Site-SpecificSpecific Health &Safety PlanHattiesburg, Mississippi2.IntroductionAll work on this project will be carried out in compliance with ARCADIS, U.S., Inc.(ARCADIS’) Health and Safety Standards and the Occupational Safety and HealthAdministration’s Hazardous Waste Operations and Emergency ResponResponse regulation.The design of this health and safety plan (HASPHASP) conforms to the requirements of theARC HSFS010-H&S Plan Standard. Specific health and safety information for theproject is containedtained in this HASP. All personnel working on hazardous operations or inthe area of hazardous operations shall read and be familiar with this HASP beforedoing any work. All project personnel shall sign the certification page acknowledgingthat they have read and understand this HASP.Changes in the scope of the project or introduction of new hazards to the project shallrequire revision of the HASP by the HASP writer and reviewer, and approval by theProject Manager. The HASP Addendum Form and log table are included asAppendix A.Hercules Incorporated (Hercules) in Jackson, MS received an Administrative Order(AO) from the United States Environmental Protection Agency (USEPA) May 9, 20112011,to determine, if any, the presence of contamination offoff-site, originating from theHercules facility. The USEPA AO directs Hercules to identify potential offoff-sitemigration of contaminants and the respective pathways. ARCADIS has beencontracted by Hercules to conduct further environmental investigation of the Herculesfacility and to conduct an environmental investigation of the surrounding area. Thesurrounding area for the initial investigations is a 0.5-mile radius, with the potential toextend out to a 4 mile radius, as defined in the USEPA AO. The primary goal ofsampling activities will be to assess the presence, magnitude, extent, direction, andrate of movement of any of the constituents to be monitored under the AO. Theapproach will include incorporating and utilizing existing sampling dadata previouslycollected as part of Site-relatedrelated assessments conducted in the area by Hercules,USEPA, or the state that relate to the purposes of the AO, including assessments to:characterize the source(s) of any Constituents; characterize the potential ppathways ofmigration of any Constituents; define the degree and extent of the presence of anyConstituents; and identify actual or potential human and/or ecological receptors.Detected Constituents will be investigated to determine the extent of any impacimpacts. Theimpacts will then be evaluated to determine the potential impact to any identifiedhuman or ecological receptors.H&S/2011/Hercules/2/jk3

Site-SpecificSpecific Health &Safety PlanHattiesburg, Mississippi3.Project Site History and Requirements3.1Site BackgroundThe Hattiesburg, Mississippi, facility was developed in the 1920s as Hercules PPowderCompany. In the mid-1960s,1960s, the name of the company that owned the plant waschanged to Hercules Incorporated. Additional production plants were added in the1960s and 1970s. Portions of the plant were demolished in the 1980s. In November2008, Ashlandhland Inc. purchased the stock of Hercules Incorporated, and Herculesbecame a wholly owned subsidiary of Ashland Inc. During 2008 and 2009, two activeplants on the property produced chemicals for the pulp and paper industry: theKymene Plant and the AKD Plant. Hercules closed the facility in December 2009.Currently, no active plants are on the property, nor are any such facilities planned.The Hercules facility began operations in 1923. Throughout the facility’s history theoperations consisted of extractingtracting and/or working with rosins to produce rosinderivatives, paper chemicals, and Delnav, an agricultural insecticideinsecticide. Structures at thefacility included offices, a laboratory, a powerhouse, production buildings, a wastewatertreatment plant, settlingng ponds, a landfill, and central loading and packaging areasareas.The plant began to downsize in the 1980s (i.e. there was no new chemical expansion)and process operations at the facility were shut down at the end of 20092009. Currently,many of the former plantnt buildings have been demolisheddemolished. As part of plant demolitionand decommissioning activities, Hercules has been working with the MississippiDepartment of Environmental Quality to gain approval for decommissioning of theon-sitesite wastewater treatment impoundment basin (IB) and is awaiting a response tothe August 2010 Impoundment Basin Decommissioning Work Plan.Various environmental investigations have been conducted at the Hercules facilitysince the early 1980’s. The work has included geophysical investigations andsampling of soil, groundwater, surface water, and stream sediment for analysis ofvarious constituents, including volatile organic compound ((VOCs), semivolatile organiccompounds, pesticides, polychlorinated biphbiphenyls, metals, cyanide, Dioxathion(cis- and trans-), and Dioxenethion.In 2005, a Corrective Action Plan was approved for monitored natural attenuation withinstitutional controls. A monitoring program was implemented and controls wereestablished to restrict the land use and activities onon-site. The monitoring program forgroundwater and surface water is currently conducted on a semiannual basis andconsists of water level gauging and analysis of select samples for VOCs(semiannually) and Dioxathion/Dioxenethionioxenethion (annually).H&S/2011/Hercules/2/jk4

