VOLTECHNOTESIEC 61000-3-12HARMONIC MEASUREMENTS UP TO 75AIntroductionThe legislative requirement to measure Harmonics and Flicker on equipment rated upto 16A rms is well known to organizations selling any type of electrical and electronicequipment in the European Community. IEC61000-3-12 defines limits for for levels ofharmonic current in equipment rated up to 75A. This technical note provides guidancefor making measurements in accordance with the 61000-3-12 standard. An examplespreadsheet for use with Voltech IEC software data is available from our website atwww.voltech.com.Relationship to 61000-3-2 (Harmonics 16A)The 61000-3-12 ( 75A) standard uses the same basic methods, limit types andmeasurement methods of 61000-3-2 ( 16A), and an understanding of those isassumed in this technical note. VOLTECHNOTESIEC 61000-3-12Compliance Testing to 3-12Method1.Connect up the power analyzer as shown in figure 1. The PM3000A poweranalyzer is suitable for direct measurements up to 30A rms. The classand other set-up details of the software are unimportant at this stage,although current scaling should be set if a current transformer has beenused. At the end of the test, export the results from the software. VOLTECHNOTESIEC 61000-3-12Applying the LimitsEach of the calculated measurements is now compared with values given in rowsof limits taken from tables of the standard. The comparison is made row by row. Ifevery measured value is less than those in the row, then the requirements corresponding to that row have been met. Also every individual (not smoothed) harmonicresult must not exceed 150% of the limit just as in 61000-3-2. The requirements aresplit into three stages, 1, 2 and 3, as described below.Stage 0.71.37.213.80.83.10.722323If all measured values are below those given in the table above, then the requirement is that the instruction manual of the product shall state: "Equipment conforming to IEC61000-3-12, provided Rsce min 33". Rsce is defined later but Rsce isgenerally at least 33 for most commercial installations.Stage 2If the equipment does not meet the stage 1 requirements, compare the measuredvalues against the appropriate table below. Start at the top of the table and workdownwards until all the measured values are lower than those given on a particularrow. Note the minimum Rsce for that row. VOLTECHNOTESIEC 61000-3-12When a table value of Rsce can be found, the instruction manual of the productshall state: "Equipment conforming to IEC61000-3-12, provided Rsce min xx",where xx is the value found in the table. In addition, the user manual shall statethat "there is a need for the supply authority to verify that the connection of thisequipment is acceptable, based on the Rsce level and the predicted impact onthe existing level of voltage harmonic distortion.”Stage 3"For equipment complying neither with stage 1 or stage 2, the manufacturer shallstate in the instruction manual and in a document available to a prospective userbefore purchasing the equipment, that it is necessary for the user to consult thesupply authority for consent to connect the equipment.". VOLTECHNOTESIEC 61000-3-12A Practical ExampleA piece of single-phase equipment is rated at 230V, 40A at 50Hz. The harmonics aremeasured using a PM3000A power analyzer and its associated PC software. Thepercentage individual currents and THD / PWHD are calculated according to theinstructions given here. Fullcompliance techniques are used by test houses and larger organizations toprovide traceable certification that the tested equipment meets the standard.Pre-compliance testing is often used during product design and developmentphases to provide useful measurements, using a less expensive test environment.The Voltech PM3000A may be used without a fully compliant ac source toprovide pre-compliance measurements. When making pre-compliance measurements, always ensure there is an adequate margin between the results and thelimits before submitting the product for compliance testing.ConclusionsProducts rated at up to 75A per phase for connection within the EuropeanCommunity will need to comply with the harmonic limits described by IEC610003-12.The test method is basically identical to that of IEC61000-3-2, althoughdifferent limits have been specified.Versatile power measurement equipment such as the Voltech PM3000ACE canbe used to making 61000-3-12 measurements simply with the addition of currenttransformers and some spreadsheet calculations.
