Revised December 20212021-2022 AAU Volleyball Handbook & RegulationsPREAMBLEThe AAU Volleyball National Committee has been established in order to promote the benefitsof participation in athletics and hereby adopts these rules & regulations (subject to changewithout notice) for the advancement of that purpose.I.NATIONAL SPORT COMMITTEE GOVERNANCE AND ADMINISTRATIONA. National Committee Structure and Procedures1.National Sport Chair.a. National Sports Chairs shall be elected National Sport Committee atthe committee meeting during National Conventions in whichNational Officers are elected.b. Terms are four years.c. National election policies shall apply.d. National Sport Chairs can be removed for cause by a majority voteof the National Officers, subject to the Right of Appeal to theNational Board of Review.e. The President, with the approval of a majority of the officers, mayappoint a person to fill a vacant Sport Chair position. The appointeewill serve until the next regular or special meeting of the SportCommittee, at which time an election shall be held to complete theterm.2.Executive Committee Composition.a. The Volleyball Executive Committee shall conduct the business ofthe Volleyball Committee in accordance with the rules andregulations of the AAU and the volleyball program, and act on behalfof the National Sports Committee between National SportsCommittee meetings.b. The committee shall include the National Chair and membersappointed by the National Chair. The term shall coincide with theterm of the National Chair.c. The committee shall enforce these rules and the AAU Code as theyapply to players, coaches and clubs. Penalties may be imposedsubject to the due process procedures of the AAU Code.3.National Sport Committee Composition. The Committee will consistof the National Sports Chair, members of the Executive Committee whoare elected as provided by the sport’s operating rules, the elected orappointed Sport Director of each District, or a representative designatedby the District Governor, and one appointed representative from eachAllied member that registers members in the sport. The President mayappoint up to two (2) members-at-large.2022 AAU Volleyball Handbook and Regulations3

Revised December 2021a. Voting. Only members of the National Sport Committee arepermitted to vote in National Sports Committee meetings. There shallbe no voting by proxy. Each member of the Committee will have onevote. Only representatives from Districts which registered aminimum of .5% (a half percent) of the total number of athletes inthat sport in the previous year shall be allowed to vote in the NationalSport Committee meeting.4.Other Committee Positions. The National Chair may appoint additionalcommittee positions.B. Sport Committee Meetings1.National Sport Committee Regular Meetings. Regular Meetings ofthe National Sport Committee shall be in conjunction with the AAUConvention.2.Non-Regular Sport Committee Meetings. National Sport Committeemay hold a Non-Regular National Sport Committee meeting in odd yearssubject to the following provisions:a. The meeting is called by the Chair following approval of the NationalOffice.b. The National Office has the right to coordinate the meeting and pickthe site for the meeting.3.National Sport Committee Special Meetings. Special meetings of aCommittee are scheduled at the request of the Chair or upon writtenrequest of at least one half (1/2) of the Committee members. Ten (10)days’ notice is required and notice shall state the purpose of the meeting.4.National Sport Executive Committee Meetings. The National Chairshall determine the date and location of Executive Committee Meetings.5.Agenda Additionsa. Sport Committee Meeting Order (Agendas). The Regular NationalSport Committee meetings, the Non-Regular National SportCommittee meetings, and National Sport Committee Specialmeetings shall follow meeting order (agenda format) as establishedby Code (Bylaw 9.5).2022 AAU Volleyball Handbook and Regulations4

