Box 770000San Francisco, CA 94177Fax: 415.973.7226March 4, 2009Advice 3427-E(Pacific Gas and Electric Company ID U39 E)Public Utilities Commission of the State of CaliforniaSubject:Submits Notice of Construction, Pursuant to General Order131-D, for the Construction of Caribou #2 60kV Power LineRelocation, County of PlumasPacific Gas and Electric Company (the Company) hereby submits noticepursuant to General Order (G.O.) 131-D, Section XI, Subsection B.4, of theconstruction of facilities that are exempt from a Permit to Construct.PurposeThis advice letter provides a copy of the Notice of Proposed Construction(Attachment I) and the Notice Distribution List, which comply with the noticingrequirements found in G.O. 131-D, Section XI.BackgroundIn order to accommodate a CalTrans highway bridge replacement project(Plumas 70 Spanish Creek Bridge Project) in Plumas County, Pacific Gas andElectric Company must relocate approximately 1450 feet of the existing Caribou#2 60kV Power Line (minor relocation of existing facilities); a distribution voltageline located on the same poles will also be relocated. The project is locatedapproximately 5.25 miles northwest of Quincy along the west side of Highway 70,entirely within Plumas National Forest. Eight wood poles will be removed andreplaced with five new poles, approximately 15 feet taller, relocated across thehighway to allow for the new bridge construction. One of the five new poles willbe light-duty steel to support a new automated switch, and the others will bewood. The height increases are required to provide necessary line spacingabove the ground and vegetation, and to keep required separation to secondarycircuit on the line. The wires on this segment of power line will also be replacedbecause the existing conductor (copper wire) is not up to current utility standards.

Advice No. 3427-E-2-March 4, 2009Construction is scheduled to begin in April 2009, or as soon as possiblethereafter, with work expected to be completed by September 2009, or as soonas possible after project initiation.CPUC General Order 131-D, Section III, Subsection B.1.c, exempts projectsmeeting specific conditions from the CPUC’s requirement to file an applicationrequesting authority to construct. The Company believes this project qualifies forthe following exemption(s):c. the minor relocation of existing power line facilities up to 2000 feet in length,or the inter-setting of additional support structures between existing supportstructures.This filing will not increase any rate or charge, cause the withdrawal of service, orconflict with any other rate schedule or rule.ProtestsAnyone wishing to protest this filing may do so by filing a protest with the CPUCand the Company by March 24, 2009, which is 20 days after the date of thisfiling.
