2013St. Cross Electronics Mono Championship1.SPORTING regulations - GENERAL1.1Title & Jurisdiction:The 2013 St. Cross Electronics Mono Championship is organised and administered by theMonoposto Racing Club (MRC) in accordance with the General Regulations of the RoyalAutomobile Club Motor Sports Association (incorporating the provisions of the InternationalSporting Code of the FIA) and these Championship Regulations.MSA Championship Permit No: CH2013/R088. 51.7.61.7.71.7.8Scoring:Points will be awarded in each class to Competitors listed as classified finishers in the FinalResults as follows:1st 15, 2nd 12, 3rd 10, 4th 9, 5th 8, 6th 7, 7th 6, 8th 5, 9th 4, 10th 3, 11th 2points. Every other place 1 point.Fastest lap in each Class 1 point which will be awarded whether or not the competitor isclassified as a finisher, unless the competitor is excluded. Should more than one competitor getequal fastest lap 1 point will be awarded to each.Points for the Monoposto SUNBAC Nova Awards will be awarded on the same basis as 1.6.1;but each score will be multiplied by the number of official starters in the class, divided by 10.The points awarded from all qualifying rounds less 2 will determine final championship points andpositions, including the Monoposto SUNBAC Nova AwardsTies shall be resolved using the formula in W1.3.2 in the 2013 MSA Yearbook.Awards:All awards are to be provided by the MRC or race organising clubPer Round: As provided by race organising club or MRC.Championship: In each Class a trophy to the Champion, Runner-up and Third.The Monoposto SUNBAC Nova Awards will be presented to the drivers from any Class who havescored the highest and second highest overall points total as defined in 1.6.2 after droppedscores, provided they were not eligible for a Nat A Racing Licence when they started their first2013 St. Cross Electronics Mono Championship raceModense Group “Monach of Brands” Awards will be made to the drivers in each class with thehighest Championship points total for the four Championship rounds at Brands Hatch. The driverin any class with the highest total points score overall for these rounds will be awarded 500.Bonuses: Per Round: Nil. Championship: Nil.Presentations: Awards are to be provided for presentation at the end of each race or at an end ofthe meeting presentation ceremony. Championship Trophies will be presented at the AnnualAwards Function.In accordance with current government legislation, the Monoposto Racing Club is legally obligedto withhold tax at the basic rate on all payments to non-UK resident sportsmen/women andaccount to HMRC using form FEU1, the quarterly return of payments made to non-residententertainers and sportsmen/women.That is, those persons who do not have a normal permanent residence in the UK. The UK doesnot include the Isle of Man, Channel Islands or Eire. This means that, as the organiser, theMonoposto Racing Club is required to deduct tax at the current rate applicable from any suchpayments they may make to non-UK residents.Under certain circumstances, it may be possible for competitors to enter into an agreement withthe Inland Revenue to limit the tax withheld. 3.SPORTING REGULATIONS - CHAMPIONSHIP RACE MEETINGS & RACEPROCEDURES3.13.1.1Entries:Competitors are responsible for sending in correct and complete entries with the correct entryfees prior to the entry closing dates which shall be 3 days before each event.Incorrect or incomplete entries (Including Driver to be Nominated Entries) are to be held inabeyance until they are complete and correct and the date of receipt for acceptance of entrypurposes shall be the date on which the Secretary of the Meeting receives the missing orcorrected information or fee.Any withdrawal of Entry or Driver/Car changes made after acceptance of any entry must benotified to the Secretary of the Meeting in writing. If Driver/Vehicle changes are made afterpublication of Entry Lists with Final Instructions the Competitor concerned must apply forapproval of acceptance by the Stewards of the Meeting BEFORE Signing-On.The Maximum Entry Fee for each round shall be as specified in the Entry FormFor each Championship round the organisers may arrange entries by class into more than onerace/grid.Reserves are to be nominated on the Final List of Entries published with Final Instructions orAmendment Sheet Bulletins. All Reserves will practice and replace withdrawn or retired entriesReserve Number order irrespective of class. If Reserves are given Grid Places prior to issue ofthe first Grid Sheets for any round the times set in Practice shall determine their grid positions. IfReserves are given places after publication of the grid sheet and prior to cars being collected inthe Official "Assembly Areas" they will be placed at the rear of the Grid and be started withoutany time delay. Otherwise, they will be held in the Pitlane and be released to start the race afterthe last car to start the GREEN FLAG LAP or last car to take the start has passed the startline orPitlane exit, whichever is the later. Such approval to start MUST be obtained from the Clerk of ganisers should notify Competitors of the times and locations for all briefings in the FinalInstructions for the meetings. Competitors must attend all briefings.3.3Practice:The minimum period of practice will be 15 minutes. The arrangements for Practice will bespecified in the Supplementary Regulations as follows.For Twin Headers the entry will be arranged by class into one or more grids. There will be twopractice sessions (each at least of the minimum period) for each grid: first practice