Texas Commission on Environmental Quality (TCEQ)Light-Duty Motor Vehicle Purchase or Lease Incentive Program(LDPLIP)Eligible Vehicle ListLast Updated – January 13, 2021IntroductionTo be eligible for a rebate under the LDPLIP, a new light-duty motor vehicle must meetthe eligibility standards in Texas Health and Safety Code Chapter 386 and 30 TexasAdministrative Code Chapter 114, and must be included on the TCEQ LDPLIP EligibleVehicle List. The main vehicle eligibility criteria are outlined below.A new light-duty motor vehicle is eligible if it has a gross vehicle weight rating (GVWR)of 10,000 pounds or less and is powered by CNG, LPG, or hydrogen fuel cell or otherelectric drive (plug-in or plug-in hybrid). Additionally, vehicles classified by the EPA asa “Medium-Duty Passenger Vehicle” or a “Class 2b Heavy-Duty Vehicle" with a GVWRup to and including 10,000 pounds and operating on an eligible fuel are included inthis definition.Eligible vehicles include:-a new light-duty motor vehicle powered by Compressed Natural Gas (CNG) orLiquefied Petroleum Gas (LPG) that:-has four wheels;-was originally manufactured to comply with and has been certified by anoriginal equipment manufacturer or intermediate or final state vehiclemanufacturer as complying with, or has been altered to comply with, federalmotor vehicle safety standards, state emissions regulations, and anyadditional state regulations applicable to vehicles powered by compressednatural gas or liquefied petroleum gas;-was manufactured for use primarily on public streets, roads, and highways;has a dedicated or bi-fuel compressed natural gas or liquefied petroleum gasfuel system installed prior to first sale or installed in Texas within 500 milesof operation of the vehicle following first sale, and with a range of at least125 miles as estimated, published, and updated by the EPA; and-has, as applicable, a:-compressed natural gas fuel system that complies with the 2013 (ornewer) National Fire Protection Association (NFPA) 52 VehicularGaseous Fuel Systems Code and American National Standard for BasicRequirements for Compressed Natural Gas Vehicle Fuel Containers,commonly cited as "ANSI/CSA NGV2"; or-liquefied petroleum gas fuel system that complies with the 2011 (ornewer) NFPA 58 Liquefied Petroleum Gas Code and Section VII of the2013 (or newer) American Society of Mechanical Engineers Boiler andPressure Vessel Code; or1

-a new light-duty motor vehicle powered by electric drive that:-has four wheels;-was manufactured for use primarily on public streets, roads, and highways;-the powertrain has not been modified from the original manufacturer'sspecifications;-has a maximum speed capability of at least 55 miles per hour; and-is propelled to a significant extent by an electric motor that draws electricityfrom a hydrogen fuel cell or from a battery that:-has a capacity of not less than four kilowatt hours; and-is capable of being recharged from an external source of electricity.Manufacturers of eligible new light-duty motor vehicles, intermediate or final statevehicle manufacturers, and manufacturers of CNG or LPG conversion systems arerequired to provide the TCEQ a list of vehicle models and conversion systems thatmeet the eligibility requirements. The TCEQ will review this information, and willinclude eligible vehicle models and conversion systems on the list below. Informationabout the list may also be obtained by calling the TERP toll-free number at 1-800-919TERP (8377). The list below is not a final determinant of eligibility and all eligibilitycriteria apply regardless of inclusion on the list.If an applicant or vehicle dealer believes that a vehicle or conversion system that iseligible is not included on the list below, the applicant or dealer should contact theTCEQ at the toll-free number above to discuss the process used by the TCEQ to place avehicle or conversion system on the list. The guidelines and reporting forms for useby manufacturers to provide information to the TCEQ regarding vehicle models andconversion systems that meet the eligibility requirements are available at the TERPwebsite or by calling the toll-free number above.The TCEQ will make every effort to ensure that the vehicle models and conversionsystems included on the list below meet the eligibility criteria. However, eligibility of aparticular vehicle model may depend on factors outside the TCEQ's control, such asvarious options available on that model or the fuel conversion system installed.Therefore, the applicant and dealer or leasing agent should ensure that thespecifications of the vehicle, including any conversion system and fuel system installedon the vehicle, meet the eligibility criteria.Only vehicles offered for sale or lease in Texas are eligible for this rebate grant.2
