ANNUAL REPORT 2014-15CHAIRMAN’S STATEMENTIt gives me immense pleasure to take note of the achievements of theAgro-Economic Research Centre (AERC) for the year 2014-15. I ampleased to note that the Centre has continued the tempo of academicactivities for the 54th year in succession. The Annual Report 201415 presents a fairly comprehensive account of the various academicactivities of the Centre. It also describes the activities of the faculty members and researchersat the Centre. Right from its inception, this Centre has undertaken a number of researchstudies on major agriculture development programmes enjoying high national priority. Thiscentre has, in its own modest way, strived to build bridges of understanding between groundrealities and macro public policies. It has provided worthwhile feedback in the formulation ofpolicies relating to agriculture and rural development in Gujarat and Rajasthan. Collection ofhigh quality field data has been a widely recognized hallmark of our field research.The year was marked by some important events such as organization of 28th NationalConference on Agricultural Marketing, 45th Annual Conference of Gujarat EconomicAssociation, National Workshop on Cost of Cultivation Scheme, AERC Foundation day Lectureby Dr. Tushaar Shah), Invited Seminar/lecture talk by Dr. V. S. Vyas, initiation of IWMI AERCSeminar series, H.M. Patel memorial Lecture by Dr. V. S. Vyas, timely completion of workand extension of academic activities in the Centre. The Centre has completed nine researchprojects, of which six projects were completed for Ministry of Agriculture, GOI and one projecteach undertaken for the Directorate of Economics and Statistics, Govt. of Gujarat; IrrigationDepartment, Govt. of Gujarat and SPRERI, Vallabh Vidyanagar (part of DST project).Apart from undertaking the research studies, the faculty of Centre participated in seminars,conferences, workshops, group discussions on field and various meetings. The wide rangingactivities of the Centre as summarized in the report are truly gratifying. I congratulate theDirector, faculty and staff of the Centre for their excellent performance and sincere efforts inrealizing the objectives of the Centre.The main challenges faced by the Centre was uncertainty created by the abrupt decision ofMinistry on funding to AER Centre and future of Agro Centre network which has a seriousdemoralising effect on the work culture. This issue deserves a more careful considerationwith the help of distinguished senior experts. ANNUAL REPORT 2014-15FROM THE DIRECTOR’S DESKI am happy to present before you annual report of the Centre for the periodfrom April 2014 to March 2015. The report serves the twin objectivesof self appraisal of our performance and of sharing information aboutthe academic activities of the Centre with our well wishers, supportersand other interested groups and individuals. A wider circulation of thisdocument helps us in getting valuable feedback from our well-wishersand policy makers for making our studies and dialogues more relevant to the emerging needs.I feel privileged to prepare this document and present it before you. The activities of theCentre during the year under report include both research programmes and other academicactivities aimed at the dissemination of knowledge gained though research. The facultymembers have participated in several academic activities. During the year under report,Centre has submitted reports of six research projects to the Ministry and three project reportsto other public agencies. Besides, the Centre has organized the 28th National Conference onAgricultural Marketing (December 4-6, 2014), 45th Annual Conference of Gujarat EconomicAssociation (February 13-15, 2015), National Workshop on Cost of Cultivation Scheme(August 24-25, 2014). Besides, IWMI AERC seminar series was initiated at the Centre. Whileour activities expanded and studies deepened further, the abrupt decision of Ministry onfuture of AERC network not only has serious demoralizing effect on the work culture of Centrebut also limit our ability to undertake the strengthening of academic support system and toinitiate new academic activities.We continue to strive for attaining new goals and open up new avenues for our academicendeavors. This is possible only though the hard work of all staff members, guidance receivedfrom the esteemed members of the Governing Body of AERC, and the support as well asappreciation from a number of individuals as well as organizations within and outside thecountry.I wish to express my grateful thanks to the Chairman and members of the Governing Body;Directorate of Economics and Statistics, Ministry of Agriculture, Government of India, NewDelhi; Agriculture Department, Government of Gujarat, Gandhinagar; Agriculture Department,Government of Rajasthan, Jaipur; Officers of Sardar Patel University, several governmentand non-government organizations and individuals for their support in various ways to theCentre. ANNUAL REPORT 2014-15ABOUT THE CENTREThe Agro-Economic Research Centre (AERC)for the states of Gujarat and Rajasthanwas established in July 1961 at the SardarPatel University, Vallabh Vidyanagar by theDirectorate of Economics and Statistics,Ministry of Agriculture, Government of India,New Delhi. It was late Shri H.M. Patel (ICSretd.) who not only provided the vision forestablishing such an Institute but also ensuredthe much needed support and encouragementfor its growth at Vallabh Vidyanagar. ThoughAERC is a part of University, it has