Therate applies to compensation earned by all members regardless of membershipclass from July 1, 2019 through June 30, 2020.The rate was determined by PSERS’ actuary and certified by the PSERS Boardof Trustees at its meeting on December 7, 2018. The certified employer contribution rate for fiscal year 2019-2020 is less than the previously projected 34.79%percentdue in part to positive FY 2018 economic and demographic experience,including active membership growth and investment outperformance.The employer contribution rate for fiscal year 2019-2020 consists of 33.36% forpension costs, 0.84% for premium assistance payments, and 0.09% for definedcontribution costs. Of the 33.36% pension portion of the employer contributionrate, 25.87% represents payment toward the unfunded liability.This is the fourth consecutive year the employer rate provides 100% of the actuarially-required rate which is necessary to pay down existing pension debt. In thepast, various pieces of pension legislation suppressed the employer contributionspaid to PSERS by school employers and the Commonwealth. Upcoming Changes to the CROQ ReportThe CROQ report notifies the school when school employees change their rate or qualification status and is available each Monday. Starting July 1, 2019, the CROQ report will expand the information provided to include members who have waived PSERS membership and members who have made an election or update to their After-TaxContribution Percentage.New Member ElectionsMember demographic and contract record informationmust be submitted to PSERS as soon as possible forClass T-G members. Reporting for the DC componentcannot begin until Voya creates a participant account,which occurs upon notification by PSERS of the newClass T-G member. Voya, however, must have timeto create participant accounts prior to receiving payrollcycle reporting. Please remember that DC reportingwill begin before you submit the first monthly workreport to PSERS for these new class members.Full time (hourly, per diem, salaried) and part timesalaried new hires all meet PSERS membershipqualifications from Day 1 of rendered service.Contributions must be withheld for the DB and DCcomponents from the start of employment. Thesemembers will be notified through the Welcome Packetof their 90-day window to elect Class T-H or Class DC.Part time hourly and part time per diem employeesmust first qualify for PSERS membership before beingeligible to participant in plan. Thus, contributionswill not be accepted into the defined contributionplan until such employees meet the minimumqualification requirements. Prior to reaching thequalification requirements, part time hourly and parttime per diem employees only contribute 5.50%member contributions to the DB component.* Afterreaching qualification, this employee (now “member”)will be listed on the CROQ report as someonewho has obtained qualified status. Upon receivingthis notification, contributions will also need to bewithheld for 2.75% in member contributions for theDC component. Once a part time hourly or per diemmember qualifies, they will receive a Welcome Packet,which begins the window for the member to elect intoclass T-H, Class DC, or waive membership if they meetthe criteria needed to qualify for an enrollment waiver.*Most reporting units withhold from day one regardlessof qualification. Once an employee qualifies in the DBplan, then all salary and service reported in the fiscalyear must be purchased and both the employee andthe employer must pay their respective portion of thecontributions on that salary. The DC plan is different.Once a member qualifies for PSERS membership,contributions will be due prospective from the datePSERS notifies the employer of qualification. No billwill be generated for salary and service earned prior tothat time even if it is within the same fiscal year.Class Election ProcessEmployees, who qualify for membership on or afterJuly 1, 2019, will be notified of their opportunity to electin their Welcome Packet and through a Class ElectionLetter. They may elect Class T-H or Class DC throughtheir Member Self-Service (MSS) account.The CROQ report will reflect employees whohave elected a new membership class. See the“Adjustments for Contributions and Rate Change” formore information on creating an adjustment when anemployee elects a new class.Current Members who wish to electEmployees who are active on 7/1/2019, regardless oftheir existing membership class, will be notified in thePSERS member newsletter and on the public websiteof their opportunity to elect Class T-G, T-H, or DC.In December 2019 you’ll be directly notified of anycurrent members who elect a new membership class.This class election will be effective January 1, 2020.An employee who is not active on July 1, 2019 will nothave an opportunity to elect a new membership class.Continued on page 4Employer Bulletin Vol 1 - 2019Page 3 of 6

After-Tax Contributions (“ATC”)The DC File format includes a field for After-TaxContributions. Vendors and employers who manage theirpayroll internally have been provided with the DC fileformat and testing requirements for submitting a test fileto Voya. Below are additional instructions for the AfterTax field. (Field #8 on DC File layout)After-Tax Contributions (“ATC”):1. Employer reports Retirement CoveredCompensation (RCC) on DC payroll files in Field#7 RCC paid this period.2. Employer will calculate the reduction for all pick-upcontributions to PSERS (DB and DC) and enter thisin Field #8 RCC less pick-ups.3. Employer will then calculate the ATC percentageon the RCC less pick-ups salary.Example: (Class T-G participant who elected a 4.00% ATCpercentage)Step 1 (enter RCC salary reported forin Field #7)participantT-G Total Contribution Rate 8.25% 1,000.00- 82.50Step 2 (enter RCC less pick-ups salaryin Field #8) 917.50Step 3Apply After-Tax percentageof 4.00% 917.50 * .04 36.19 ATCMax ATC allowed by Voya: 36.19Employers are required to ensure that each payroll issufficient to cover all other mandated deductions oneach pay must be deducted before determining if anypay remains from which to make the ATC. At a minimum,the mandated deductions should include, as applicable: Pick-up