PurposeThe purpose of the IUPUI Employee Health and SafetyHandbook is provide an overview of employee responsibilitiesand Indiana University Environmental Health and Safety(IUEHS) services, programs, policies, procedures, and training.The contents of this handbook do not replace or supersederequirements specified within IUEHS programs or IndianaUniversity policies.1

Environmental Health and SafetyMission StatementIUEHS is dedicated to preserving the health and safety of theuniversity community and protecting the environment bypromoting a culture of safety and by demonstrating professionalexcellence. IUEHS is dedicated to providing professionalleadership in the evolution, development, implementation, andoperation of comprehensive environmental health and safetyprograms to prevent injuries and illnesses and protect theenvironment. This will be achieved through quality customerservice, research, application of best practices, technicalassistance, and education.EHS at IUPUIEHS provides training, technical assistance, and numerousenvironmental health and safety services to the IUPUIcommunity. EHS staff also functions as consultants to Deans,Directors, Chairpersons, and Administration.2

Responsibility and AccountabilityGood environmental health and safety practices are theresponsibility of each IUPUI faculty and staff member, student,and visitor. The following is a summary of these responsibilities.Individual ResponsibilitiesAll IUPUI faculty, staff, and students are responsible for: Participating in mandated training programs provided byEnvironmental Health & Safety (EHS), supervisors, and otherinstructors; Promptly reporting unsafe conditions, environmental healthhazards, and injuries and illnesses to their supervisor orprogram director; Considering their own safety and the safety of others whileperforming assigned tasks; and Strictly following federal, state, and university safetyrequirements and guidelines. Ignoring established policies andprocedures may result in disciplinary action, up to and includingtermination.Supervisor ResponsibilitiesSupervisors, faculty, principal investigators, and all otherpersons in authority are responsible for: Providing safe, healthy environments for those areas andpersonnel for whom they are responsible;Incorporating safety and health issues as an integral part ofall activities at the University;Being continuously aware of the safety and health needs oftheir co-workers and employees;Initiating and enforcing necessary preventive measures tocontrol hazards;3

Ensuring that necessary support such as engineering andadministrative controls, personal protective equipmentand occupational medical examinations are in place andadequate for operations;Ensuring employees are aware of all workplace hazards;Ensuring employees are trained prior to beginning newtasks;Serving as a conduit for safety and health concerns;Reporting injuries and illnesses to IU Workers’Compensation;Reviewing injury and illness reports for their area(s); andImmediately notifying EHS when they become aware ofa violation of any university, state, or federalenvironmental health or occupational safety rule orregulation. They must also notify EHS regarding anycontact with the state and federal regulatory agencies.Upper Management ResponsibilitiesUniversity Administration, all Vice Presidents, Deans andChairpersons are responsible for: Ensuring that facilities and equipment meetrequirements for a safe work environment for activitiesbeing conducted; Ensuring individuals under their management have theauthority and support to implement environmentalhealth and safety policies, practices, and programs; Ensuring areas under their management comply withuniversity, state, and federal environmental health andsafety policies, practices, and programs; Establishing priorities and committing resources tocorrect environmental health and safety deficiencies;4

Establishing procedures to implement policies;Establishing procedures for dissemination of policiesand other safety-related information;Immediately notifying EHS when they become aware ofa violation of any university, state, or federalenvironmental health or occupational safety rule orregulation; andImmediately notifying EHS of related regulatory visitsand/or citations with state and/or federal regulatoryagencies (e.g. OSHA, EPA, IDEM, etc.).President and Chancellor ResponsibilitiesThe University President and Chancellor have the ultimateresponsibility of establishing and maintaining health and safetyprograms and establishing a system for assessing safetyperformance for the University.5

Organization and ServicesIUEHS is a unit within Public Safety and InstitutionalAssurance (PSIA). Duties and responsibilities within IUEHS atIUPUI are organized into six main operational groups:Environmental Management, Occupational Health & Safety,Asbestos Management, Laboratory Safety, Biological Safety,and Radiation Safety. A summary of the services and functionsperformed by each group are listed below. Policies & ProgramsIUEHS is responsible for the development, oversight, andmanagement of EHS programs that provide safe and healthyconditions for work and study, protect the environment, andcomply with applicable laws and regulations. IUEHS programsand policies can be found at protect.iu.edu/ehs/programspolicies. It is the responsibility of each employee to understandwhich policies apply to them. Online and Classroom TrainingOnline and classroom training sessions are provided to staff,faculty, and students to ensure that persons working on theIUPUI campus are given the knowledge and skills needed toreduce the risk of injury while performing work tasks and tomeet regulatory requirements.EHS provides online training classes through the University ETraining system. E-Training is an online registration system forinstructor-led classroom training as well as a delivery system foronline training. To access E-Training through OneStart,perform the following steps:1. Login to One.IU.edu ;2. Search for E Training.3. Click on the E Training app.4. To choose a course, click on the Catalog box to see acomplete list of available courses.5. Click on the University-Wide folder.6. Click on the Environmental Health and Safety folder.7. Click on the IUPUI & IUPUC folder.8. From here, you may choose to register for a classroomtraining or enroll in an online course.10

Non-Discrimination against ReportingThis policy protects employees who report environmental,health, or safety problems to internal departments. It listsprocedures that must be followed if an employee believes his orher action may result in an unsafe practice, exposure tounhealthy conditions, or harms the environment by violating aUniversity policy or regulatory requirement.The policy states: An employee shall not be discharged, suspended, orotherwise discriminated against for failure or refusal toengage in unsafe practices or improper acts that adverselyaffect health, safety, or the environment. An employee shall not be discharged, suspended, orotherwise discriminated against for reporting safety, health,or environmental issues to the employee’s management orIUPUI departments having jurisdiction over the issue.11

Work-Related Injuries and IllnessesKnowing what to do and who to contact in the event of anaccident or injury can make it easier to get medical treatmentand help prevent similar accidents.Emergent Medical AttentionIf the injury is an emergency,employees should go to the ceisneeded,theemployee should be transported toMethodist Hospital.Non-Emergent Medical Attention (Normal Hours)Obtain medical attention from IUPUI Campus Health (1140West Michigan Street Coleman Hall, Room 101) during normalworking hours: M, T, W, F 7:30 a.m. - 5:00 p.m. Thursday 9:00 a.m. - 5:00 p.m.Non-Emergent Medical Attention (After Hours)Employees who are injured on the job during hours in whichIUPUI Campus Health is closed (evening between 5:00 p.m. and7:30 a.m., and weekends) have two options for non-emergentmedical treatment depending on the nature of the injury: Immediate Treatment - if the injury requires immediatemedical attention, employees are required to seek treatmentat the US Healthworks-Occupational Services Park Fletcherclinic located at 5603 West Raymond Street.12

Next Business Day - if the injury is minor and can betolerated until the next business day, employees are requiredto go to the IUPUI Campus Health located in Coleman Hall.Injury/Illness ReportingIf an employee sustains aninjury/illness while at work, thesupervisor must be notifiedimmediately. The supervisor mustcompleteanelectronicauthorization-to-treat form beforethe injured employee receivescare, unless treatment is urgent.The required form can be found athttp://hr.iu.edu/workers/index.html under EmployerNotification for Treatment Form.Injured employees must seek treatment at IUPUI CampusHealth, unless the injury requires an Emergency Room visit oroccurs after hours. Within twenty-four (24) hours, thesupervisor or designee from the department must fill out andsubmit an electronic Injury/Illness Form located ional Injury Illnes
