CHAPTER 1INTRODUCTION

TNRSP-IIHighways Department, GoTNENVIRONMENTAL MANAGEMENT PLANUpgrading Tirunelveli to Tenkasi Road (SH39) km 5/000 to km 50/6001 INTRODUCTIONThe Highway Department, Government of Tamil Nadu (GoTN) is undertaking roaddevelopment in the State with World Bank assistance loan. The State Highways of length ofabout 1800 km has already been improved under Tamil Nadu Road Sector Project Phase I(TNRSP I).GoTN has now mooted to second phase of road improvement works, namely TNRSP- II. AStrategic Options Study (SOS) on the State Core Road Network (SCRN) for selection ofcandidate roads for improvement was carried out by Tamil Nadu Road Sector Project I, HDin the year 2009-10 and the same was revalidated in 2011-12. State HD has prioritizedabout 2000km of State Roads for various improvements works under EPC 5 yearsmaintenance/ Public Private Partnership (PPP) contract/ Bill of Quantity (BOQ) Contractmodes.SMEC India Pvt. Ltd.-SMEC International Pty. Ltd., Australia (JV) has been appointed byHighways Department, GoTN as PPC 05 DPR Consultant vide agreement signed on18thOctober 2013 to undertake work of second phase, TNRSP II.To define the Environmental Management requirements and to ensure environmental safeguards during construction and operation, an Environmental Management Plan (EMP) hasbeen prepared for four laning of Tirunelveli - Tenkasi Road (SH39) Km 5/000 to Km 50/600of length 45.6 km, (Refer Figure 2.1) considered under Phase-I roads.As a first step an Environmental Assessment (EA) has been prepared in accordance to theWorld Bank requirements for Tirunelveli - Tenkasi Road (SH39), Km 5/000 to Km 50/600.This document provides the Environmental Management Action Plan (EMAP) for the projectroad comprising activity wise impacts and mitigation measures identified for eachenvironmental attribute like land, water, air, noise, biological environment and socialenvironment for the project road. A robust Monitoring and Reporting (M&R) system is in-builtinto it for various phases of the project and activities. This is supported by annexure, whichprovides (i) detailed guidelines to enable the Concessionaire to implement the EMAP in anappropriate manner, (ii) monitoring formats for the Concessionaire to report to IE(Independent Engineer) and (iii) checklists for the IE to monitor the implementation of EMAP.The proposed four laning of project road will require land for widening and other provisionssuch as bus bays, truck lay bye etc. The land plan schedule has been prepared. RAPprovides compensation and rehabilitation, for direct (private properties) social impacts, whileEMP provides other social impact mitigation and enhancement for direct (public properties)and indirect impacts.1.1ENVIRONMENTAL ASSESSMENT (EA) PROCESSThe EA has been carried out for the project road implementation as mentioned above. Theproject/road specific issues are addressed in the Environmental Assessment reports. Thisdocument addresses the corridor-specific Environmental Management Plan (EMP) for the45.6 km of Tirunelveli-Tenkasi Road (SH39), Km 5/000 to Km 50/600 included in the TNRSPPhase-I improvement programme. EA and EMP report identifies the environmental impactsDPR VOLUME VII: PART A (II)P a g e 1-1

Allenvironmental management/ mitigation costs including environmental monitoring andtraining budget have been included in the EMP Cost provided in Chapter 6.The project’s Social Impact Assessment resulted in the preparation of a Resettlement ActionPlan (RAP) to address the land acquisition procedure and all associated social aspects suchas compensation, resettlement and relocation for the project road. Similarly, theenvironmental studies has led to the preparation of project specific EMP.This document assists the Concessionaire and associated officials to mitigate or minimizethe negative social and environmental impacts due to the construction and operation of theproject and to enhance the positive impact of this project. The EMP has been prepared tomeet the GOI requirements as specified by the Ministry of Environment, Forest and ClimateChange (MoEF&CC) and meeting the requirements of the World Bank. Its purpose is topresent an evaluation of potential impacts due to the proposed widening of the existingproject road. The document includes the impacts, mitigation measures and appropriate costsfor the proposed mitigation measures.