sessionestablishes the grid order for first round in the twin header, second practice session establishesthe grid order for second round.For Double Headers the entry will be arranged by class into one or more grids. There will be onepractice session (at least of the minimum period) for each grid will qualify drivers for both roundsof the double header. A driver’s fastest lap during the practice session will establish the gridorder for the first round of the double header, and the second fastest lap will establish the gridorder for the second round.Should any Practice Session be disrupted the Clerk of the Course shall not be obliged to resumethe session or re-run sessions to achieve the championship criteria and the decision of the Clerkof the Course shall be final.3.4Qualification:Each driver should complete a minimum of 3 laps practice in the car to be raced and in thecorrect session in order to qualify for selection and order of precedence as set out in the MSARegulations Q4.5 and 3.3 of these Championship Regulations. The Clerk of the Course and/orStewards of the Meeting shall have the right to exclude any driver whose practice times or drivingare considered to be unsatisfactory - as per MSA Regulation Q4.5.Page 4 of 1711th January 2013 PUBLISHED COPY Version 1

3.5Races:The standard minimum scheduled distance shall 15 minutes whenever practicable but should anyrace distance be reduced at the discretion of the Clerk of the Course or Stewards of the Meetingit shall still count as a full points scoring round.3.63.6.1Starts:All race start countdowns are to have a minimum elapsed period of 3 minutes from the time allcars are released to form up on the grid to the start of the Green flag Lap(s) in the formation asspecified on the Track Licence for each circuit.The Supplementary Regulations for the event will specify whether a Standing or Rolling Start is tobe used. The minimum Countdown procedures/audible warnings sequence shall be:Standing/Rolling Starts:1 minute to start of Green Flag/Pace Lap - Start Engines/Clear Grid.30 Seconds - Visible and audible warning for start of Green Flag/Pace Lap.The use of tyre heating/heat retention devices, tyre treatments and compounds is prohibited.Any cars removed from the grid after the 1 minute stage or driven into pits on Green Flag/PaceLap shall be held in the pitlane and may start the race after the last car to take the start from thegrid has passed the startline or pitlane exit, whichever is the later.Any drivers unable to start the Green Flag/Pace lap or start are required to indicate their situationas per MSA Regulation Q12.13.2 and any drivers unable to maintain grid positions on the GreenFlag Lap/Pace Lap to the extent that ALL other cars are ahead of them, may complete the GreenFlag/Pace Lap but MUST remain at the rear of the last row of the grid but ahead of any cars to bestarted with a time delay.Excessive weaving to warm-up tyres - using more than 50% of the track width,and falling back inorder to accelerate and practice starts, is prohibited.For Standing Starts: a five second board will be used to indicate that the grid is complete. Thered lights will be switched on five seconds after the board is withdrawn. In the event of anystarting lights failure the Starter will revert to use of the National Flag.For Rolling Starts: the start procedure will be specified in the Supplementary .7.13.7.23.7.33.7.4Race Stops:Should the need arise to stop any race or practice, RED LIGHTS will be switched on at theStartline and RED FLAGS will be displayed at the Startline and at all Marshals Signalling Pointsaround the Circuit. This is the signal for all drivers to cease circulating at racing speeds, to slowto a safe and reasonable pace and to return to the starting grid area which will automaticallybecome a Parc Ferme area. Cars may not enter the Pits unless directed to do so. Work on carsalready in the Pits must cease when a race is stopped.Case A - Less than two laps completed by Race leader.The Race will be null and void. The race will restart from the original grid positions. Competitorsunable to take the restart may be replaced by reserves who will start from the back of the grid inreserve order. Gaps on the grid should not be closed up. The length of the restarted race will bedetermined by the Clerk of the Course.Case B - More than two laps completed by Race Leader but less than 75%The Race will restart from a grid set out by the finishing order of part one, (as per Q5.4.2). Theresult of the race will be the finishing order at the end of part 2. The length of the restarted racewill be determined by the Clerk of the Course.If the leader has completed more than 75% of the race distance or duration it shall not be restarted and the results will be declared in accordance with MSA Regulation Q5.4.3, unless theClerk of the Course, in consultation with the Stewards deem it appropriate to restart the race.3.8Re-Scrutiny:All vehicles reported involved in contact incidents during races or practice must be re-presentedto the Scrutineers before continuing in the races or practice.3.93.9.1Pits & Pitlane Safety:Pits. Entrants must ensure that the MSA, Circuit Management and Organising Club SafetyRegulations are complied with at all times.Page 5 of 1711th January 2013 PUBLISHED COPY Version 1

