Financial Summary: Funding The Capital PlanEducation Summit 2014John WilsonChief School Financial Officer

Long Term Capital Plan We have seen the challenges we face as acounty to keep up with our growth demands. We have seen a plan presented to address ourgrowth needs. What are our options for funding the CapitalPlan?

Financial Summary Before we can talk about revenue needed forthe Capital Plan, we need to evaluate therevenue we currently have available.

Current Ad Valorem Baldwin County currently receives 12 mills of advalorem property tax for education. How does that compare to other systems? Mountain Brook : 52.9 millsVestavia Hills : 52.05 millsHoover: 46 millsHomewood City: 37.5 millsJefferson County: 30 millsShelby County: 30 millsHuntsville City: 27.5 millsMobile County (inside the City of Mobile and Prichard) 29.5mills; (outside the city limits 21.5 mills) Baldwin County: 12 mills

When Does the Temporary Sales Tax Expire?– May 31, 2018 Will We Still Need It?– This Revenue Was Put In Place To Help Restore theCuts in State Funding.– If State Funding Is Restored To Prerecession LevelsThen We Will Have Comparable Funding To Allow It ToExpire. Current Long Term Debt The Board is currently still paying for Capital Projectscompleted between 2002-2010. Over 250 Million Spent to Keep Up with Over 30% Growth inLast 14 Years. Debt Service Payments until 2037. 54.5millionspent inFairhope

Estimated Cost of Proposed CapitalProjects Cost to cover immediate needs (1-3 years) isapproximately 130- 140 million. Cost to cover short term needs (4-6 years)approximately 60-70 million. Cost to cover long term needs (7-10 years)approximately 150- 160 million.Total Estimated Cost 350,000,000

The Solution An 8 Mill Increase Will Create a Long TermStable Funding Source Generating BondingCapacity to Borrow Funds for Capital Projects. All the Proposed Capital Projects Can BeFunded Addressing Our Capital Needs Nowand In The Future.

Do We Have To Give More To The State?NO!!!Everything over 10 mills stays in Baldwin County

Will The 8 Mills Only Be Used For CapitalProjects? Yes, Majority of the Revenue Will Be Pledgedfor a Long Term Capital Bond Issuance. The Board Has Passed a Resolution to Use ThisRevenue Solely and Exclusively for CapitalImprovement, Capital Construction, andMaintenance.

If the 8 mill increase is earmarked only for capitalprojects and maintenance, will we have enough tocover our operational expenses? The Board is currently having to split the proceedsfrom sales tax revenue between instructional /operational needs (teacher salaries and instructionalprograms) and capital/maintenance projects (AC repair, roof repair, additional small wings etc.). Earmarking the proposed 8 mills for capital projectswill free up sales tax revenue that can then be usedexclusively for instructional needs. We estimate this will provide an additional 7- 8million annually for hiring teachers, reducing classsizes, and creating or expanding academic programs.

Ad Valorem Comparison Update Baldwin County would collect a total of 20 mills foreducation. Still below other systems we compare ourselves to: Mountain Brook : 52.9 millsVestavia Hills : 52.05 millsHoover: 46 millsHomewood City: 37.5 millsJefferson County: 30 millsShelby County: 30 millsHuntsville City: 27.5 millsMobile County (inside the City of Mobile and Prichard) 29.5 mills;(outside the city limits 21.5 mills) Baldwin County: 20 mills