Revised December 2021II.SPORT POLICIES AND PROCEDURESA. Sportsmanship. It is the obligation of coaches, players, administrators, volunteersand other representatives of the AAU to practice the highest principles ofsportsmanship and to observe the ethics of competition. Good sportsmanship isdefined as qualities of behavior, which are characterized by courtesy and genuineconcern for others. The display of good sportsmanship is a statement of theindividual’s understanding and commitment to fair play, ethical behavior andintegrity.B. Program Violations. Disciplinary action may be considered by the Districts, SportCommittee or the Executive Committee for any violations bringing discredit uponthe AAU or any violation of any part of this Handbook or the AAU Code. Ininstances of alleged violations, Board of Review action may be taken againstathletes, coaches, parents and/or clubs according to AAU Code. (Updated 10/12)C. No Guarantee Policy. The AAU can not and does not guarantee the appearanceand/or participation of specific participant(s) and/or teams (as applicable) in thisevent. The AAU has licensed (approved) this Event as an official AAU Event(competition), but the AAU is not and shall not be responsible for any participant'sor spectator's expenses related to this Event (nor reimbursements for same) in caseof dissatisfaction of any participant, friend, family, or spectator, this includes, butis not limited to all travel, hotel (lodging), food, entry fees and/or any otherexpenses related to the event.III. SPORT OPERATIONSA. Current Year Rule Changes1.The Spirit division has been added to the 15 & Under and 16 & Underdivisions at the AAU Girls’ Junior National Volleyball Championships(Section D.1.b.v).2.The Open and Club divisions have been added to all divisions at the AAUBoys’ Junior National Volleyball Championships. The Classic divisionhas been added to the 14 & Under, 15 & Under, 16 & Under, 17 & Under,and the 18 & Under divisions at the AAU Boys’ Junior NationalVolleyball Championships (Section D.1.b.vi). (Updated 10/21).3.Waived boys’ teams in the 12 & Under, 13 & Under, and 14 & Underage group will be allowed to participate in the AAU Boys’ JuniorNational Championships using the following age/grade definition shouldthey have a waiver:a. 12 & Under Waiver: Players who were born on or after July 1, 2009or Players who were born on or after July 1, 2008 (13 years oryounger) who shall neither have completed nor are in a grade higherthan the sixth grade (6th) during the current academic year.(Updated 10/21)2022 AAU Volleyball Handbook and Regulations5

The coach may not enter thecourt. The interaction must take place during the time allowed whenplayers change sides of the court and play must immediately begin afterthe side change (Section E.1.c.x). (Updated 10/21)6.For Beach Volleyball - In the 10 & Under division, all contacts that arehit overhand are considered a driven ball. The first contact may bereceived with multiple contacts (on the same attempt) or may take theball with an open hand or set (Section E.1.c.xii). (Updated 10/21)7.For changes in the USA Volleyball Domestic Competition Regulations,visit www.usavolleyball.org.8.Additional rule changes may be distributed on the coaches’ video or inthe tournament information.B. Event Operating Rules. These rules shall apply to AAU licensed events unlessotherwise stated or modified by the District Director or event operator.1.Court Sizea. AAU Volleyball is conducted under the AAU Code,AAU Volleyball Handbook and the current playing rules of USA Volleyball, asmodified by the AAU National Executive Committee. For the current USAVolleyball Domestic Competition Regulations, visit www.usavolleyball.org. Thefollowing section contains the rules for the National Championship. Rules may bemodified by the District Sports Director or event operator for other sanctionedevents.1.Indoor National Championship Competition Rulesa. Qualification Procedure. The National Championships are open toany member of the AAU meeting the entry guidelines.b. Theaction of playing the ball includes (among others) takeoff, hit (or attempt) and landing. (Updated 10/15)(c) Players may touch the post, ropes or any other objectoutside the antenna, including the net itself, providedthat it does not interfere with play.(d) A player interferes with play by (amongst others)touching the net between the antennae or the antennaitself during action of playing the ball, using the netbetween the antennae as a support or stabilizing aid,creating an unfair advantage over the opponent bytouching the net, making actions which hinder anopponent’s legitimate attempt to play the ball, orcatching/holding onto the net. Players close to the ballas it is played, or who are trying to play it, areconsidered in the action of playing the ball, even if notcontact is made with the ball. However, touching thenet outside the antenna is not be considered a fault.(Updated 10/15)When one team has exclusive use of the court, the other teammust be either at its team bench or out of the playing area.Warming up with balls at the team bench or in the spectatorwalkways is not permitted (Added 12/09).The 10 & Under division will be allowed to step into thecourt when serving.