3.9.23.9.33.9.4Pitlane: The outer lane or lanes are to be kept unobstructed to allow safe passage of cars at alltimes. The onus shall be on all Drivers to take all due care and drive at minimum speeds inpitlanes.Refuelling: May only be carried out in accordance with the MSA Q13 Regulations, CircuitManagement Regulations and the SRs or Final Instructions issued for each Circuit/Meeting.Speed Limit Pit Lane Speed Limit will be as specified by each Organising Club3.10Race finishes:After taking the Chequered Flag drivers are required to: Progressively and safely slow down,remain behind any competitors ahead of them, return to the Pit Lane Entrance/Paddock Entranceas instructed, comply with any directions given by Marshals or Officials and to keep the helmetson and harnesses done up while on the circuit or in the pitlane.3.11Results:All Practice Timesheets, Grids, Race Results are to be deemed PROVISIONAL until all vehiclesare released by Scrutineers after Post Practice/Race Scrutineering and/or after completion of anyJudicial or Technical Procedures.3.12Timing Modules:These are required as advised by MST Sports Timing Ltd.3.13Qualification Races:These are not applicable3.14 Operation of Safety Car3.14.1 The Safety Car will be brought into operation and run in accordance with Section Q, Appendix 2of the MSA General Regulations.4. CHAMPIONSHIP RACE PENALTIES:4.1 Infringements of Technical Regulations:4.1.1 Arising from post practice Scrutineering or Judicial Action. Minimum Penalty: The provisions ofMSA Regulations: C3.3.4.1.2 Arising from post race Scrutineering or Judicial Action. Minimum Penalty: The provisions of MSARegulations: C3.5.1 (a) and (b). For infringements deemed to be of a more serious nature theClerk of the Course and/or Stewards of the Meeting are to invoke the provisions of RegulationC3.5.1 (c).4.1.3. Additional specific championship penalties: None4.2Infringements of non-technical MSA Regulations and the Sporting Regulations issued forthe Championship:As per current MSA Judicial Procedure Regulations.Page 6 of 1711th January 2013 PUBLISHED COPY Version 1

5.TECHNICAL REGULATIONS5.1Introduction:The following Technical Regulations are set out in accordance with the MSA specified format andit should be clearly understood that if the following texts do not clearly specify that you can do ityou should work on the principle that you cannot.Where a Modification Permitted is shown as "Free" or a Modification Prohibited is shown as"None" this means that the only restrictions are those imposed by the current MSA. Motor SportYear Book.5.2General Description:The St. Cross Mono Championship is for Competitors participating in Single Seater Racing cars,constructed or adapted to the Monoposto Formula, in six classes – Mono 2000; Mono Classic2000; Mono 1800; Mono 1600; Mono Ztec; and Mono Moto. The Championship is devised forthe enthusiast not the professional.5.3Safety Requirements:Safety Regulations set out in Appendix K of the current MSA Motor Sport Yearbook will apply.5.4General Technical Requirements & Exceptions:The general technical regulations are those as set out in the current MSA Motor Sport Year Book,together with the specific regulations set out as below. The Management Board of the MRCreserves the right of modification to regulations in accordance with Section W1.1.8 of the currentMSA Motor Sport Yearbook; also to exclude any car considered to be constituting a deliberateviolation and reserves the right to impound any car for examination.5.55.5.15.5.1Chassis:MONO 2000(a) Commercially built chassis structure designated by the manufacturer as the model for the2004 season or earlier, replacement parts must be to original specification. All chassis structuresfrom models for the 1987 season onwards must be so constructed that the soles of the feet of thedriver, seated in the normal driving position and with his/her feet on the pedals in the operativeposition, shall not be situated to the fore of the vertical plane passing through the centre line ofthe front wheels.(b) Home built "one off" main chassis structure of any age; any proprietary parts must be for a cardesignated by the manufacturer as the model for the 2004 season or earlier. Home built "one off"chassis structure built from 1/1/94 must be so constructed that the soles of the feet of the driver,seated in the normal driving position and with his/her feet on the pedals in the operative position,shall not be situated to the fore of the vertical plane passing through the centre line of the frontwheels.(c) Chassis as supplied for Formula Renault 2.0 complying with Formula Renault 2.0Nomenclature & Technical Regulations (2008 & 2006 versions). This chassis can only be usedwith an engine conforming to 5.7 (c). Renault Sport homologation and seals are not required.Replacement parts must be to the original specification. Repairs to the Survival Cell of thechassis must be carried out in accordance with the manufacturer’s specifications. The SurvivalCell may not be modified in any way, other than:As specified in these Regulations and/or the Formula Renault 2.0 Nomenclature & TechnicalRegulations (2008 & 2006 versions)It is permitted to fit heat reflective material only to the rear of the Survival Cell.It is permitted to paint the Survival Cell and apply vinyl type decals providing that either process isfor decorative purposes only and is not performance enhancing.It is permitted to bond tywrap securing blocks to the Survival Cell for the sole purpose of securingcomponents/cables. It is not permitted to drill holes in the Survival Cell.MONO CLASSIC 2000(a) Chassis complying with 5.5.1 a) of aluminium alloy and / or steel construction where themanufacturers designated model year is 1998 or earlier; or 1999 or earlier in the case of chassisbuilt to comply with the Renault Sport Manual; or 2001 or earlier when fitted with a Ford Zetecengine conforming to 5.7(d
