ANSWERSBUSINESS, ENERGY AND INDUSTRIAL STRATEGYConstruction: MaterialsJim Shannon:[161754]To ask the Secretary of State for Business, Energy and Industrial Strategy, what steps heis taking to support the construction industry as a result of reported shortages of tiles andtimber since the end of the transition period.Anne-Marie Trevelyan:The Government is aware that some products including tiles and timber are in shortsupply nationally. At present, global supply of these products is not keeping pace withdemand, and undersupply in 2020 reduced existing stocks.In light of this, and in view of more local disruptions in the supply of these and otherproducts, the Construction Leadership Council’s Coronavirus Task Force hasestablished a Product Availability Working Group, comprised of productmanufacturers, builders’ merchants and suppliers, contractors of all sizes, andhousebuilders. The Task Force continues to monitor the supply and demand ofproducts, and identify those in short supply.Fossil FuelsCaroline Lucas:[161735]To ask the Secretary of State for Business, Energy and Industrial Strategy, whatassessment he has made of the implications for his policies of the proposals for a GlobalRegistry of Fossil Fuels; published by the Fossil Fuel Non-Proliferation Treaty campaignand being developed by Carbon Tracker and Global Energy Monitor; and if he will make astatement.Anne-Marie Trevelyan:We are aware of this proposal and have engaged with the relevant NonGovernmental Organisations (NGOs) on the concept.For the UK, as of June 2020, the Coal Authority estimates that overall, there are3,906 million tonnes of coal resources, including prospects.The Oil and Gas Authority estimate remaining UK Continental Shelf recoverablepetroleum resources are in the range of 10 to 20 billion barrels or more of oilequivalent. This includes discovered and undiscovered petroleum resources andtakes into account the wide range of possibilities for prospective resources which arenot yet discovered. Proposals for a Global Registry will need to address this, giventhe high degree of uncertainty about recoverable resources.

Green Homes Grant SchemeAndrew Rosindell:[161691]To ask the Secretary of State for Business, Energy and Industrial Strategy, what steps heis taking to ensure that all invoices for the Green Homes Grant scheme are paid withintwo weeks.Anne-Marie Trevelyan:The payment process is a four-step process that requires: the customer to confirmthe work has been completed, the installer to record the work on the TrustMarkdatabase, the scheme administrator to check the conditions of the voucher issuedhave been met, and then the scheme administrator to make the payment.We are working with consumers and installers to ensure they are clear on theinformation and checks required, so that vouchers can be paid as quickly as possible.The scheme administrator is prioritising the payment of the vouchers and we arecontinuing to see an increase in the number of vouchers being paid out to installersonce work is complete.Hydroelectric Power: StorageAlan Brown:[161808]To ask the Secretary of State for Business, Energy and Industrial Strategy, whatdiscussions his Department has held with Ofgem on the potential merits of (a) pumpedhydro storage and (b) other long duration storage technologies.Anne-Marie Trevelyan:We are working closely with Ofgem to develop the next Smart Systems and FlexibilityPlan, due for publication in spring this year. This will set out the merits of large scaleand longer duration electricity storage as well as the next steps for addressing anybarriers to deployment.Small Businesses: ClosuresDebbie Abrahams:[163694]To ask the Secretary of State for Business, Energy and Industrial Strategy, how manysmall businesses closed in each financial year from 2010-11 to date.Paul Scully:Data on business closures by size of business are not available. The data providedbelow covers all registered business closures in the UK for the periods specified.According to the business counts published in 2020 by the Office for NationalStatistics in UK business: activity, size and location, 98.1% of all registered businessare small (0 to 49 employees). Therefore, the vast majority of business closures arevery likely to be small businesses.Data on business closures over the last 3 financial years are shown in table 1:

Paul Scully:The Certification Officer received the 2019 annual return for Unite on 18 December2020. This annual return has now been published on GOV.UK by the CertificationOfficer.Weddings: CoronavirusAndrew Rosindell:[161683]To ask the Secretary of State for Business, Energy and Industrial Strategy, whateconomic impact assessment his Department has made of the cap on guests atweddings until 21 June 2021.Paul Scully:BEIS officials and I meet regularly with the industry-led Weddings Taskforceestablished to represent all parts of the Weddings sector [in England], to understandthe impact of the pandemic on jobs and businesses. On 22 February, my Rt. Hon.Friend the Prime Minister published the Government’s ‘COVID-19 Response - Spring2021’. The roadmap is a step-by-step plan to ease restrictions in England cautiously,starting with education. Across the four steps, the roadmap sets out the sequencingand indicative timing for easing restrictions, including those on the wedding sector.Over the course of the pandemic, the Government has provided an unprecedentedpackage of financial support to businesses, which we keep under regular review.Andrew Rosindell:[161684]To ask the Secretary of State for Business, Energy and Industrial Strategy, what recentassessment his Department has made of the transmission levels of covid-19 at (a) indoorand (b) outdoor weddings.Paul Scully:The Government’s approach to reopening the wedding sector is detailed in “COVID19 Response – Spring 2021”.At step 2, weddings receptions will be able to take place with up to 15 attendees (inpremises that are permitted to open). At step 3, weddings receptions can proceedwith up to 30 attendees. With appropriate mitigations in place, by Step 4, theGovernment aims to remove all limits on weddings and other life events, subject tothe outcome of the scientific Events Research Programme.Dr Dan Poulter:[161737]To ask the Secretary of State for Business, Energy and Industrial Strategy, whetherwedding (a) caterers and (b) venues will be legally permitted to cater for a weddingreception held indoors from 12 April 2021.Paul Scully:As detailed in the Government’s “COVID-19 Response – Spring 2021”, from noearlier than 12 April, weddings and receptions are permitted for up to 15 people.Further guidance will be published ahead of step 2 of reopening.
