HOCKEY CALGARY HISTORYHOCKEY CALGARYThe Minor Hockey Association of Calgary (Hockey Calgary), is an organization committed todeveloping the sport of amateur hockey within the Calgary Region (as filed with HockeyAlberta), which boundaries have been defined by Hockey Alberta as the City of Calgary andthe area of Springbank. Hockey Calgary has the mandate to provide a hockey environmentsuitable for the enjoyment of players, coaches, managers, officials, parents, andadministrators. Our goal is to encourage good sportsmanship and to help players form goodcharacter. The player and their welfare must be held paramount.Hockey Calgary from time to time may bring in complementary programs and initiatives tohelp in the enjoyment of hockey for all participants. Programs such as Respect in Sport (RIS)have been introduced by Hockey Calgary and supported by the governing bodies of HockeyAlberta and Hockey Canada in an effort to improve the state of the game. All players, parents,coaches, managers, and administrators should be familiar with these programs. HOCKEY CALGARY REGULATIONSREGULATIONS APPLICABLE TO ALL STREAMSHockey Calgary will comply with the Official Playing Rules of Hockey Canada and Hockey Alberta except as amplified bythe Community, Female, Elite and Recreational Hockey rules, which follow.1 Ages for CompetitionAge CategoryAgeU7 (Timbits)5 and 6 year oldsU97 and 8 year oldsU119 and 10 year oldsU1311 and 12 year oldsU1513 and 14 year oldsU1815, 16, and 17 year oldsU21*18, 19, and 20 year oldsRecreational League11 through 20 year oldsNote: Ages as of December 31st* Each team may register a maximum of four (4) overage players, who must have been registered with theteam in the previous season.2 Residential Qualifications(a)Teams based in the Calgary Region (as filed with Hockey Alberta) are restricted to registering only playerswho meet the residential qualifications as set out below.(b)All minor aged players (5 to 17 years old as of December 31st in the current playing year) must bepermanent residents of the Calgary Region (as filed with Hockey Alberta), or any Association from outsidethe Calgary Region (as filed with Hockey Alberta), which, at the sole discretion of the Officers of HockeyCalgary, have been admitted for membership for a limited time. Minor age players registered with HockeyCalgary must play where their parent(s)/court appointed guardian(s) reside as of September 1st of theplaying season. Residence of a player is defined as:i)the parent’s usual residence when parents live in the same house, or if one parent is deceased, theusual residence of the surviving parent.ii)in cases where both parents do not live in the same residence, the legal residence is the usualresidence of the parent having legal custody of the player;or,if both parents have legal custody, the usual residence of the parent with whom the player usuallylives;or again,if the player lives equally with both parents, their place of residence shall be determined by HockeyCalgary.iii)when legal custody has been granted to a third person, the usual residence of that person.NOTE: the term “usual residence” is defined as four (4) out of seven (7) days.NOTE: in the application of the above, the term “legal custody” and/or “legal guardian” refers to the granting of custody8 www.hockeycalgary.com

HOCKEY CALGARY REGULATIONSas determined by a Court of Law in one of the following circumstances:i)the application of the Divorce ACT,ii)in the case of an order enforcing or recognizing a legal separation agreement,iii)loss of parental authority,iv)when it is deemed the child’s development is compromised,v)when both parents are deceased,vi)married, or the equivalent of married.(c)If the minor aged player does not reside with either parent the player must reside with their legal guardianas defined under the Domestic Relations Act or the Child Welfare Act. Such player must have residedwithin the boundaries of the Calgary Region (as filed with Hockey Alberta) as filed with Hockey Alberta forone full year prior to registration or must apply to Hockey Calgary for special consideration. Proof ofguardianship and length of residency must be submitted and approved by Hockey Calgary prior toregistration being accepted.(d)All U21 aged players (18 years or older as of December 31st in the current playing year) must be permanentresidents of the Calgary Region (as filed with Hockey Alberta), or any Association from outside the CalgaryRegion (as filed with Hockey Alberta), which, at the sole discretion of the Officers of Hockey Calgary, havebeen admitted for membership for a limited time. A U21 aged player is expected to play with a teamrepresenting their Community or Elite Hockey Association in which such player legally resides or is qualifiedto play. A release is required to play in another association. A U21 aged player playing in the Calgary Region(as filed with Hockey Alberta) as per regulation Elite 7 is eligible to register with any of the Elite quadrants.