The impacts of the slowdown of terminal activity at thePort of Portland and other West Coast container ports are severe. It is having a devastating impact on ourlivelihoods and the rural communities we support.It is important that you recognize that there is nothing that we produce in Oregon in agriculture and forestproducts that cannot be sourced from somewhere else. We can grow and process the best in the world,but if we cannot deliver our Oregon products affordably and dependably, the foreign customers will gosomewhere else and may never return.After nine months of negotiations, both sides have reached an impasse, despite the involvement of afederal mediator. The continuous uncertainty, crippling congestion, ships skipping calls, random walk-outsand lock-outs have forced us to lay off Oregonians, absorb huge financial losses, and prevented us frombeing able to export this year’s crop. In fact, the uncertainty is already causing foreign customers tocancel orders for future deliveries!Here in Oregon, we are dependent on the foreign markets for so much of what we grow and manufacture.We take full advantage of trade agreements negotiated over the past two decades which have providedopportunities to new markets; but that has now come to a halt.Our agriculture and forest products exports and imports have been extremely beneficial to our marineterminals and to the thousands of workers engaged in logistics and transport throughout the PacificNorthwest. We are now losing that cargo and those jobs.The situation has become much more dire this week as Hanjin, the ocean carrier providing over 80% ofthe container service into the Columbia River, has determined that it will suspend service. This createstremendous new burdens on all Oregon agriculture and forest products explorers who must now transportall the way up to Puget Sound ports, at considerable cost and delay.Since the expiration of their contract last June, we have urged the International Longshore andWarehouse Union (ILWU) and the Pacific Maritime Association (PMA) to consider the devastating impactthis dispute is having on Oregon jobs and Oregon’s future as a supplier to the world. We have also urgedthe President to help resolve this contract negotiation.
