FIDIC MEMBERSHIPAn overview and a must for all Consulting Engineering Member Associations

FIDIC Member Associations may host the FIDICAnnual Conference, General Assembly Meeting (GAM),and Executive Committee (EC) meetings which occur 3times per year. The Member Associations’ designatedrepresentatives also have the right to vote in the FIDICGeneral Assembly Meetings on any matters proposed.Other benefits of becoming a FIDIC MemberAssociation include:1. FIDIC National Member AssociationA FIDIC National Member is the largest association offirms providing technology-based intellectual consultingservices for the built and natural environment in a country.FIDIC has developed relationships with Multi-lateralDevelopment Banks (MDBs) and other internationalorganisations (ie World Bank, Transparency International,ISO, OECD, UN, WEF, WTO).Key support areas include procurement of services; theimportant roles of the consultant; sustainable investmentstrategies; and the fight against corruption.FIDIC possesses international leadership on diversematters such as quality management, environmentalengineering, best practice guidelines and principles,professional liability, dispute resolution, and other client/consultant issues. Since FIDIC operates in relationto internationally recognised principles, forms anddocumentation relating to conditions of contract andbusiness practice, it is fit to intervene as a trusted advisor inindividual countries, for the benefit of Member Associationsand its Member Firms.What benefits can you expect as a FIDICMember Association?FIDIC Member Associations (MAs) possess the rightto use FIDIC copyrighted management systems under alicence (BIMS; PSM). MAs can also acquire licences totranslate and publish FIDIC documents and acquire theright-of-first refusal on licences to translate and publishFIDIC documents2. Invite FIDIC officers to participate in events ofnational significance.Process to become a FIDIC Associate MemberFIDIC determines the calculation of subscriptionsfor Member Associations based on the number of staffemployed by the association and its member firms orgroups of firms. The currency used for the calculations isSwiss Franc.1. A letter requesting Associate Membership ofFIDIC outlining the expectations for collaborationwith FIDIC e.g., promoting and selling FIDICdocuments; support for FIDIC training; promotingthe consulting engineering industry; details ofany planned activities (conferences, seminars,etc).In 2017, the unit rate is 2.65 Swiss Franc/staff member.The minimum membership fee is 1,900 Swiss Francs peryear.2. Letters of recommendation from references thatare mentioned on the application form.Special Financial Support to New MembersTo encourage applications from financially challengedcountries, the new membership structure for very small,emerging MAs was approved during the FIDIC GeneralAssembly Meeting in 2016, to be implemented on acase-by-case basis as follows: reduction of the minimummembership fee for four years, starting with 20% in year 1,40% in year 2, 70% in year 3 and 100% on year 4.This fee structure would be for small associations insmall countries. The size of the country, for qualificationpurposes, is to be agreed by the FIDIC Secretariat.2. FIDIC Associate MembersA FIDIC Associate Member is any organisation,association, firm or groups of firms which is based in acountry not having a FIDIC Member Association, andwhich has a major part of its activity in the engineeringconsulting industry. This membership category is aimedat organizations that has the objective to become a FIDICnational Member Association.What benefits can you expect as a FIDICAssociate Member?FIDIC Associate Members can acquire FIDIC’sguidance on association management, access FIDIC’sonline services such as User Forums, Internal platform, andrefer professional issues to FIDIC under Article 15.Details of the firms in the group (address of headoffice, principals, ownership, date of registration,activities).A letter addressed to the FIDIC ExecutiveCommittee which indicates that the applyingassociation/organization and its group of firmsshall do its utmost to promote the establishmentof an association of consulting engineers whichwould be eligible for membership of FIDIC in duecourse, and that the association and its memberfirms shall observe the requirements of the FIDICStatutes and By-Laws.3.) A statement of intention to form a MemberAssociation, or of an intention to form or joinat some stage an «umbrella» FIDIC nationalMember Association, giving the name/s ofthe association/s concerned, or a statementexplaining why a Member Association cannot beformed at this stage.Membership FeesFIDIC determines the calculation of subscriptions forAssociates on the number of staff employed by the memberfirms or group of firms. 3. FIDIC Affiliate MembersA FIDIC Affiliate Member is an individual, association,organisation, firm or groups of firms which supports theobjectives of the international federation. This membershipcategory is targeted at commercial organisations whichaim to maintain a close contact with FIDIC and to supportthe federation’s activities at the local and internationallevel.FIDIC Affiliate Membership provides firms andprofessionals with a competitive edge by being part of aninternational organisation that values quality, integrity, andsustainability in its aim to enable the development of asustainable world.Unlike the 2 other membership categories, FIDICAffiliate Members can represent or be active in sectorssuch as legal, financial, accounting, insurance, patent,software services which are related with consultingengineers.What benefits can you expect as a FIDICAffiliate Member?1. This letter must be signedby the President or Director of the associationendorsing the applicant and sent to the FIDICSecretariat.Article 4.7 of the FIDIC statutes and by-lawsstates that:“Applications for Affiliate Membership fromcandidates based in countries where there is aFIDIC Member Association must demonstrateone of the following: that the Candidate is afull member or affiliate member of that NationalMember Association; or that the Candidatehas obtained the approval of the NationalMember Association when not a member ofthat National Association. Applications forAffiliate Membership from candidates basedin countries where there is no FIDIC MemberAssociation and applications for internationalorganisations, may be submitted to FIDICfor consideration. Applications for AffiliateMembership shall be decided upon by theExecutive Committee.”2. A letter stating the motivation for theapplication; the main area of activity/activitiesof the applicant, in particular, activities infields related to consulting engineering andallied professions; and the relationship of theorganisation to the consulting engineeringindustry and to the FIDIC Member Associationin the country of origin.3. 2 letters of recommendation from anyassociation, clients, partners or similarorganisations working in the consultingengineering industry. These letters shouldnormally be from the two references mentionedon the registration form.Membership Fees8. Participate in the discussions with the MultilateralDevelopment Banks during the FIDIC annualmeetings.FIDIC Affiliate Membership fee is currently 1,500 SwissFrancs per year.9.
