quoted should exclude the GST on purchases.5.3The Goods and Services Tax (GST) shall be separately indicated in thepackage of prices by the tenderers.5.4 Further the quoted price shall be inclusive of packing, forwarding,freight, insurance, loading, unloading, and storage, movements atsite charges etc., should be complete in all respects.5.5 Prices should be quoted as details in clause 5.2, 5.3 and 5.4. If any of theabove is mentioned as ‘Extra’ the tender will be summarily rejected.5.6 The tenderer shall fill up and sign the letter of tender (Appendix 3) and allschedules etc. which are included in the tender documents.5.7The rates quoted in the tender are valid for the period of 6 months.5.8 The rates should be F.O.R. Destination.5.9 The rates should not be altered (or) overwritten. The rates quotedshall always be both in figures and in words.6.16. Technical and Material specification:Tenderer shall submit their tenders in accordance with the specificationof the tender documents. Whenever the safety kit items offered do notconfirm to the specifications detailed in the package, full particulars ofthe deviation must be specifically furnished.6.2Tenderer should clearly mention the brand, type, model and name andthe address of the manufacturer of the safety kit items quoted.6.3The I.S.I. Number available should be specifically quoted against eachsafety kit items.6.4The tenders shall be accompanied by all particulars asked for in thePackage including original catalogue, outline dimension, drawings and allthe essential technical literature for the items offered.6.5 The tenderer should enclose relevant individual cataloguecontaining the technical specification for the safety kit ificationare given, highlight or underline or tick only the
