TO:FROM:RE:DATE:Indiana State Board of EducationAlicia Kielmovitch, Senior Director of Policy and LegislationState- and Industry-Recognized Credential and Certifications for 2019-20May 1, 2019Recommendation: Approve the 2019-20 list of industry-recognized credentials and certifications forcurrent students opting into Graduation Pathways for graduation.1 The 2019-20 list of industryrecognized credentials and certifications will serve as the official list for: A-F school accountability, and Federal Perkins performance indicators to the US Department of Education.Background: 511 IAC 6.2-10-1(26) defines “industry-recognized credential” as a certification or credential:A. Developed or supported by business and industry to verify student mastery of technical skillscompetencies in an occupational area that aligns with Indiana's economic sectors; andB. Approved by the Department of Workforce Development (DWD).When DWD first created this list in 2015, it identified certifications that were loosely tied to wage and demanddata. As the data have become more comprehensive, DWD has been more diligent in how it curates this list.The Graduation Pathways Policy, adopted by the Indiana State Board of Education (SBOE) in December 2017,permits students to use ‘State- and Industry-recognized Credential or Certification,’ to satisfy the PostsecondaryReady Competency requirement. This forcing event encouraged DWD to identify certifications with a greaterfocus on postsecondary transference and usefulness for students. Graduation Pathways forced DWD tostrategically collaborate across multiple state agencies and purposefully engage with employers to update thelisted certifications. The Governor’s Workforce Cabinet (GWC) and DWD, in collaboration with the staff fromDepartment of Education (DOE), Department of Agriculture (DOA), Commission for Higher Education(CHE), and SBOE reviewed the current list of certifications used for Graduation Pathways and the college- andcareer-readiness criteria for school accountability.Process for Updating the List: Working with the Indiana Chamber of Commerce, this interagency groupconvened over 100 employers from each of the industry sectors to provide input as to which certifications wererecognized and valued by employers across the state. Industry associations also reviewed the suggestedcertifications to determine their value.DWD intends to conduct an annual review of this list to ensure alignment with employers. It is establishing anew application process for certifications not included in the updated list to be reviewed and considered. Thisprocess will be available to schools at the beginning of the 2019-20 school year.Evaluation Criteria: The interagency group examined all of the suggested certifications against the criteriaoutlined below. In order for a certification to be included on the list for approval, the certification had to meetall of the following criteria:1. Industry recognized and valuedThe certifications were first vetted with employers to ensure the certifications are both recognized andvalued by employers across the state. For example, a certification that was recognized, but did notnecessarily have value, was not included on the list of certifications.2. Aligned to CTE courses and/or programs of studyThe industry certifications represent student mastery of content gained through completion of analigned CTE course(s) and/or programs of study. The certifications reflect a mastery of the depth andbreadth of the entire course, rather than a few standards.Students who earn a certification included on the 2018-19 list on or before September 30, 2019 (the deadline to submit theGraduation Report) may use that certification to satisfy the students’ Graduation Pathway requirement.11

3. Transference to postsecondary institutions as creditIndustry certifications, if aligned properly to coursework, should be accepted for credit bypostsecondary institutions. Many industry certifications are already embedded within coursework at thepostsecondary level, and students should be awarded credit for those certifications that they earn whilein high school.4. Transference to high-quality employmentCertifications on the list compiled by the DWD need to lead to high-quality employment. Thesecertifications need to translate into job opportunities beyond entry level positions in occupations thatare in high wage, high demand sectors. DWD’s IN Demand Ranking methodology that projects demandand wage information for over 800 occupations across the state was used to determine transference tohigh quality employment.Changes from the 2018-19 certifications list to the 2019-20 certifications list: Engaging with employers – DWD, in addition to the other state agencies, intends to continually vetthis list with employers from each sector to ensure high-value and usefulness. The list will be updatedannually to ensure relevance for students and to maintain pace with Indiana’s rapidly changing economy.This process will only improve as occupational data becomes more granular and with more effectivepartnerships between the state, K-12 schools, postsecondary institutions, and employers. Additionally,schools and employers may apply for certifications not on the updated list to be reviewed for futureconsideration. Expanding the list – One goal of the 2019-20 list is to be more user-friendly and more easily digestiblefor students, parents, educators, and employers. One major change is instead of listing certifications inalphabetical order, as the current list does, the updated list breaks the certifications down by careercluster, for better alignment to courses. This will also be reflected in InTERS. The updated list alsoexpands from the generalized title in the 2018-2019 list to the specific certifications under that generalcertification. One example is Automotive Service Excellence (ASE) Certifications. In the 2018-19 list, itsimply lists ASE certifications, whereas the updated list separates this into the individual certificationsunder ASE a student could earn. Focusing on industry value – Several certifications, such as the Certified Business Professional,Customer Service Professional, and IC3 Digital Literacy Certifications, were removed from the 2019-20due to resounding input from employers that these certifications have no value or use in their sectors.The GWC, along with the other agencies, agreed that if the certification was not relevant to employers’needs, the state is doing a disservice to students by keeping it on this list. As the Governor and GWCcontinue to update CTE’s real-world applicability and benefits for students, it is imperative that the listof certifications the state values reflect what employers consider worthwhile. Streamlining options – Several of the certifications form the 2018-19 list (such as Certified NovellAdministrator, ICEV Veterinary Medical Applicator, and Student Electronics Technician) no longerexist, have a new title, or were duplicative. The 2019-20 removes those that no longer exist or wereduplications, as well as recognizes the current title of certifications. Transferring to postsecondary options – As criteria numbers 3 and 4 above delineate, one of theprimary goals for the updates to this list was transference to postsecondary options. The interagencygroup agreed this means translating into credits at a postsecondary institution and lead to high-qualityemployment. Some certifications, primarily the Pre-PACs in the Family and Consumer Sciences careercluster, lead to neither, per employers and institutions of higher education. Focusing on how the listedcertifications must benefit students after high school, some current certifications were either replacedwith more relevant certifications (such as ServSafe Food Manager) or removed altogether from theupdated list (such as Culinary Arts Pre-PAC).2

Indiana Adopts Common Core Standards The Indiana Department of Education (IDOE) adopted the Common Core State Standards (CCSS) for English/Language Arts, Literacy, and Mathematics, following approval today from Indiana’s Education Roundtable and State Board of Education.
