Petitioner Cooperative Energy seeks authority to acquire, construct, own, operate4.and maintain two (2) 115 kV electric transmission lines and a switching station as an addition toCooperative Energy's present system in Leflore and Sunflower Counties, Mississippi. Petitionerauthorityto acquire, construct, own, operate and maintain a 115:13.2 kV substationasaddition to Delta's present system in Leflore County, Mississippi. Petitioners have attachedasDeltaanseeksExhibit "C",aproject location map, identifying the 115 kV electric transmission lines, switchingstation ("Itta Bena Switching Station"), and 115:13.2 kV substation facility ("Half MileSubstation") proposed to be acquired, built, owned, operated and maintained by Petitioners in saidcounty, said Exhibit "C" consisting ofmap of a portion of Leflore and Sunflower Counties,aMississippi. meanders generally East approximately 3.1 miles to Delta's proposed Half Mile Substationin the Southeast ¼ of the Southwest ¼ of Section 28, Township 20 North, Range2West,in Leflore County, Mississippi.Said 3-way GOAB switch facilities are to be constructed with three (3) 3-way fullload break switches, mounted onasingle concrete or steel pole with three (3) motoroperators and all necessary communication and related equipment, one (1) at the existingDelta Evans Substation and one (1) at the proposed Delta Half Mile 115:13.2 kVSubstation.isThe estimate cost of the 115kV transmission line and 3-way GOAB switchesapproximately 3,380,000.Said transmission line facilities are to be constructed of three (3) 795 kemil ACSRconductors per circuit with 0.583" optical ground wire (OPGW),pole construction onautilizingconcreteorsteelright-of-way one hundred (100) feet in width, together with the rightto remove all danger trees on lands adjacent to said one hundred (100) foot wideright-of-way, any part of which would, in falling toward said electric transmission line strike anystructure, or any conductor of said line, or comestructure thereof: together with theright to construct any necessary switches, buses, andrelated equipment and facilities on the existingb.within five (5) feet of any conductor ororproposed transmission right-of-way.COOPERATIVE ENERGY 115 kV TRANSMISSION LINE (L620 HALFMILE TO ITTA BENA 115KV LINE): Approximately 10.5 miles of 115 kV transmissionline will be required between Cooperative Energy's proposed 115 kV 3-way GOAB switchto be located at Delta's proposed Half Mile 115:13.2 kV Substation and CooperativeEnergy's proposed new Itta Bena 115 kV Switching Station. circuit breakers with protective relay systems and communications(4) 115 kV gassystems. This proposed new Itta Bena Switching Station will be located adjacent to theexisting Itta Bena 115 kV switching station on MS HWYthe south side of the town7 onof Itta Bena and located in the Northeast ¼ of the Northwest ¼ of Section 29, Township19North, Range1West, in Leflore County, Mississippi.The existing switching stationwill be retired and demolished when the proposed facilityisplaced in service.Theestimated cost of the switching station is approximately 2,290,000.DELTA ELECTRIC POWER ASSOCIATION HALF MILE 115:13.2 KVd.SUBSTATION: The Half Mile Substation will beutilize one (1) 18/24/30 MVA transformer.with aluminum tube busonproposed substation will bea115:13.2 kV substation designed toThe substation will be a lattice steel structurethe high-side and aluminum angle bus on the low-side. Thebuilton anapproximately 4.0-acre site. The siteislocated onCounty Road 538 near the Half Mile communityin the Southeast ¼ of the Southwest ¼ ofSection 28, Township 20North, Range2West, in Leflore County, Mississippi. Theestimated cost of the Half Mile Substation is 3,100,000.The design of said facilities described in Paragraphs a., b., c., and d. above shall commenceimmediately, and itisanticipated that construction shall commencefrom the date of granting of6.awithin twelve (12) monthsCertificate by the Commission for said purpose.The purpose of the above described electric transmission line, switching station,and substation facilities is to provide sufficient capacity and improvereliability and quality ofservice in the Leflore and Sunflower County areas. existing residential, industrial, and agriculturalconsumers in and around the West Leflore Countyarea.7.Petitioners aver that said electric transmissionline, switching station, andsubstation facilities above referred to shall be located substantially as set forth in the applicationand as shown on Exhibit "C" hereto, the final location thereof being dependent upon terrain,accessibility, right-of-way acquisition, and engineering feasibility.8.Attached to the PetitionasExhibit "A-1"isthe prefiled Direct Testimony ofChristopher Roberts, P.E. of Cooperative Energy. Mr. Roberts describes the electric transmissionlines and switching station additions and describes the overall benefits derived from thetransmission facilities and 115kV switching station additions. Attached to the Petition as Exhibit"A-2"isthe prefiled Direct Testimony of Harold Pittman, P.E.of Delta Electric PowerAssociation. Mr. Pittman describes the 115:13.2 kV substation facility and describes the overallbenefits derived from the substation.9.Pursuant to the requirements of Appendix"A",Schedule 3, of the PublicUtilityRules of Practice and Procedure ("Procedural Rules"), Petitioners attach, incorporate by reference,or seek particularly-specifieda.Commission disposition with respect to the followingitems:(Appendix "A", Schedule 3, Item 1). Uponrequest, Petitioners will make such complete set of engineering plans and specification availableto the MPUS for its review when such plans and specifications are completed and therebyavailable. To the extent,11.if any, that this Joint Petition does not meet all of the technicalrequirements of the Commission's Procedural Rules, petitioners herebyrespectfully move andrequest, pursuant to RP 1.102, that noncompliance be waived by the Commission as not material.Petitioners therefore aver that the transmission12.line, switching station, andsubstation facilities above described are needed and required in order for Delta to have the requiredsupply of power to serve the present and immediately foreseeable requirements of its memberswithin its certificatedprovideaareain Leflore and Sunflower Counties and for Cooperative Energy toreliable source of power from its transmission system to the new Delta delivery point.That in order for the Petitioners to be able to adequately serve the electric requirements of itsmembers, it is necessary and urgent that Petitioners be granted a certificate of public convenienceand necessity, authorizing them to acquire the electric transmission line, switching station, andsubstation facilities sitesincluding any necessary rights of way, to construct, own, operate andmaintain the electrical transmissionappurtenant equipment, allasline, switching station, and substation facilities, andhereinabove more specifically described, all of the same beingnecessary in order that Petitioners shall be able to provide efficient and reliable electric service toits members.13.CommissionThe public convenienceand necessityrequiresand willrequire that thegrant and issue unto Petitioners a certificate of public convenience and necessityauthorizing them to do and perform the things hereinabove fully set forth, because of the need ofPetitioner's members ofa moresubstantial, reliable and adequate supply of power.10**MSPSC Electronic Copy ** 2019-UA-129 Filed on 08/20/2019 **

None of the facilities for the construction and operation of which14.sought herein will duplicate any similar facilities of any other publicautility. Nor willcertificateisthe operationthereof duplicate or interfere with the operation or services of any other public utility.Petitioners15.areready,willingand able to own, construct,install, operate, andmaintain the electric transmission line, line adjustments, bay and breaker addition and substationfacilities that are the subject of this Joint Petition.
