501 Volley Invitational 2020Coaches PacketFebruary 22-23,. 2020February 29-March 1, 2020Team check-in is required. If you have made changes to your USAVroster since the time of submission, please provide a copy to thetournament site director. All rosters are set/final after the start of poolplay. Check- in with the site director must occur 30 minutes beforethe start of pool play.You and your team are responsible for being at your assigned court ready to begin play/referee at thedesignated time; however, please know that other than 8:00 AM start times, all other times areapproximate and matches may begin earlier or later than scheduled, so please stay attuned to yourcourt's/bracket's actual schedule. Please remember to have proof of player medical releases for each ofyour players. Release forms will not be turned into the tournament director. No filming on the walking track at the River Center.Admission 15.00 per person for both Saturday and Sunday. 10.00 per person for Sunday only.Children 10 and under- no chargeCash or check only accepted.Preparing for PlayPlease note: teams having playing/refereeing times scheduled at 8:00 AM, should report no later than 7:30AM for warm-up and preparing for scorekeeping and meeting with the R1. Barring any unforeseencircumstances, first serve should be whistled at 8:00 AM. Please have your teams ready to take the courtimmediately following the prior match; though, we will try to stay on the assigned schedule, it is at thediscretion of the tournament director to begin play sooner if the R1 and scheduled refereeing team areready.

Match Time Penalties : If a team fails to play when called by the RI or does not have 6 players ready toplay at match time, the first set is defaulted (resultant scores 25-0). If after a ten minute wait after the firstdefault is declared, a team is still unable to field a team or is otherwise unavailable to play, the second setis defaulted (resultant score 25-0), and match is awarded to the other team. Exceptions: to these penaltiesare for scheduling conflicts of teams involved in playing or officiating other matches.Paid R1s are provided. Each team must provide 1 down referee, 1 scorekeeper, 1 libero tracker, 1 scoreflipper, and 2 line judges for their assigned times.Coach and Team Referee Duties: A rostered adult MUST PARTICIPATE in reffing duties- nolonger allowed to just sit at the score table. All teams must have ref certified coaches and players tocover all aspects of being the ref team : R1, R2, S, 2-J and L. Official referees will be checking rosters forcoach and player ref certifications, so please keep copies of your roster with you at all times.Please NOTE: On Sunday bracket play, most losing teams will referee/scorekeep a match following theirloss; however , there are instances where winners will be needed to referee/scorekeep- please check theschedule closely.Team Referee/Scorekeeping Time Penalties: Please note that any team that fails to provide theirofficiating duties could result in the forfeiture of the first set of their next match; one point per minutefrom the scheduled start time will be deducted from the team's next set until forfeit. If the team is still notpresent at the forfeiture of the first set, the RI has the right to forfeit the offending team's next matchwithout waiting. If it is the last match for the day, the forfeiture will carry forward to bracket play; if thisoffense occurs on the last match of bracket play, the team may incur a financial fine.Rules of PlayAll USAV rules will be enforced. No pursuit rule will be in effect at all sites.Rally scoring is in effect. Four-team pool play will consist of best two out of three sets to 25 points with acap at 30; 3rd set to 15 points, cap at 30. Play will begin at point 0. Three team pool format will varybased on the age division. Please refer to the respective age division pool sheet for bracketplacement/seeding for Sunday play.Bracket play will guarantee two matches, best two out of three sets to 25, no cap, with the third set to 15,no cap. All championship matches will begin at point 0.Warm-up time will be conducted in the 2-4-4 format. Warm-up times and any pre-match protocol will beestablished and overseen by the R1.For the 10/11s and 12s, there will be allowed an approximate 2-meter step in for service for pool andbracket play.

PROCEDURES FOR BREAKING TIES TO DETERMINE TEAM POOL FINISHESAt the conclusion of a pool, the pool finish position of the teams is determined by their pool match records.If there is a tie in match record among 2 or more teams in the pool, tie(s) are resolved using the Tie Break Rules ,even in 3 team pools where all 3 sets are required to be played.TIE BREAK RULES:Ties in Matches are broken by the following steps:TWO TEAMS TIE IN MATCHESAlways broken head to head. No exceptions.Three-or-More TEAMS Tie in matches:1. Head to head results are used to determine pool finishes for teams that are tied in Match Record .a) A team that beats all the other teams with which it is tied in Match Record will finishahead of the other teams in the pool.b) A team that has lost to all of the other teams with which it is tied in Match Record isplaced behind the other teams in pool finish.c) If there are only two teams tied in matches after steps 1(a) and 1(b) have been applied,the head to head winner of those 2 teams earns the higher pool finish.d) If after applying steps 1(a), 1(b) & 1(c), teams remain tied, then the ranking of thoseremaining teams follows the procedure in step 2.2. Set percentage is the 2 nd level of breaking ties and is used to rank a pool in which teams remain tiedafter applying the rules in step 1.a) Teamswith a higher set percentage finish ahead of teams with a lower set percentage.b) If only two teams are tied in both match percentage and set percentage, the team thatwon head to head receives the higher finish in the pool.c) If three teams (or more) are tied in match percentage and set percentage after applyingsteps 2(a) & 2(b), the tie breaking procedure followed is based on whether a team iseliminated from advancing to the Gold using Steps 2(d) and 2(e).d) If no team is eliminated from advancing to the Gold, pool finish among the teams tied inMatch percentage and Set percentage is determined by Point percentage. If two teams arestill tied in point percentage, the head to head winner finishes higher.e) If a team would be eliminated from advancing to the Gold, the remaining teams that aretied in match percentage and set percentage have Playoff Tie Breaker Set(s) played asdefined in step 3.

