COMMISSIONER’S OVERVIEWTo the Governor of the State of Alabama, members of the State Board ofVeterans Affairs, the President of the Senate, and the Speaker of the House ofRepresentatives, it is my distinct honor to submit the 2018 Annual Report forthe Alabama Department of Veterans Affairs (ADVA). This report highlightsthe major accomplishments of a superb team of dedicated state employees and1,000 contract employees and the unyielding support we receive from ourpartners at the U.S. Department of Veterans Affairs (USDVA), our counterpartsin state government, our elected officials, supporters at the city and countylevel as well as the veterans service organizations and community partners.Alabama, which has more than 365,000 veterans, continues to be a verypro-military and veterans state. I am truly honored to work with the numerousveterans service organizations, state agencies, state legislature and the Governor’sOffice to ensure that we keep Abraham Lincoln’s promise to “care for him whoshall have borne the battle and for his widow and orphan.”Last October, the previous ADVA commissioner retired. Clyde Marsh had served the department with distinctionfor 13 years. He worked tirelessly for the veterans residing in Alabama, as well as their dependents and survivors, in allmatters pertaining to veterans benefits. He is now serving veterans with the U.S. Department of Veterans Affairs as theExecutive Director of the National Cemetery Administration North Atlantic District.In keeping with our mission to assist veterans, we released the ADVA “Strategic Plan 2021” in July 2018. This plansets the stage for the progress the department intends to make in serving veterans over the next several years and servesas the foundation for the future. The plan’s basic framework focuses on six priorities: field offices, state veterans homes,state cemetery, dependent scholarship, veteran outreach and claims/appeals. These objectives are outcome-orientedand reflect our commitment to provide timely, top quality service to Alabama veterans and their families.To honor our war veterans, we participated in or planned several events throughout the year. We were heavilyinvolved with the East Alabama Vietnam Veterans Welcome Home Ceremony held in Auburn in conjunction withNational Vietnam Veterans Day. Medal of Honor recipients Bennie Adkins and James Livingston and Vietnam Warreporter Joe Galloway gave presentations. Hundreds of family members and supporters from the community filledthe school’s auditorium. Approximately 1,000 veterans were presented with the official 50th anniversary lapel pin andcertificate.We know that many Alabamians are not taking advantage of many federal, state and local benefits and services thatthey have earned. ADVA will strive to continue reducing that communication gap in the upcoming years. ADVA willcontinue to focus on counseling, education and dissemination of information, as well as conducting outreach eventsin the community centers where veterans live.Finally, the hard work and heavy lifting was done where the rubber meets the road - by the veterans homeshealth care directors, claims reviewers, cemetery staff, headquarters personnel and the veterans service officers andadministrative assistants in our county offices.This department could not provide valuable services to our veterans without our employees who make it happen.It is my distinct honor and privilege to work with the ADVA staff as we serve our veterans and their family members.8
