2 LOOKOUTMay 4, 2015Sexual misconduct action planChief of the Defence Staff announces direction to addressinappropriate sexual behaviourDNDLast Thursday, Chief of DefenceStaff (CDS), General Tom Lawson,released an action plan to addressinappropriate sexual behaviour inthe Canadian Armed Forces (CAF)following several recent incidents.He also publicly released the independent external review authority’sreport into sexual misconduct andsexual harassment.“For an institution such as theCanadian Armed Forces, one builton the camaraderie and trust, inappropriate sexual behaviour is utterly corrosive,” said Gen Lawson.He was accompanied at the newsconference by Canadian ForcesChief Warrant Officer Kevin West;Madame Marie Deschamps, former Supreme Court of CanadaJustice and the External ReviewAuthority; and Major-General ChrisWhitecross, who is leading the CAFStrategic Response Team on SexualMisconduct.“Inappropriate sexual behaviouris a complex problem, and quickband-aid fixes are unlikely to solvethe many dimensions of the problem,” said MGen Whitecross. “Weneed well-considered innovativechange to arrive at a long-termand sustainable solution. The CAFaction plan is a key step of the solution. ”In April 2014, the CDS orderedan independent external review tolook into sexual misconduct andsexual harassment cases involvingCAF members following a numberof media reports on the subject, anda subsequent Internal Review.Madame Marie Deschamps, aformer Supreme Court of CanadaJustice, began this review in June2014 and completed it in March2015.The CDS directed the creationof the Canadian Armed ForcesStrategic Response Team on SexualMisconduct in February 2015. Theinitial mandate of the StrategicResponse Team was to conduct adetailed review of the final reportproduced by the External ReviewAuthority, and develop an actionplan to address the report’s recommendations.The strategy released last weekallows the CAF to deliver a decisiveresponse, while allowing the organization to further understand andsolve the more complex aspectsof the problem and develop morecomprehensive solutions.Highlights of the action planinclude: Engaging leadership at all levelsto support and engage in thechanges required; Examining what structure isrequired to centralize the responsibility for prevention, training,victim support, research, andreporting of inappropriate sexualbehaviour; Assessing existing inappropriatesexual behaviour reporting processes with the aim of encouraging increased reporting by makingthe process easier to navigate forvictims; A comprehensive review of alllanguage and definitions associated with inappropriate sexualbehaviour; Conducting a comprehensivereview of all relevant policiesassociated with inappropriatesexual behaviour, with the objective of integrating them morecoherently; Developing options to betterinform victims of the complaintprocesses that are currently inplace; Examining the delivery of support to members who come forward with allegations; and Updating the education andtraining curriculum both in termsof content and delivery.Support and referrals for anymember dealing with sexual misconduct or sexual assault are provided as required from the MilitaryPolice’s Victims Assistance Program,the Canadian Forces HealthServices, Canadian Forces MemberAssistance Program, military chaplains, military family resource centres, and civilian social services.“I’d like to personally thankMadame Deschamps for her considered perspective on the dimensions of this complex problem, andfor her vision for how our institution can effect change going forward. The Battle of Stalingrad and the toll ittook in terms of dead, wounded, and capturedfor both the Russians and the Germans hasbecome the stuff of legend.The primary focus in other books has largelybeen the tactics and strategy of the battle itself,both locally and in the larger context of the Waron the Eastern Front.However, Joachim Weider’s book is the firstto place the actual battle in a secondary posi-tion and address the issue of the political andmoral responsibilities of the military leadershipinvolved.An actual veteran of the battle, he focuseson the fact that the German Army Commandfailed to act on its own responsibility, even inthe final phases of the battle. May 4, 2015LOOKOUT 5Try the world of role playing board gamesKaren BrandonLookoutWith the ever growing“geek culture” becomingmore mainstream than ever,young and old find themselves flocking to the nerdfriendly fantasies of boardgames.Pathfinder is a fantasyrole-playing game (RPG)where players create a variety of fantasy characters andfight an array of monsterswhile trekking through different dungeons.Pathfinder is also a modified and revised version ofthe popular predecessor,Dungeons and Dragons.Thegamereliesmostly on imagination.Players create stories foreach adventure and useminiature figures for eithermonsters or their characters,all while playing on a gameboard in their living room.“I’ve met almost all of thepeople I play with throughwork in the military,” LSNiall Kelly, who serves inHMCS Regina. “We playevery Sunday.
