Incubator Certifcation Program OverviewBusiness incubators nurture the developmentof entrepreneurial companies, helping themsurvive and grow during the startup period,when they are most vulnerable. These programsprovide their client companies with businesssupport services and resources tailored to youngfrms. The most common goals of incubationprograms are creating jobs in a community,enhancing a community’s entrepreneurial climate,retaining businesses in a community, buildingor accelerating growth in a local industry, anddiversifying local economies.Incubators vary in the way they deliver theirservices, in their organizational structureand in the types of clients they serve. Asthey are highly adaptable, incubators havedifering goals, including diversifying ruraleconomies, providing employment for andincreasing wealth of depressed inner cities,and transferring technology from universitiesand major corporations. Incubator clients areoften at the forefront of developing new andinnovative technologies – creating products andservices that improve the quality of our lives incommunities around the world.The earliest incubation programs focused ona variety of technology companies or on acombination of light industrial, technology andservice frms – today referred to as mixed-useincubators. However, in more recent years, newincubators have emerged targeting industriessuch as food processing, medical technologies,space and ceramics technologies, arts andcrafts, and software development. Incubatorsponsors have also targeted programs to supportmicroenterprise creation, the needs of womenand minorities, environmental endeavors andtelecommunications.A business incubator’s main goal is to producesuccessful frms that will leave the programfnancially viable and freestanding, usually intwo to three years. These incubator graduateshave the potential to create jobs, revitalizeneighborhoods, commercialize new technologies,and strengthen local and national economies.Typically, 30 percent of incubator clients graduateeach year.2Oklahoma BusinessIncubator AssociationThe Oklahoma Business Incubator Association(OkBIA) was formed more than 20 years ago. Thepurpose of the OkBIA is to provide information,networking, guidance and assistance to incubatoroperators, as well as to work with the Legislatureto promote and beneft business incubators andtenants.Oklahoma Business IncubatorsIn 1988, the Oklahoma Legislature passed theOklahoma Small Business Incubators Incentives Act.The Act enables the tenants of a certifed incubatorfacility to be exempt from state tax liability onincome earned as a result of occupancy for up tofve years. In 2001, the Legislature amended “theAct” to extend the tenant’s tax exemption from fveto 10 years. The exemption remains in efect afterthe tenant has graduated from an incubator. For taxyears starting before January 1, 2020, in order toqualify for the tax exemption from the sixth throughthe 10th year, the tenant must make at least 75percent of its gross sales to out-of-state buyers,to buyers located within the state if the product orservice is resold to an out-of-state customer, or tothe federal government.For tax years starting after January 1, 2020, therequirement for the sixth through the 10th year isnot required. The exemption will be in efect for tenyears as long as the tenant graduates from a certifedincubator.Since the inception of the Act, the State of Oklahomahas benefted from increased revenues and increasesin the number of start-up and expanding smallbusinesses. These businesses have created jobsand enhanced economic activity in the Oklahomacommunities in which they are located.Oklahoma Department ofCommerce and IncubatorsThe role of the Department of Commerce in theincubator process is to certify the incubatorspursuant to O.S. Title 74 Section 5071-79. It isthe responsibility of the incubator owner to hiremanagers to manage and market their incubatorsand provide business services to their tenants.