The physical address of the facility is 613 West Seventh Street,Hattiesburg, Mississippi.The Site is bordered to the north by Highway 42 and beyond which is IllinoisIllinois-Central &Gulf Railroad, along with various residential and commercial properties. The southernproperty boundary is bordered by 7th Avenue; and by Roseland Park cemetery andZeon Chemical Corporation to the south-southwest.southwest. Across from these locations areresidential areas. An additionalassessment will be conducted in appropriate directiondirections; based on initial well surveyfindings, in 0.5-mile radial increments, until COC are no longer detected. Ifwarranted, additional sampling will be cconducted out to a 4 mile radius.Sampling activities will utilize loww flow techniques (bladder or pperistaltic pumps).Modified Level D (hard hat, safety glasses, nitrile gloves, and steel toed boots)personal protective equipment (PPE) will be required during water well samplingactivities. The Site Safety Officer (SSO) will conduct periodic air monitoring withan organic vapor analyzer (OVA), during initial sampling activities to monitor theambient air for VOC concentrations. PPE upgrades (action level) will be basebased onsustained readings at concentrations equal to the threshold limit value (TLV) of theconstituent with the lowest TLV requirementrequirement. Benzene is the constituent ofconcern with the lowest TLV, which is 0.5 parts per million (PPM(PPM) The short-termexposure limit for benzene is 5 ppm for 15 minutes. The project personal will basePPE upgrades on Benzene, unless the OVAs utilized on site can distinguish thevarious constituent concentrations separatelyseparately. If the OVAs can monitorconcentrations of the project constituents separately, project management maybase PPEE upgrades on the respective TLV values for each constituent deemedpresent.Higher constituent concentrations are expected in the area of the Hercules facility,with lower constituent concentrations in the radius surrounding the Herculesfacility. Initial air monitoring for VOCs will be conducted during water well samplingactivities on or close to the Hercules facilityfacility. If air monitoring determines thatH&S/2011/Hercules/2/jk6

Based on known groundwaterconcentrations at the Hercules facility, all sampling activities are expected torequire level D personal protective equequipment (PPE). ARCADIS will conduct allwater well sampling procedures according to the SAPSAP. Additional hazards couldresult from unfriendly or unsafe neighborhoods or peoplepeople. If ARCADIS personalidentifies or observes any dangerous activities, stop work authority (SWA) will beinitiated and the proper notifications will be mademade. Work on the project will beconducted in the daylight hours and staff will periodically check in with projectmanagement approximately every 30 minutesminutes. If deemed necessary by projectmanagement, police escorts may be required. Task 2: Surface Water and Sediment Sampling – ARCADIS will conduct a surfacewaterr and sediment sampling in the area surrounding the facilityfacility. Assessment willbe conducted up to 0.5 mile away from the FaFacility. ARCADIS will identifywetlands, creeks, lakes or other surface water bodies to be sampled, including anyditches located within a 0.5 mile radius of the Facility’s property boundaries.ARCADIS will identifydentify any such bodies of water which are used for publicrecreational purposes or may contain threatened and endangered species.Sampling will be focused on surface water bodies that could potentially beimpacted.Level D PPE is expected for both the sediment and surface water samplingactivities. ARCADIS willll utilize the buddy system at all times during theseactivities. Due to the nature of the areas where surface and sediment samplingactivities will be conducted, additional PPE or work protocol may be requiredrequired.Sediment and surface water samplinging activities have increased likelihood ofcontact with biological hazards such as: snakes, ticks, bees, wild animals, dogs,spiders, and poisonous plants. The SSO will evaluate the conditions anddetermine if PPE needs upgraded (snake chaps, dog whistlewhistle, poison ivy block)based on both physical and chemical conditionsconditions. Additionally, Kevlar gloves will beutilized when handling glass sample containerscontainers. ARCADIS will conduct allsediment and surface water sampling procedureprocedures according to the SAP. Task 3: Groundwater Sampling – Current shallow (water table) groundwater datawill be screened against calculated groundwater screening levels protective ofindoor air exposure. These values will be calculated from USEPA RegionalScreening Levels. If the groundwater screening level is below a MaximumContaminant Levels (MCLs), the MCL will be used as the criteria insteadinstead. AsH&S/2011/Hercules/2/jk7
