Section A.A.1.INTRODUCTIONDEFINITIONSDefinitions for the purposes of this RFQ include:Agency or OSPI – The Washington State Office of Superintendent of Public Instruction; theentity issuing this RFQ.Amendment – A unilateral change to the Solicitation that is issued by OSPI at its sole discretionand posted on WEBS and OSPI’s website.Apparent Successful Bidder (ASB) – A Bidder submitting a response to this Solicitation thatis evaluated and is identified and announced by OSPI as providing the best value to theAgency. Upon execution of a Contract, the ASB is referred to as the successful Bidder or theContractor.Bid – An offer, proposal, or quote for goods or services submitted in response to this RFQ.Bidder – Individual organization, public or private agency submitting a proposal in order toattain a contract with OSPI. For purposes of this Solicitation, the terms Bidder, Consultant, andVendor are interchangeable.Competitive Solicitation – A documented formal process providing an equal and openopportunity to Bidders or Consultants culminating in a selection based on predeterminedcriteria.Complaint – A process that may be followed by a Consultant prior to the deadline for bidsubmission to alert OSPI of certain types of asserted deficiencies in the Solicitation.Consultant – Individual organization, public or private agency submitting a proposal in orderto attain a contract with OSPI. For purposes of this Solicitation, the terms Bidder, Consultant,and Vendor are interchangeable.Contractor – Individual or company whose proposal has been accepted by OSPI and is awardeda fully executed, written contract.Debriefing – A short meeting an unsuccessful Bidder may request with the Coordinatorfollowing the announcement of the Apparent Successful Bidder for the purpose of receivinginformation regarding the review and evaluation of that Bidder’s Response.Proposal – A formal offer submitted in response to this RFQ.RFQ No. 2021-12Rev. 05/20Page 4 of 49

Proprietary Information – Information such as patents, technological information or otherrelated information that the Bidder or Consultant does not want released or shared with thepublic.Protest – A process that may be followed by a Bidder after the announcement of the ApparentSuccessful Bidder to alert OSPI to certain types of alleged errors in the evaluation of theSolicitation.Request for Proposals (RFQ) – Formal procurement document in which services needed areidentified, and Consultants are invited to provide their qualifications to provide the services.RCW – The Revised Code of Washington.Responsible Bidder – An individual, organization, public or private agency, or other entity thathas demonstrated the capability to meet all the requirements of the Solicitation and meets theelements of responsibility. (See RCW 39.26.160 (2))Responsive Bidder – An individual, organization, public or private agency, or other entity whohas submitted a Bid that fully conforms in all material respects to the Solicitation and all itsrequirements, in both form and substance.RFQ Coordinator – An individual or designee who is employed by OSPI and who is responsiblefor conducting this Solicitation.Solicitation – A formal process providing an equal and open opportunity for Biddersculminating in a selection based upon predetermined criteria.Subcontractor – An individual or other entity contracted by a Consultant to perform part of theservices or to provide goods under the Contract resulting from this Solicitation. Subcontractors,if allowed, are subject to the advance approval of OSPI.Vendor – Individual organization, public or private agency submitting a proposal in order toattain a contract with OSPI. A.2.PURPOSE OF REQUEST FOR QUALIFICATIONSThe Office of Superintendent of Public Instruction (OSPI) is initiating this Request forQualifications (RFQ) to solicit proposals from Consultants interested in participating on a projectto deliver, through the Superintendent’s National Board Certification Program, ongoing andrelevant communication within regional areas regarding outreach for National BoardCertification. The Contractor shall further provide technical expertise regarding National BoardCertification in specific ongoing projects identified by the National Board for ProfessionalTeaching Standards (NBPTS) program director or Superintendent’s designee. Contractor shallalso support the ongoing efforts of the OSPI National Board Certification Facilitator Trainingand Conditional Loan programs, as applicable.A.3.BACKGROUNDLed by Superintendent Chris Reykdal, OSPI is the primary agency charged with overseeing publicK–12 education in Washington state. Working with the state's two hundred ninety-five (295)public school districts and seven (7) state-tribal education compact schools, OSPI allocatesfunding and provides tools, resources, and technical assistance so every student in Washingtonis provided a high-quality public education.National Board Regional Coordinators are National Board Certified Teacher (NBCT) facilitatorscontracted with OSPI to offer regional support to all school districts within WashingtonEducational Service Districts (ESDs). The Regional Coordinator team is a resource for cohortfacilitators, NBCTs, candidates, and teachers who are interested in learning more about theNational Board process.The primary objective for this team is to ensure that every National Board candidate has accessto trained cohort facilitation. In addition, the Regional Coordinator team offers professionaldevelopment opportunities to strengthen the capacity of cohort facilitators, and to promoteNBCT leadership in school buildings and districts.A.4.OBJECTIVE AND SCOPE OF WORKA. ObjectiveThe Office of Superintendent of Public Instruction (OSPI) is initiating this RFQ to solicit proposalsto identify a pool of individuals with expertise in regional coordination of the National Board forProfessional Teaching Standards (NBPTS) program.RFQ No. 2021-12Rev. 05/20Page 6 of 49