(e)A minor aged player whose parents have joint custody and reside in different Elite or Community, Hockeyassociation boundaries shall continue to register in the Elite or Community Hockey Association where theyregistered the previous season provided one parent still resides within the boundaries of that association.If neither parent resides within the boundaries of the previously registered Elite or Community HockeyAssociation then the player shall register with an association where one of the parents reside. NOTE: If aplayer attends tryouts for Elite hockey and does not make a team then they shall be deemed to be residentof the Community Hockey Association where their parent lives that was used for Elite tryout registration.(f)A player may not establish residency for the principal purpose of playing or practicing hockey. Any player(and parent or guardian in the case of a minor age player) who has a permanent residence within theCalgary Region (as filed with Hockey Alberta) for a period less than six months (either before or after thedate of registration) may not be eligible to register with Hockey Calgary at the sole discretion of HockeyCalgary.(g)Any player of minor aged eligibility who transfers due to a legal custody change or moves without parentmay not, in the first season after that change has occurred, register or affiliate to a team that could earnthe right to participate in a Hockey Canada Regional or National Championship.3 Player Registration(a)No player shall participate in any game under the jurisdiction of Hockey Calgary before the player isregistered with Hockey Calgary. This includes league and exhibition games after commencement of theregular league schedule, provided however, that the Executive Director of Hockey Calgary may waive thisrequirement of exhibition games if they feel it advisable to do so. Hockey Canada official team roster mustbe carried at all games sanctioned by Hockey Calgary.(b)A player’s registration in the Hockey Canada Registry must include the player’s legal address. In the caseof rural players, both the legal land location and the mailing address must be identified. In the case ofurban players, the street address, or if the street address differs from the mailing address, both the streetaddress and the mailing address must be identified on the Hockey Canada Registry official team roster.www.hockeycalgary.com 9

HOCKEY CALGARY REGULATIONS4 Coaching Qualifications(a)All teams in Hockey Calgary are required to have registered coaches and bench staff qualified inaccordance with Hockey General Regulation 7 by November 15th of the playing season.Teams in U7 (Timbits) and above will have the team registration revoked unless the head coach assigned to the teamis appropriately qualified or is registered to be properly qualified by November 15th.Clarification of TermsQualified – an individual of the registered coaching staff who has successfully completed the course material is saidto be qualified.Certified – an individual of the registered coaching staff who has successfully completed the course material andhaving finished any post tasks and/or grading requirements by the instructor upon being updated in the NCCPdatabase is said to be certified.Hockey Calgary registered coaching staff need to be qualified to be eligible to coach in the Calgary Region (as filed withHockey Alberta) for Minor Hockey Week, regular season and playoffs.5 Hockey Canada Safety Program (HCSP)The goal of the Hockey Canada Safety Program is for all hockey teams to implement effective risk managementprograms with their team where safety is the first priority both on and off the ice.(a)For the current season, in U11 and up, at least one registered team official, and in U7 and U9, at leastone registered team official for every ten registered players must hold a valid Hockey Canada SafetyProgram Certification by November 15th of the current playing season and must be present at all games.(b)Teams failing to have a registered team official with a valid HCSP program certification present at allgames will be ineligible for Minor Hockey Week, playoffs and/or Provincials and the Head Coach may besuspended pending a discipline hearing.(c)The HCSP certification is valid for a period of three hockey seasons. During the third season the holdermay recertify their HCSP certification for an additional three hockey seasons by completing the HockeyCanada online HU-Safety course.Note: If a team is naming Co-Head Coaches, both Coaches must possess the Minimum Coaching Qualifications forthat age category.10 www.hockeycalgary.com

