BASE'S PRESENT MISSION:The mission of the Logistics Base is to procure, maintain, repair and rebuild, store, anddistribute supplies andequipment as assigned; to conduct such schools and training asmay be directed by the Com:mandant of the Marine Corps or the commander, MCLBAlbany, GA. These services are generally provided to Marine Corps forces west of theMississippi River and to the Far East. The counter-part to MCLB-Barstow is located inAlbany and supplies installations east of the Mississippi. The desert site was chosen fortwo reasons. First, it has excellent outdoor storage conditions (made possible by theabsence of rainfall and low humidity) which limit mold, rust and mildew to theequipment. The outdoor cost of storage is minimal compared to the cost of erectingwarehouses to store large items like tanks, cranes and other heavy equipment. Thesecond reason is the availability of transportation. Barstow is served by three majorhighways - Interstates 15 and 40, both of which pass by the Base, and state Highway 58.SECRETART OF DEFENSE RECOMMENDATION:DON- 6Recommendation: Realign 14arine Corps Logistics Base Barstow, CA. Disestablish thedepot maintenance of Aircraft Other Components, Aircraft Rotary, and StrategicMissiles. Consolidate depot maintenance of Engines/Transmissions, Other Components,and Small ArmsIPersonal Weapons at Anniston Army Depot, AL. Consolidate the depotmaintenance of Conventional Weapons, EnginesITransmissions, Material Handling,Powertrain Components, Sta.rters/ Alternators/Generators, Test Measurement DiagnosticEquipment, and Wire at Marine Corps Logistics Base Albany, GA. Consolidate depotmaintenance of Electronic Components (Non-Airborne), d, Generators, Ground Support Equipment, Radar, andRadio at Tobyhanna Army Depot, PA. Consolidate depot maintenance of TacticalMissiles at Letterkenny Army Depot, PA. Realign Fleet Support Division MaintenanceCenter Barstow and Marine Corps Logistics Base Barstow operations to increaseefficiencies and reduce infrastructure.S&S- 13Realign Marine Corps Logistics Base, Barstow, CA, by consolidating the supply, storage,and distribution functions and associated inventories of the Defense Distribution DepotBarstow CA, with all other supply, storage, and distribution functions and inventoriesthat exist at the Maintenance Center Barstow, CA, to support depot operations,maintenance, and production. Retain the minimum necessary supply, storage, anddistribution functions and inventories at Defense Distribution Depot Barstow, CA, thatare required to support the Maintenance Center Barstow, CA, and to serve as a wholesaleForward Distribution Point. Relocate all other wholesale storageand distributionfunctions and associated inventories to the San Joaquin Strategic Distribution Platform.

SECRETARY OF DEFENSE JUSTIFICATION:DON - 6This recommendation follows the strategy of minimizing sites using maximum capacityof 1.5 shifts while maintaining a west coast depot maintenance presence at Marine CorpsLogistics Base Barstow to provide west coast operating forces with a close, responsivesource for depot maintenance support. Required capacity to support workloads and corerequirements for the DoD is relocated to other DoD Centers of Industrial and TechnicalExcellence, thereby increasing the military value of depot maintenance performed atthese sites.This recommendation decreases the cost of depot maintenance operations across DoDthrough consolidation and elimination of 30 percent of duplicate overhead structuresrequired to operate multiple depot maintenance activities. This recommendation supportstransformation of DoD's depot maintenance operations by increasing the utilization ofexisting capacity by up to 150 percent while maintaining capability to support futureforce structure. This recommendation also results in utilization of DoD capacity tofacilitate performance of interservice workload. In addition, based on present and futurewartime surge projections, Marine Corps Logistics Center Barstow will establish anadditional 428 thousand hours of amphibious vehicle capacity.This recommendation along with other recommendations affecting supply and storagefunctions optimizes the depolt maintenance operations at Marine Corps Logistics BaseBarstow.S&S - 13This recommendation achieves economies and efficiencies that enhance theeffectiveness of logistics support to operational joint and expeditionary forces. Itreconfigures the Department's wholesale storage and distribution infrastructure toimprove support to the future force, whether home-based or deployed. It transformsexisting logistics processes by creating four CONUS support regions, with eachhaving one Strategic Distribution Platform and multiple Forward Distribution Points.Each Strategic Distribution Platform will be equipped with state-of-the-artconsolidation, containerization and palletization capabilities, and the entire structurewill provide for in-transit cargo visibility and real-time accountability. DistributionDepots, no longer needed for regional supply, will be realigned as ForwardDistribution Points and will provide dedicated receiving, storing, and issuingfunctions, solely in support of on-base industrial customers such as maintenancedepots, shipyards and air logistics centers. Forward Distribution Points willconsolidate all supply and storage functions supporting industrial activities, to includethose internal to depots and shipyards, and those at any intermediate levels that mayexist. This consolidation eliminates unnecessary redundancies and duplication, andstreamlines supply and storage processes.

In addition to the actions in this recommendation, the Department is abolishing theDefense Distribution Depot at Red River Army Depot. This action is included as part ofa recommendation to close the Red River Army Depot installation. Shoulder-launched Multi-Purpose Assault WeaponINSTALLATION CONCEXNS RAISED:The installation main concern is on the commodities in which Barstow is the sole sourcefor repair and overhaul. The: specialized level of experience and training on thesecommodities took over 8 years to master. Special facilities and equipment for repairingand overhauling the sole source commodities are located only at Barstow.

COMMUNITY CONCERNS RAISED:Economic Impact Issueo Unreasonable to measure Barstow local economic impact by comparingthe number ofjobs estimated to be lost at MCLB Barstow to the totalemployment base of San Bemardino-Riverside-Ontario, CA MetropolitanStatistical Area which has a combined population of 3 million and covers27k square miles. Barstow is located in San Bemardino County, whichhas a population of 21k and occupies 40 square miles.Military Valueo The Marine Corps and the Army models of ground combat maintenanceare fundamentally and qualitatively different in ways that significantlyimpact combat-readiness and combat-effectiveness.REQUESTS FOR STAFF ,4S A RESULT OF VISIT:
