As noted in the 2016 Greenhouse Gas Inventory, transportationemissions in Hawaii were at 8.69 million metric tonnes of carbon dioxide equivalents,accounting for 51 percent of total energy sector emissions. Ground transportationaccounted for 47 percent of the transportation emissions. For Hawaii to meet its target tosequester more greenhouse gases than emitted as soon as practicable but no later than2045, programs that support the adoption of cleaner transportation options are necessaryand tremendously important.Page 1 of 2

Hawaii State Energy Office TestimonyHB 424 HD1 – Relating to Procurement of Contracts for Vehicle Rental - SupportMarch 2, 2021The adoption and widespread deployment of electric vehicles (EVs) is an essentialelement needed to reduce Hawaii’s dependence on fossil fuels. Requiring all state entitiesto prioritize the rental of EVs, when renting a vehicle, will put state agencies at the forefrontof energy independence and greenhouse gas emissions reduction efforts. There arecurrently very few EVs or hybrid electric vehicles (HEVs) available for rental in Hawaii. Thisprioritization requirement will provide a considerable impetus for vehicle rental contractorsto add EVs and HEVs to their fleets. In 2019, state employees completed nearly 13,000compact vehicle rentals. These rentals had an average duration of 1.5 days and averagedfewer than 200 miles travelled. This rental profile can be served by most standard EVs andHEVs currently available.Potential budgetary impacts for the State are mitigated by the current availability ofEVs and the rental car companies’ challenge of adding sufficient charging infrastructure fora large number of EVs at each of the airport rental car facilities across the state. Thepotential budgetary impacts to individual agencies are mitigated by the bill’s proposedamendment to Section 196-9 (c)(10)(C), which states that an agency shall exercise thepolicy preference for rental of an electric vehicle or hybrid vehicle provided that the costpremium is consistent with any budgetary constraint. This bill will provide an importantmarket signal to prospective vehicle rental contractors, making it clear that demand for EVand HEV rentals currently exists and the State is committed to renting these vehicles asthey are incorporated into vehicle rental fleets.HD1 moves the preference for the rental of electric vehicle or hybrid vehicles bygovernment employees out of the Procurement Code and into section 196-9, HawaiiRevised Statutes, addressing concerns raised by the State Procurement Office. Asamended, this bill would allow for the State to promulgate updated travel rules that requireall state entities, when renting a vehicle on behalf of a state employee in the discharge ofofficial government business, to rent electric or hybrid vehicles, in order of preference,provided that such a vehicle is suitable for the specific travel requirements and availablewhen needed. As the price of EVscomes down and the technology improves, the economic case for zero-emissionvehicles for all drivers becomes stronger and stronger.