3. Playoff Tie Breaker Sets are played if 3 or more teams remain tied after applying steps 1 & 2. Todetermine pool finish position, teams are ranked by their point percentage from the pool. TieBreakers Sets, if required, are played as 1 set to 25, switch sides at 13. There may be brackets of 2, 3,or 4 teams. Tie Breaker sets are only played for the last spot leading to Gold.a) If there is 1 pool position available for a team to advance to play for a Gold position, allteams participate in the Tie Breaker Sets. The sequence of play offsets is structured so thatthe teams with the highest point percentages have the fewest number of Tie Breaker Sets toplay.b) If there are two pool positions available for a team to advance to play for a Goldposition, the team with the highest point percentage is ranked the highest and receives one ofthe advancing positions. remaining teams participate in the Tie Breaker Sets. The sequenceof playoff sets is structured so that the teams with the highest point percentages have thefewest number of Tie Breaker Sets to play.c) If there are three pool positions available for a team to advance to play for Gold, thetwo teams with the highest point percentages each receive one of the advancing spots. Theremaining teams participate in the Tie Breaker Sets. . The sequence of play offsets arestructured so that the teams with the highest point percentages have the fewest number ofTie Breaker Sets to play.Following the rules set out above, it is possible for one or more tied teams to advance withouthaving to play in a Tie Breaker Set, as only the last pool position is played off.

Rule Modifications Effective only in the Delta Region EventsBOYS PLAYING IN DELTA REGION GIRL’S EVENTS : Male athletes are eligible to play in domestic JuniorGirl’s competition within the Delta Region in the girls 13-12-11-10-9-8 Age Divisions: Note: This agedefinition is used by domestic club programs in the Delta Region. Boys or coed teams may participate inthe Delta Region Championships but will not be allowed to participate in the Delta Region Bid Qualifier.Other Regions may not accept these waivers; it is the decision of each region.2-METER STEP-IN RULE: Players may use "step-in" (service line is 6'6" into the court) serving for DeltaRegion domestic tournaments. Note: This step-in rule is used by domestic club programs in the DeltaRegion. Other Regions may not allow the step-in rule; it is the decision of each region. Net height islowered to (7'). The 2-meter Step-in Serving rule will be in effect only for 12 and under divisions.AGE GROUP WAIVER: Age Group Waivers will be accepted (per region policy) and will be reflected onthe team’s USAV roster.PLAYER UNIFORM WAIVER: Player Uniform Waiver: The DCR states “the color and design for the jerseysand shorts must be uniform ” which indicates shorts over spandex would not be allowable. However,for play within the Delta Region, the Delta Region Commissioner can grant exceptions to players who,for religious or modesty reasons, wish to cover up. Players that have been granted a Uniform Waiverhave been instructed to carry the Delta Region authorization to all Delta Region events for verification.The shorts will need to be the same color as the team’s spandex. Other regions may not accept thesewaivers; it is the decision of each region.SAFESPORT REQUIREMENTS: USA Volleyball and the Delta Region are committed to providing a safeand positive environment for its participants’ physical, emotional and social development and ensuringit promotes an environment free from abuse and misconduct. As part of this program, USA Volleyballand the Delta Region have implemented policies that address various types of abuse and misconduct,and certain policies intended to reduce, monitor and govern the areas where potential abuse andmisconduct might occur. As part of this commitment, all officials who are hired to work events in theDelta Region (whether Delta members or members of another region) are required to completeSafeSport online training. The online training courses will provide Officials the necessary information torecognize, reduce and report abuse and misconduct. The online course can be found at safesport.org .Any athlete that is 18 years old or will turn 18 years old during this event is required to havecompleted safesport in order to participate.
