1IntroductionThis is the Arrangements Document for the National Certificates (NC) inPersonal and Vocational Skills (at SCQF levels 3 and 4) which werevalidated in June 2012. This document includes: background information onthe development of the Group Awards, their aims, guidance on access,details of the Group Award structures, and guidance on delivery.The National Certificates seek to harmonise their mandatory content so thatlearners will be given the opportunity to attain a nationally recognisedqualification to enable them to undertake further learning, training,volunteering or employment (see Appendix 1). The optional Units allowcandidates to specialise in areas of their choice and progress to the nextSCQF level above, through achievement of a recognised Group Award.These National Certificates provide a structure to enable courseprogrammes to be delivered in an integrated way to allow learners theopportunity to gain other SQA qualifications as listed below.2 Personal and Social Development Course at SCQF level 3 (C250 09) orlevel 4 (C255 10)— F37W 09 or 10 Personal Development: Self in Society— F37Y 09 or 10 Personal Development: Practical Abilities— F37X 09 or 10 Personal Development: Self and Work— F2FV 10 Personal Development: Self Awareness Steps to Work Award at SCQF level 3 (G9P0 43) or level 4 (G9RW 44)— 1 appropriate credit from the Person Centred section for Steps toWork— 1 appropriate credit from the Practical Context section for Steps toWork The Personal Finance Award (GA1Y 44) at SCQF level 4— FC63 04 Money Management— FC64 04 Principles of MoneyRationale for the developmentA survey conducted with colleges in Scotland identified a need for aqualification to support learners who are not yet ready to embark on acourse of study in their area of vocational choice, as they need to developother necessary skills and maturity before doing so. The NationalCertificates in Personal and Vocational Skills meet this need by providingopportunities for those learners to gain the necessary skills and experiencewhich will allow them to progress to further learning, training, volunteering oremployment.Arrangements Document: Personal and Vocational Skills at SCQF level 3 (GF9F 43) andPersonal and Vocational Skills at SCQF level 4 (GF99 44)1

The development of skills is essential to learning and education to helpcandidates become successful learners, confident individuals, responsiblecitizens and effective contributors. The skills and qualities which learnersdevelop should provide them with a sound basis for their development aslifelong learners in their personal, social and working lives, enabling them toreach their full potential and to meet the challenges of learning, life andwork. These National Certificates provide a framework for these challengesand meet the needs of learners who have not yet fully engaged witheducation.3Aims of the National Certificates in Personal andVocational SkillsThe National Certificates in Personal and Vocational Skills are designed toallow learners to gain experience and to develop the skills to enable them toprogress to further education, training, volunteering or employment.Learners who undertake the National Certificates will also be able toenhance their personal and social development and gain the confidence toenter employment or to pursue volunteering opportunities. The aims detailedbelow demonstrate the intention to provide qualifications for learners whichdevelop the four capacities of Curriculum for Excellence: successfulindividuals, confident individuals, responsible citizens and effectivecontributors and key employability skills.3.1Principal aimsThe principal aims of the National Certificates are to provide learners withthe opportunity to:1234567increase opportunities for attainment at SCQF levels 3 and 4 andbeyond by providing a firm foundation for future studydevelop the necessary attributes which are required for studydevelop self awareness, self esteem and self confidencedevelop employability skillsdevelop Core Skillsenable learners to make informed choices about further study/careerchoicesdevelop the necessary skills and frame of mind for learners to becomesuccessful learners, effective contributors, responsible citizens andconfident individualsThe National Certificates meet the principal aims through the successfulcompletion of 5 mandatory credits at SCQF level 3 and 8 mandatory creditsat SCQF level 4. Some learners may have had anegative experience of previous learning and due to external factors orbarriers, may have struggled to attain qualifications or to recognise their ownachievements. 4Access to the National Certificates4.1Recommended AccessEntry is at the discretion of the centre.4.1.1Recommended Core Skills entry ProfileSCQF level 3Candidates undertaking the level 3 NC will not be required to possess anypre-set Core Skills on entry. In this situation, centres could ask candidates toundertake Core Skills profiling prior to them commencing on the course sothat appropriate support may be put in place for candidates who require it.SCQF level 4Candidates undertaking the level 4 NC should possess Core Skills at SCQFlevel 3 on entry to the programme.5National Certificate in Personal and Vocational Skills —Qualification StructuresThe National Certificates in Personal and Vocational Skills include otherGroup Awards and National Courses as part of their structures.
