NFHS Interpretation Policy Each state high school association adopting these NFHS soccer rules isthe sole and exclusive source of binding rules interpretations for contestsinvolving its member schools. Any person having questions about theinterpretation of NFHS soccer rules should contact the soccer rulesinterpreter designated by his or her state high school association.

NFHS Interpretation Policy cont. The NFHS is the sole and exclusive source of interpretations of NFHSsoccer rules. State rules interpreters may contact the NFHS for soccerrules interpretations. Soccer rules interpretations from other rule makingbodies should not be considered.

SUBSTITUTION ON BENCHPERSONNEL MISCONDUCTRULE 3-3-3(e) (new)If the game is stopped to issue a caution to or to disqualify bench personnel,any player who has already reported to be a substitute can enter the game.

GOALKEEPER SOCKSDIFFERING FROM OPPONENTSRULE 4-1-1(h)3Socks of goalkeeper must differ from opponents.

HEAT ACCLIMATIZATIONAND SAFETY PRIORITIESBe aware of Exertional Heatstroke (EHS) and take proper measures duringgames involving high temperatures.

FIGHTING/RECKLESS PLAYPlayers, coaches and officials must work together to model anddemonstrate sportsmanship and fair play, to minimize risk and tomaximize participation.

TAPE OR SIMILARMATERIALS ON SOCKSIf tape or a similar material is applied externally, it must be of similarcolor as the sock. Home team shall wear white (PlayPic A). Away teamshould have similar color, i.e. maroon could have red tape (PlayPic B).

COMMUNICATIONGame officials are encouraged to effectively communicate with otherofficials, players and coaches.

GOAL KICKPlayers opposing thekicker shall remainoutside the penalty areauntil the ball hascleared the penaltyarea.

AUTHORITY TOSUSPEND PLAY1.7 SITUATION BThe head referee hasauthority to suspendplay.

REPLACEMENT OFGOALKEEPERRULE 3-3-2(b)2If the referee stops the clock for an apparent injury to a goalkeeperand/or a goalkeeper is attended to on the field (PlayPic A), thegoalkeeper shall be replaced by a substitute or field player (PlayPic B).

DISQUALIFIED GOALKEEPERDURING PENALTY KICK SITUATIONRULE 3-3-3(c)2During a penalty kicksituation, a disqualifiedgoalkeeper’s (PlayPicA) replacement(PlayPic B) may nottake the penalty kick.

BLEEDING ANDOPEN WOUNDRULE 3-3-3(d)1A player required to leave the field because of a communicable disease maybe replaced from the bench.

UNIFORMRULE 4-1-1(f)Written state approval to wear an American flag (PlayPic A) is nolonger needed. Approval is still needed to wear a commemorative patch(PlayPic B).

GOALKEEPER PANTSRULE 4-1-1(h)2Goalkeeper’s pants can haveadditions of numbers, names,patches and emblems ofschool logos.

STAYS AND STRAPS4.1.1 SITUATION N“Stays/straps” was added to the language of the rule to more clearlydefine what is used to keep player’s shinguards in place. “Stays/straps”must be similar to the color of the sock.

PROTECTIVE FACE MASKRULE 4-2-8Removing “with no protrusion” from the rule clears the issue of the nose asa protrusion.

RULE OFFSIDE11-1-3, 4Player is offside and penalized if, at the time the ball touches or isplayed by a teammate, the player is involved in active play andinterferes with play or with an opponent or seeks to gain an advantageby being in that position.
