2019 RCO Building Department Resource PackageINTRODUCTION:Throughout Ohio, building departments have developed various departmental forms, procedures,and policies to assist in enforcement responsibilities and communications with office, field staff andconstituents in the jurisdictions they serve.Many newly formed departments have struggled in developing these processes and forms or havenot implemented them as the Board’s rules require in administration sections of Chapter 1 of thebuilding codes as basic vehicles of legal communication. The lack of department forms andmultiple variations of them have made enforcement inconsistent in the State of Ohio.Though great strides have been made, the Board of Building Standards has identified the need tocorrect these issues and ensure uniformity of all building department operations. Board staff, alongwith the contributions of building officials, has developed this Building Department ResourcePackage as a first step toward ensuring uniform enforcement throughout the State among allbuilding departments that the Board certifies. The intent of this Building Department ResourcePackage is to provide Certified Building Officials with the tools needed to implement consistentbuilding department administration.The Building Department Resource Package is to be used to revise or replace current departmentforms which may lack the key elements found in Chapter 1 of the RCO. The implementation ofthese forms can be easily incorporated by amending the headers and footers of the forms with thespecific department identifying information. All modifiable forms are produced in ‘Word’ softwareformat for easy modification. Reference documents included in the package can be read with‘Adobe’ software.The Building Department Resource Package will be available in PDF format on the Board ofBuilding Standards website. WORD format forms are available from the Board upon request. These risk managementtools are minimum standards for the health,safety, and welfare of the occupants and,secondarily, protection of the structure. A goodbuilding design can provide safety and sanitationwithout sacrificing aesthetic value, functionality,and cost efficiency.Mechanical:1. Portable heating appliance.2. Who Writes the Codes?Building codes are developed in a way similarto the law making process. Many groups ofpeople are involved; building officials, fireofficials, developers, material suppliers, thepublic, engineers, architects, builders, researchand testing labs, and governmental leaders.Several years ago the three major codeorganizations - BOCA (Building Officials andCode Administrators), ICBO (InternationalCouncil of Building Officials) and SBBCI(Southern Building Code Congress) - merged toform ICC (International Code Council).Hearings are held every 18 months for codechanges. Anyone who would like to make achange to the code can submit a code change.One-, two-, and three-family residentialdwellings are regulated locally by certifiedresidential building departments. Residentialbuildings are required to comply with therequirements of the Residential Code of Ohio(RCO).The RCO is based upon theInternational Residential Code and adopted bythe Ohio Board of Building Standards (BBS).Construction regulated by the Residential Codeof Ohio will be inspected by BBS certifieddepartmentsusingcertifiedinspectors. What is a Plan Approval and why is itneeded?Plan approval is simply a review of yourprojects’ drawings and specification to ensurecompliance with the building codes for yourproject and does so in a way that assures that itis safe and sanitary. A Certificate of PlanApproval establishes your legal right (license tobuild), as provided for in Ohio law, to buildwhat is described on the approved constructiondocuments. Construction of a building project inaccordance with approved drawings andspecifications is the best way to make sure youare getting the end result you desire, that it issafe for use or occupancy, and the assurance thatyou had secured your right to build an approveddesign. Why do inspections need to be made?It could easily be said that an owner’s cheapestform of “insurance” is that of getting inspectionsmade at the appropriate times duringconstruction. Few owners are familiar enoughwith or qualified to perform the variety of worknecessary in a construction project, alteration, structural,electrical,mechanical, or plumbing systems requirespecialized skills and, by obtaining an approvaland inspections, there is a much higher level ofassurance that the project complies with safetycodes and that the structural, electricaldistribution grounding and bonding, gas piping,plumbing, and mechanical systems are installedproperly. Additionally, not only does the lawrequire owners to obtain approvals andinspections, but lending institutions andinsurance companies want to protect the assetthat they are funding or insuring. If a problemdevelops, having obtained approvals andinspections will support an owner’s claims ifproblems develop during and after construction.The process ultimately ends with the buildingowner receives a Certificate of Occupancy.What about Non-residential Buildings?In Ohio, all non-residential buildings (other than1-, 2-, and 3-family dwellings, and agriculturalbuildings) are required to comply with therequirements of the Ohio Building, Mechanical,and Plumbing Codes. These are based upon theInternational Code Councils’ model codedocuments and are adopted by the Ohio Boardof Building Standards (BBS) with modificationsto fit Ohio’s laws, climate, and geology. What is covered by the OhioResidential code and what isn’t?The most important thing an owner can do whencontemplating a building project is to talk to theResidential Building Official first to get an ideaof things that the owner should consider beforeproceeding with a project. This should be anopen discussion in which the Building Official’sexperience can be a benefit to the owner’splanning. Many issues, if discussed on the frontend of a project, can have little or minimalimpact on a project and it makes the process asmooth one for the owner.Work that is exempt from approval. There issome work that does trigger the building codeand can be done without approvals andinspections. It must be remembered, however,that exemption from the requirements of thecode do not grant authorization for any work tobe done in any unsafe or hazardous manner inviolation of the provisions of the code, laws, orordinances of the local jurisdiction. Approvalsare not required for the following: (Refer toOBC and RCO 102.10 for other exemptions.)Building:1. One-story detached accessory structures,provided the floor area does not exceed 200square feet.2. Fences not over 6 feet high.3. Retaining walls that are not over 4 feet inheight measured from the bottom of thefooting to the top of the wall, unlesssupporting a surcharge.4. Water tanks supported directly upon grade ifthe capacity does not exceed 5,000 gallonsand the ratio of height to diameter or widthdoes not exceed 2 to 1.5. Sidewalks and driveways not more than 30inches above adjacent grade and not over anybasement or story below.6. Painting, papering, tiling, carpeting, cabinets,counter tops and similar finish work.