beenenjoying autonomy status in its working.The Centre has completed 54 glorious years(1961-2015) of its journey marked by bothachievements and challenges. During theseyears, the Centre has emerged as a strongpolicy feedback centre of the Ministry ofAgriculture, Government of India due to hardwork and strong commitment of the staffin the Centre. The focus of research effortin the initial stage was on comprehensivevillage surveys and resurveys in order tounderstand the process and direction ofchange at the village level. Subsequently, theemphasis of research has shifted to problemoriented studies. The Centre has by nowcompleted 159 problem-oriented studies, 21village surveys and 4 village resurveys. Mostof these research projects have been takenup by Centre on the recommendation of theGovernment of India and State Governmentsof Gujarat and Rajasthan. Some of the projectshave also been sponsored by other nationaland international organizations. Duringits long journey, the Centre has broughtremarkable improvement in every aspect13of research including methodological baseof the studies. The studies have come outwith useful findings and policy implicationsfor agricultural and rural development ofthe states of Gujarat and Rajasthan. Manyseminars and conferences were organizedby the Centre (jointly with Department ofEconomics) during these years. Ever sinceits inception, the Centre has been workingin close collaboration with the Post-graduateDepartment of Economics of the S. P. Universityand so far it has helped/supported about 40scholars to successfully complete their Ph. D.work in agricultural economics. Since 1970,the Centre has been also organizing the workof Comprehensive Scheme to Study Costof Cultivation of Principal Crops in Gujaratentrusted to the University by the Ministryof Agriculture, Govt. of India. The principleobjectives of the Centre have been as follows:1.2.3.4.To make continuous study of the changein rural economy by means of surveys ofvillages each year, to be repeated after aninterval of five years.To conduct ad-hoc investigation onproblems of interest to the Ministry ofAgriculture and Irrigation and the StateGovernments under their jurisdiction.To undertake research on fundamentalproblems relating to the agriculturaleconomy of the country, andTo give technical advice totheGovernment of India and to theState Governments on such importantissues as, with mutual agreement, maybe referred to the Centre.

ANNUAL REPORT 2014-15COST OF CULTIVATION SCHEMEStudies on cost of production of agriculturalcommodities have been of interest to researchworkers and policy-makers. The needfor reliable and representative estimatesabout cost of production of agriculturalcrops is obvious for formulating anappropriate strategy for planned agriculturaldevelopment.of Cultivation of Principal Crops” is used notonly for the primary purpose of providingcost estimates for determination of MinimumSupport Prices (MSP) but for a wide variety ofother important purposes like ‘Compilation ofNational Accounts Statistics’, Wholesale PriceIndices (WPI) and research studies relatingto cost of cultivation and farm income.Up to 1982, cost of cultivation data inGujarat were collected from 480 samplecultivators spread over 40 clusters of villagesthrough cost accounting method. Underthe old arrangement (known as single cropapproach) the clusters were changed everyyear retaining only a sub-sample of 10 to 20clusters. Since 1983, the single crop approachhas been replaced by crop complex approachunder which the number of clusters has beenincreased from 40 to 60 thereby providinga wider and varied base for generation ofreliable estimates. Now eleven principal cropsof Gujarat viz., paddy, bajra, maize, mong, tur/arhar, groundnut, sesamum, cotton, wheat,rapeseed & mustard and onion are beingstudied continuously and simultaneously forthree consecutive years in the same clustersof villages. At present, there is a sample of 600cultivators (10 each from selected clusters)drawn from different size groups of holdings.The five size groups are: below 1.0 hectare,1.0 to 2.0 hectare, 2.0 to 4.0 hectare, 4.0 to6.0 hectare, 6.0 hectare and above. The workof Scheme is being looked after by 78 personsof which 60 are permanently posted in thevillages spread over entire State of Gujarat.The data base generated through the This Scheme is being fully financed by the“Comprehensive Scheme for Studying Cost Ministry of Agriculture, Government of India.In a vast country like India with markedvariations in agro-climatic conditions, itbecomes essential to collect State-wise,region-wise data on cost of productionof various crops on a continuous basis.Recognizing the importance of such studies,the Directorate of Economics and Statistics,Ministry of Agriculture, Government ofIndia, evolved a permanent arrangementfor collection of cost of cultivation dataon a continuous and uniform basis forall important crops in the country. TheDirectorate of Economics & Statistics decidedto establish the Comprehensive Scheme forstudying the cost of cultivation of principalcrops in different states of India in 196869. The Directorate entrusted one such costscheme to the Sardar Patel University forcollecting cost of cultivation data in Gujarat.The University entrusted this Scheme to theAgro-Economic Research Centre. Since 1970,the Agro Centre and the ComprehensiveScheme are working together in closecollaboration for serving the needs of theDirectorate of Economics and Statistics ofMoA, Government of India.14