HOCKEY CALGARY REGULATIONS6 Respect in Sport Coach Edition(a)For the current season, in all divisions of Minor hockey, all members of the registered team officials musthave completed the Respect in Sport Activity Leader Edition in order to be registered to the team. Thisrequirement excludes U21 teams unless a Minor aged player is registered or affiliated to the team.(b)Respect in Sport Activity Leader certification is valid for 4 seasons.7 Respect in Sport Parent Edition(a)In all divisions of hockey, one parent of every registered player must have a current certification of theRespect in Sport Parent Edition prior to registration. Certification is valid for four (4) seasons. Thisrequirement excludes parents of players participating in U21 C & U21 B.(b)Players failing to have a parent certified with the Respect in Sport Parent certification will be ineligible toplay until certification has been achieved.(c)The Head Coach may be suspended pending a discipline hearing should theyplay a player whose parenthas not completed the Hockey Calgary Respect in Sport Parent certification.(d)Recertification may be required as a result of disciplinary measures.8 Safe Checking ProgramHockey Calgary has adopted a safe checking program for all age categories and Divisions within the Calgary Region(as filed with Hockey Alberta). The program is intended to help eliminate serious injuries by addressing the seriousconcerns all participants in the game of hockey have with checking from behind. A “Stop” or “Respect” symbol and itsplacement are designed to help discourage checking from behind by having a reminder on the back of each player’sjersey, to not check the player in the back. Every player registered with Hockey Calgary must wear the “Stop” or“Respect” logo on the back of their jersey. The “Stop” or “Respect” sign is recommended to be 3” in diameter andshould be placed above the player’s numbers so it is clearly visible.9 Helmets(a)Any coach, or trainer, including guest coaches or on-ice volunteers who are on the ice at practice mustwear a CSA approved hockey helmet affixed and securely fastened to their head.i)First Offence - Any on-ice participant found to be in violation of this Regulation will be given a warningby a person in authority (Association Coordinator, Association Director, League Chair, Arena Staffand or any Governor of Hockey Calgary). This warning may be verbal or written, and shall be reportedto Hockey Calgary. Violators will be removed from the ice and not return until a CSA approved hockeyhelmet is affixed and securely fastened to their head.ii)Second Offence - An automatic suspension from all hockey activities until a formal hearing is heldby the violators own Hockey Associations Special Committee.iii)Third Offence - An automatic suspension from all hockey activities until a formal hearing is held bythe Hockey Calgary Game and Conduct.(b)All player’s while on the players’ and/or penalty bench must wear their certified helmet and facialprotector. Any goaltender on the bench, as a minimum, is required to properly wear the same protectivehead equipment as the players.(c)Players shall remove their helmet during the playing of the national anthem(s).10 Throat Protectors(a)The wearing of a BNQ approved throat protector is compulsory for players registered in minor and femalehockey. When a player fails to wear or properly wear a throat protector at any time on the ice during thegame, the team shall receive one warning and any subsequent infractions by the same team will result ina Misconduct. Referees are encouraged to deliver this warning directly to the coach.12 www.hockeycalgary.com

HOCKEY CALGARY REGULATIONS(b)Any officer of Hockey Calgary, Elite Council, Female Council, Rec Hockey, Community Hockey or assignedgame official is empowered to have a player removed from the playing area of the rink until such time asthe offenders throat protector is produced. Any throat protector infractions must be reported to the LeagueChair/Coordinator.(c)All player’s while on the players’ and/or penalty bench must wear their BNQ approved throat protector.Any goaltender on the bench, as a minimum, is required to properly wear the same BNQ approved throatprotector as the players.11 Mouth GuardsAll Streams:(a)The use of a mouth guard is mandatory for all players except goaltenders from U9 to U21 (a mouth guardis defined as a device, commercially manufactured for the purpose of protecting a player’s mouth andteeth). The mouth guard must be worn during all games and practices.(b)Coaches are required to monitor their player’s for the use of mouth guards for the purpose of minimizingdental and mouth injuries. If a team continues to disregard this regulation additional sanctions may beput in place for that team.(c)Teams from outside of Calgary who are not required to wear mouth guards in their home Association areexempt from wearing them while playing in games that have been sanctioned by Hockey Calgary.12 Official Team RosterHockey Canada official team rosters will be completed in all details in the Hockey Canada Registry. Failure to correctlycomplete all details of the HCR official team roster may result in such player and/or teams being ineligible for furtherplay. Copies of all HCR official team rosters (including players, affiliates, and team officials working on the bench) mustbe available at all games sanctioned by Hockey Calgary (photocopies and electronic copies accepted).13 Composition of TeamsA Minor or Female team may neither sign nor register, at any one time, more than nineteen (19) eligible players withexception to U18 AAA in which case twenty (20) may be signed.For registration within Hockey Calgary a U21 C team may neither sign nor register, at any one time, more than twentythree (23) eligible players. A U21 B Team registering in the Calgary U21 Hockey League may neither sign nor register,at any one time, more than twenty-five (25) eligible players.
