1Toolkit: Connecting Students with the Food They NeedConnecting families in your community with the nutrition programs that can feed kids when times are tough.BackgroundThe coronavirus has caused a catastrophic economiccrisis in the United States as well as a health one.Millions of people have lost their jobs. Parents aredoing their best, but in the upcoming months, manywill struggle to make rent, pay bills and put food onthe table.This will lead to increased food insecurity for millionsof students across the country. We know that whenkids face hunger, it has a negative impact on theirability to learn, stay healthy and grow up strong.To weather this storm, families will need acombination of resources to help feed their children.Existing nutrition programs work together to makesure kids get the food they need. For example, freeand reduced-price meal programs can help kids getsome meals through school, while the SupplementalNutrition Assistance Program provides a benefit thathelps parents purchase more of the food they need athome.These programs only work, however, when theyreach the kids who need them. This can be achallenge; many newly eligible families may not knowthey qualify or how to sign up. Many may feel asense of stigma or shame around using theseprograms.As trusted messengers, schools and communityorganizations are an important source of informationfor families. 2Nutrition Programs Work Together, Feed FamiliesPrograms like School Meals, the Supplemental Nutrition Assistance Program and Pandemic EBT work together tomake sure kids get the nutrition they need when times are tough.The coronavirus has caused a catastrophic economic crisis in theUnited States as well as a health one. Entire industries have beenaffected, and millions of people have lost their jobs. Parents are doingtheir best, but for many, it’s not easy to make rent, pay bills and putfood on the table.Nutrition programs are here to help. Some offer a few meals a weekfor kids; others provide a few extra dollars to use on food at thegrocery store. Together, these programs can make sure kids havethe food they need when money is tight.School and neighborhood meal programsFree, healthy meals are being offered by many schoolsand community organizations in our area. 3The Supplemental Nutrition Assistance ProgramIndiana’s Supplemental Nutrition Assistance Program (SNAP) is one of the most effective ways tofeed kids. The benefit, about 1.40 per meal per person, is uploaded to an Electric Benefit Transfer (EBT)card and can be used to purchase food at places like grocery stores and farmers’ markets.As trusted messengers, schools and community organizations are an important source ofinformation for families.Why Conduct SNAP Outreach?SNAP Outreach: Important for StudentsWhen schools help eligible students enroll in SNAP, it helps ensure kids can get the food they need both at homeand at school. At Home: SNAP helps parents afford the groceries their kids need, but many newly eligible families maynot know they qualify or how to sign up. At School: Students enrolled in SNAP are directly certified for free school meals, which reduces thenumber of meal applications that schools must process and verify. In the Classroom: When students consistently get the food they need, it leads to lower rates of chronicabsenteeism, stronger test scores, and fewer disruptions caused by behavior or trips to the nurse.SNAP Outreach: Important for SchoolsWhen eligible students are enrolled in SNAP, it helps schools more adequately address the true scope ofneed in their communities. In School Budgets: Since students enrolled in SNAP are automatically certified for free school meals,these students will not accrue school meals debt. And as more students participate in meal programs,it increases federal reimbursement revenue, which can be used to improve meal service or food quality. In Program Design: Finally, when SNAP reaches more of the kids who need it, it helps schoolsadequately address the actual need in a community. 4CONSIDERATIONSMany families don’t know they qualify.In Indiana, SNAP is loaded onto a Hoosier Works Card. Many families do not know they qualify orworry about taking benefits away from their neighbors. In fact, every household that qualifies canreceive support through SNAP. It provides anElectronic Benefits Transfer card that can be used at grocery stores – and in some states, to purchase groceriesonline - that contains the value of the breakfasts and lunches missed due to school closures. (In most of theUnited States, the rate is 5.70 per day, the value of school breakfast and lunch.)How It Works:Indiana families whose children receive free or reduced-cost meals at school will receive “Pandemic ElectronicBenefit Transfer” benefits. This ensures that kids get the nutrition they need to stay healthy and ready to learn when school returns.As America has had to adapt to the challengesof the coronavirus and social distancing, schoolshave had to rapidly adapt, creating newoperations to feed children. They are alsoattempting to meet rapidly escalating need, asmillions of people have lost their jobs and manymore children face hunger.This summer, schools have more flexibility onhow meals are served. In many areas, familiesand children can pick up meals through a graband-go model; in others, meals can be droppedoff at a child’s home.