To support this work, OSPI is searching for experienced Consultants to serve in one (1) ormultiple of the following capacities: Regional Coordinator (up to six (6) coordinators) Facilitator Trainers (up to five (5) trainers) Regional Coordinator Lead (up to one (1) coordinator) Regional Coordinator* for Native Student Populations (up to one (1) coordinator)*Coordinator must have experience in schools that serve fifty percent (50%) or more NativeAmerican Students and receive forty thousand dollars ( 40,000) in Title Funding.B. Scope of WorkREGIONAL COORDINATORS1. Serve as regional liaison and advocate with school districts, Educational ServiceDistricts (ESDs), local education associations and other public schools, including allidentified OSPI support providers about their promotion and support of NationalBoard Certification, especially in schools on OSPI’s list of identified schools.2. Serve as liaison and advocate with teachers interested in pursuing National BoardCertification, focusing on diversifying National Board candidates and the NBCTworkforce, and promoting accomplished teaching for students with disabilities,students of color, students experiencing poverty, and students learning the Englishlanguage.3. Coordinate and support regional outreach and mobilization efforts for understandingand recognizing the impact on student learning through National Board Certification.4. Attend any meetings and appointments OSPI indicates pertinent to project effortsincluding, but not limited to:a. Up to five (5) Regional Coordinator Face-to-Face meetingsb. Up to five (5) Regional Coordinator virtual meetingsc. Co-plan and co-present at least two (2) Facilitator Support Webinarsd. At least two (2) cohort meetings within the assigned region to support andrepresent OSPI and Washington’s National Board Network partnerse. Regional candidate information sessions and network partner-led seminars, asrequestedf.Projects may require additional collaboration outside of regularly scheduledmeetings5. Communicate with state partner organizations such as Washington EducationAssociation (WEA), Center for Strengthening the Teaching Profession (CSTP), and theNational Board for Professional Teaching Standards (NBPTS).RFQ No. 2021-12Rev. 05/20Page 7 of 49

6. Monitor online support platforms such as Moodle, Basecamp, and KnowledgeOwl andrespond to inquiries on a rotating monthly schedule.7. Regularly monitor email and respond to candidate, facilitator, support provider, andWashington State National Board partner questions and needs.8. Design, coordinate, and facilitate quarterly regional Facilitator Gatherings, eitherface to face, or via a virtual platform.9. Utilize NBConnect resources for strategic outreach in the assigned region.10. Monthly communications to all trained facilitators in the assigned region incoordination with messages from the state network.11. Work with OSPI staff and other Regional Coordinators to support and articulateconnections between TPEP Instructional Frameworks and National Board as modelsfor growth.FACILITATOR TRAINERS1. Design, coordinate, and teach National Board facilitator trainings. Dates shall beselected in coordination with OSPI and WEA learning institutes.2. Review and update National Board Facilitator ToolKit annually, including the virtualtraining module and other projects related to Facilitator Training3. Attend any meetings and appointments OSPI indicates pertinent to project effortsincluding up to two (2) Facilitator Trainings.4. Present at least one (1) Facilitator Training module or support module presenters byresponding to participant questions and leading small group meetings.5. Facilitator Trainer Check-Ins (via webinar or conference call) as necessary.6. Review new NBPTS Professional Learning materials for incorporation into FacilitatorTraining if necessary.7. Incorporate connections between TPEP Instructional Frameworks and National Boardinto Facilitator Training.REGIONAL COORDINATOR LEAD1. Design communication templates for the Regional Coordinator team to distribute totheir regional stakeholders.2.
