A] Basic ProvisionsSl.No.Nature of power(a)The Governing Body of the CSIR is empowered to conduct the affairs Rules & Regulationsof the Society.(No.29) of Council ofScientific & IndustrialResearch(b)The Governing Body of the CSIR has all the powers of the Society foradministering, directing and controlling the affairs & funds of theSociety subject to the limitation on expenditure as the Government ofIndia may impose from time to time.Rules & Regulations(No.43) of Council ofScientific & IndustrialResearch(c)The Governing Body may delegate powers to the Director-General,Directors / Heads of National Laboratories, Management Councils,Controllers of Administration, Project Leaders in the laboratory andsuch other officers of the Society as may be necessary for theirefficient functioningRules & Regulations(No.44) of Council ofScientific & IndustrialResearch(d)The President, CSIR may, in writing, delegate such of his powers as Rules & Regulationsmay be necessary to the Vice-President or the Director-General(No.50) of Council ofScientific & IndustrialResearch(e)Subject to any order that may be passed by the Government of India,the Director-General, as the Principal Executive Officer of the Society,shall be responsible for the proper administration of the affairs of theSociety under the direction and guidance of the Society, Presidentand Vice-President.(f)The Governing Body, CSIR may delegate powers to the Director- Bye-Laws(No.3) ofGeneral, CSIR, as are considered necessary, in addition to those Council of Scientific &exercised by a Secretary to the Government of India.Industrial ResearchThe Director-General may, subject to such restrictions as arecontained in the Delegation of Financial Power Rules of Governmentof India, delegate his powers to the Directors of NationalLaboratories, Controllers of Administration, Project Leaders, Benchlevel Scientists and other officers of the Society for the purpose offunctional autonomy.(g)There shall be a Financial Advisor, who will be responsible forrendering financial advice to the Director General who shall have thepowers to overrule his advice by recording reasons there for.A report of all such cases shall be sent to the Governing Body forinformation.Authority/Reference-1-Rules & Regulations(No.52) of Council ofScientific & IndustrialResearchRules & Regulations(No.56) of Council ofScientific & IndustrialResearch

(h)The Secretary of a Ministry / Department is “the Chief Accounting Rule 64. of GeneralAuthority” and shall be responsible & accountable for financial Financial Rules, 2005management of the Ministry / Department (as per details mentionedunder this Rule from (i) to (ix).(i)Directors of National Laboratories/Institutes shall be assisted & Bye-Laws (No.17) ofadvised by COA/AO/COFA/FAO/COSP/SPO as the case may be in their Council of Scientific &respective areas. Director shall have power to overrule the advice of Industrial Researchthe aforesaid functionaries after recording reason therefor.A report of all such cases shall be sent to the Director General forinformation.(j)Guidelines for enhancement of functional autonomy of R&Dautonomous institutions under the S&T DepartmentGoverning Councils/ Bodies of Autonomous R&D institutions mayexercise powers up to the limit of powers enjoyed by theAdministrative Ministry(k)Powers as mentioned below may be exercised by authorities inthe CSIR (as mentioned in next column).
