Acknowledgement of CountryWe acknowledge the first peoples of the River Murray as the traditional custodians of the land and respecttheir spiritual relationship with their country and the importance of their cultural beliefs.Public ConsultationIn April 2019, Elected Members and senior staff participated in a workshop facilitated by Strategic MattersMs Leanne Muffet. A Berri Barmera area community survey was held over the May-June 2019 period,receiving feedback from 58 residents. ForewordWelcome to the Berri Barmera Council’s Strategic Community Plan.This Plan shares the vision and aspirations for the future of the Berri Barmera Counciland outlines how we will, over the next 5 years, work towards achieving the bestpossible outcomes for our District.We will continue to focus on the liveability, environmental and economic factors whichaffect the quality of life for our residents. Role of a CouncilStrategic Community PlanPursuant to the Local Government Act, 1999, the Berri Barmera Council is required to undertake acomprehensive review of its Strategic Community Plan within two years of a Council general election.This Strategic Community Plan is a tool for defining the direction of the Berri Barmera Council. Byidentifying a vision, guiding Theme, strategies and actions the Council is creating a roadmap for 20202025.Strategic planning identifies what is important to the community and establishes mid to longer termguiding themes and strategies in order to move towards achieving the goals set by the community.Effective strategic planning articulates not only where Council is going but the actions it intends totake to successfully progress towards and achieve the outcomes it has set.Under section 122 of the Local Government Act 1999, Councils are required to adopt plans for themanagement of their areas.The framework aside outlines the Berri Barmera Council’s key strategic planning documents and theirrelationship in directing service delivery to the community.4

Theme 1The Lifestyle theme positions Council to contribute to creating strong and sustainable community networks,initiate and support activities which encourage participation and pride, facilitate healthy lifestyles throughstructured and unstructured recreational pursuits. Theme 2The Natural Environment theme focuses on reducing the overall environmental impact of Council’s activitiesand enhancing our natural attributes. This theme focuses on providing and maintaining quality assets,infrastructure and services to meet the current and future needs of the community, while valuing andprotecting the natural environment into perpetuity. This theme also emphasises the requirement to commit topolicies and strategies to manage the interrelationship between business and the natural environment and toinvest in ‘green infrastructure’. The Natural Environment is about enabling outcomes that are bothenvironmentally sustainable and economically sound while seeking innovation in this.What success looks like: Our· eco systems are thriving and support native flora and fauna. Theme 3The Business theme focuses on building strong and influential relationships with others to strengthen anddiversify our economy and underpins Council’s economic planning and development activities. With a focus ongrowing the number of local jobs and the number of jobs not dependent on the river, Council is keen to growthe local economy to include a diverse industry base. This theme is also about ensuring infrastructure,planning and investment is in place to support business, attract people to the region, retain quality staff andElected Members and to capitalise on opportunities.