Oklahoma IncubatorProgram GrowthNUMBER OF SMALL BUSINESSES LOCATED IN INCUBATORS031 certifed small business incubators are operatingin Oklahoma, with tenants ranging from smallservice companies to high-tech research anddevelopment operations and manufacturing entities.2019During 2019, Oklahoma incubator managers wereasked to complete a questionnaire to documenttheir activities for the current reporting period. Theexamples below are just a few for 2019.Ninja TechnologiesLaunch Pad FTEdmond, Okla.Ninja Technologies joined Launch Pad FTin June 2019. When Ninja Technologieswas accepted to the Business InnovationCenter’s incubator program they were givena highly secure and safe space to growtheir company. Ninja Technologies cameinto the program with industry insight andready to make a meaningful change in theunregulated and dangerous electronicsrecycling industry. Their core function isto help IT departments of any size, fromgovernment and non-government clients,securely recycle their used devices.Through their business planning andother Launch Pad FT relationships, NinjaTechnologies was introduced to anotherlocal company focused on bringing servicemembers into meaningful civilian careers.Through this relationship, and in partnershipwith the Department of Labor and thestate of Oklahoma, Ninja Technologies hasdeveloped an educational and on-the-jobtraining pathway program that empowersveterans to translate their military experienceinto a highly focused cybersecurityprogram. These veterans are trained tosecure American interests and security.By developing additional skills through apathway program, the veterans are able toshift their focus from securing our nationagainst physical threats to cyber threats.The Ninja Technologies team of specialistsfocus on eliminating the risk of hackersand rogue nation states acquiring secretsfrom American companies’ used devices bytraining their teams to detect and eliminatedata on any device. This brings theseveterans into the focus of eforts to combatcyber-criminal activity.Green Tree ProjectProject 3810Oklahoma City, Okla.This is the time of year when many peoplewelcome living trees into their homes forthe holidays, but the trees’ lives usuallyend as the holidays wind down. Often, thetrees are simply thrown away, releasingcarbon dioxide into the air. However, oneOklahoma City family established a rentaltree business that gives new life to trees afterthe Christmas season.Much like the trees she rents out, SamanthaWalker says The Green Tree Project hasroots. “In 2016 we had a four-year-old childplaced in our home,” Walker said. “He hadbeen through seven homes in six months.He was a brokenhearted kid.”Walker and her husband foster childrenwith special needs. That Christmas, theywent all out for the little boy - a fresh-cuttree, gifts, the works. But at the end of theholidays, they found the child in tears again.He didn’t understand why his family wouldtoss out the tree that brought joy to theirhome, mirroring his life in foster care. “Likehe had been welcomed and felt he had beenthrown away,” said Walker.So, the Walkers started doing some researchand found trees that can grow and thrivein Oklahoma long after the presents areunwrapped and ornaments are packed away.“These are Leland Cypresses,” Walker said.5

“We can’t work with conventional Christmastrees such as Noble Firs and Douglas Firssimply because they’re not meant to be inthis environment.”Because they are living trees, they stillhave their root ball and can be prettyheavy. “We’re the only way you can ordera Christmas tree from your couch,” saidWalker.The biggest trees can weigh as much as250 pounds. That’s part of the reason TheGreen Tree Project brings the trees to you.“You schedule free in-home delivery and webring it to you,” said Walker. It’s white-gloveservice for living trees that don’t shed. TheGreen Tree Project crew trims them to ftyour space as well.“We come back and pick it up afterChristmas unless you request an invoice topurchase your tree,” Walker said.Trees that aren’t purchased go to GreenTree Project partners, including OK TreeBank Foundation and OKC Beautiful. Thesepartners help give the trees forever homes,just like the Walkers did with the little boyand his four siblings.“He just has the purest heart and has inspireda legacy for our family,” said Walker.Rent-ready trees range in sizes and pricesfrom 100 to 375.The company currently operates inOklahoma City and Tulsa with hopes toexpand.6Stronghold ProtectionGroup, LLCDuncan Center for Business DevelopmentDuncan, Okla.Stronghold Protection Group, LLC providessecurity services for the cannabis industry inOklahoma. The two owners, Clint and Brendan,started the company in the Duncan Center forBusiness Development incubator in October2018, at the inception of the medical marijuanaindustry in Oklahoma. In the past year thecompany has added 28 employees, includingdrivers, security guards and management staf.Stronghold Protection Group currently securesmore than 5 million worth of retail product amonth.The company is in the process of buying a10,000-square-foot facility in Norman and plansto make that their main transportation hub, whileadding another 10-20 jobs in 2020.Martin BionicsThe Catbird SeatOklahoma City, Okla.Martin Bionics, an incubator graduate fromThe Catbird Seat at UCO, creates prostheticsfor amputees. The company was recentlyrecognized in R&D World in its annual list ofthe Top 100 innovative technologies, alongsideprestigious national research laboratories andtech companies.The company drew attention for its “socket-lesssocket” prosthetic design. Traditional sockets arerigid and form-ftted to hold an amputee’s limb,but founder Jay Martin developed a lightweight,dynamic structure that can be adjusted on thefy for comfort or changes in body size. A surveycommissioned by the company showed mostamputees claim their quality of life is limited bythe discomfort of wearing their socket, Martinsaid.

“Sitting hurts. It’s jabbing up into your hip,” hesaid. “You’re sitting on it like a big, thick walletunderneath.”Martin said his imagination was sparked whileworking with NASA on a soft exoskeleton project.“We had really challenging programs, but it drovesome interesting discovery of new materials andmethods of how to connect man and machinewith compliant dynamic materials,” Martin said.He compared his design to the diferencebetween perfectly sculpted carbon fber footwearand a Nike athletic shoe.“And suddenly, comfort is now accessible,” Martinsaid. “In a conventional socket, if you gain or lose5% of body weight, it no longer fts correctly.”Martin Bionics was a prosthesis manufacturerand supplier, marketing to medical professionalsbefore opening its frst clinic last year. Thecompany tested direct advertising, hoping tocatch the attention of amputees.