contributions under DB and DC Federal tax withholding State tax withholding Local tax withholding Payroll Tax withholding Health plan deductions Flex plan deductions (i.e. medical expensereimbursement and/or dependent careassistance plan)Union dues403(b), 457(b) or 401(k) electionsThe ATC remitted to Voya should be the least of:a. Amount that will not cause violation of 415(c)annual limitb. Amount of cash remaining in check after“mandated deductions.”c. Calculated ATC as per (3) above.Voya’s system validation will look for the max amountof ATC that can be remitted to Voya. If RCC lesspick-ups salary is 917.50 and the participant elected4.00% for ATC, the maximum amount allowed to beremitted is 36.19. To confirm, the maximum amountof an ATC is determined by multiplying [RCC lesspick ups salary] times [the elected ATC percentage].However, because of deductions of “mandatedcontributions,” the amount remitted could be asmaller amount.If an Employer fails to make a mandated deductionprior to an ATC, no adjustment will be made by theemployer to the participant’s account with Voya. TheEmployer will be solely responsible for the error andwill not be permitted to recoup the money for theparticipant’s account with Voya. As may be providedunder PSERS’ Adjustment Policy, PSERS mayneed to correct an overcontribution of an After-TaxVoluntary Contribution.Participants may elect or change an existing AfterTax percentage at any time through Voya. Thisinformation will be communicated to employersthrough the Change in Member Class/Rate orObtaining Qualification (CROQ) Report that isgenerated every Monday morning.Waiver ProcessStarting July 1, 2019, the waiver process will be changing. More information will be provided in the springworkshops and future employer bulletins. Here is a brief overview of the changes that will be forthcoming.Waiver for all new members must be requested by the member through the class election process. Employerswill no longer be required to verify IRA and submit ACTIVW contracts. Employers will be notified through CROQreport of a waived status. Providing ACH Account and PayrollInformation for VoyaVoya needs employers to verify or update their banking information soACH accounts can be debited at the same time as the DC payroll fileare is submitted. From May 1-31, 2019, all employers must log intoa secure microsite to verify or update the bank account number theyauthorize for withdrawal of DC payments. The microsite will also require the input of information related to payroll cycles to establish thespecific frequency each school utilizes. Voya will be monitoring thesite and working with schools for that have delinquent files. BusinessManagers will be authorized to access the microsite. and more details about how they will access the site and the credential informationthat will be needed will be shared closer to the launch of the microsite.Update to Employer Self-ServiceAccount TabStarting July 1, 2019, the account tab on ESS will display a new viewfilter titled “Fund Columns.” This filter will display “Fund Groups” (default) and “Fund Details.” “Fund Groups” displays a single column titled Employer Contributions with the sum of the Employer Share and Employer PA columns. “Fund Details” will display the Employer Share Balance and Employer Premium Balance columns. Frequently Asked QuestionsPSERS and Voya have compiled a list of frequently asked questions (FAQ) following the vendor calls held during the first week of November 2018, all of which are available on our website under “Employers.”Some of the questions include:Is it correct that the employer match will be either2% or 2.25% which is a significant drop from the33 % that it is this school year?No. The employer contribution rate is the same permember/per participant regardless of their membershipclass and is applied across total payroll.It is not a match of contributions, but a required additional contribution by the employer. A Class T-G participant is required to pay 2.75%, Class T-H 3% and DC7.5% of pay. The required employer DC contributionof 2% for Class T-H and DC participants or 2.25% forClass T-G participants will be paid each pay period tosatisfy requirements that these funds be in the participant’s DC account as early as possible.There is still one blended employer contribution ratethat will be provided to employers annually. The difference between what has been paid by employersthrough their payroll submissions to Voya will bededucted from the total amount owed and that information will be supplied to employers through their employer statement of account provided by PSERS.Where can I find the defined contribution file layout?The defined contribution file layout is available on thePSERS website.Your work report to PSERS will remain the same. Remember, the salary you report to Voya must match thesalary you report to PSERS.Does the defined contribution file need to be senton a biweekly basis, whereas the defined benefitfiles will be sent on a monthly basis? Is it possibleto submit the defined benefit on a biweekly basisas well to PSERS?DC files must be submitted to Voya per pay period.The defined benefit file to PSERS must continue to bereported on a monthly basis.When should contributions be remitted in relationto the pay date?Employers should upload their file to Voya on the payroll date. The DC Plan contributions need to be postedto the participant’s account on or as close to the payrolldate as possible.Voya will process the contributions for files received ingood order as follows: Files loaded by 4:00 p.m. ET on a normal stockmarket day will be processed that same businessday. Files loaded after 4:00 p.m. ET (or on a non-stockmarket day) will be processed the next businessday.Will both employee and employer contributionscome in on the same file?Yes. Both mandatory employee and employer contributions and any employee voluntary after-tax contributions should be reported each pay period to Voya alongSites currently submit contract and new hire rewith the required corresponding compensation. Voyawill have a built-in edit process to ensure the mandaporting to PSERS. Will Voya need new hire, contract files, etc. for the DC participants?
