Revised October 20182018-2019 AAU Volleyball Handbook & RegulationsPREAMBLEThe AAU Volleyball National Committee has been established in order to promote thebenefits of participation in athletics and hereby adopts these rules & regulations (subject tochange without notice) for the advancement of that purpose.I.NATIONAL SPORT COMMITTEE GOVERNANCE AND ADMINISTRATIONA. National Committee Structure and Procedures1.National Sport Chair.a. National Sports Chairs shall be elected National Sport Committee atthe committee meeting during National Conventions in whichNational Officers are elected.b. Terms are four years.c. National election policies shall apply.d. National Sport Chairs can be removed for cause by a majority voteof the National Officers, subject to the Right of Appeal to theNational Board of Review.e. The President, with the approval of a majority of the officers, mayappoint a person to fill a vacant Sport Chair position. The appointeewill serve until the next regular or special meeting of the SportCommittee, at which time an election shall be held to complete theterm.2.Executive Committee Composition.a. The Volleyball Executive Committee shall conduct the business ofthe Volleyball Committee in accordance with the rules andregulations of the AAU and the volleyball program, and act onbehalf of the National Sports Committee between National SportsCommittee meetings.b. The committee shall include the National Chair and membersappointed by the National Chair. The term shall coincide with theterm of the National Chair.c. The committee shall enforce these rules and the AAU Code as theyapply to players, coaches and clubs. Penalties may be imposedsubject to the due process procedures of the AAU Code.3.National Sport Committee Composition. The Committee will consistof the National Sports Chair, members of the Executive Committeewho are elected as provided by the sport’s operating rules, the electedor appointed Sport Director of each District, or a representativedesignated by the District Governor, and one appointed representativefrom each Allied member that registers members in the sport. ThePresident may appoint up to two (2) members-at-large.2019 AAU Volleyball Handbook and Regulations3

Revised October 2018a. Voting. Only members of the National Sport Committee arepermitted to vote in National Sports Committee meetings. Thereshall be no voting by proxy. Each member of the Committee willhave one vote. Only representatives from Districts which registereda minimum of .5% (a half percent) of the total number of athletes inthat sport in the previous year shall be allowed to vote in theNational Sport Committee meeting.4.Other Committee Positions. The National Chair may appointadditional committee positions.B. Sport Committee Meetings1.National Sport Committee Regular Meetings. Regular Meetings ofthe National Sport Committee shall be in conjunction with the AAUConvention.2.Non-Regular Sport Committee Meetings. National Sport Committeemay hold a Non-Regular National Sport Committee meeting in oddyears subject to the following provisions:a. The meeting is called by the Chair following approval of theNational Office.b. The National Office has the right to coordinate the meeting and pickthe site for the meeting.3.National Sport Committee Special Meetings. Special meetings of aCommittee are scheduled at the request of the Chair or upon writtenrequest of at least one half (1/2) of the Committee members. Ten (10)days’ notice is required and notice shall state the purpose of themeeting.4.National Sport Executive Committee Meetings. The National Chairshall determine the date and location of Executive CommitteeMeetings.5.Agenda Additionsa. Sport Committee Meeting Order (Agendas). The RegularNational Sport Committee meetings, the Non-Regular NationalSport Committee meetings, and National Sport Committee Specialmeetings shall follow meeting order (agenda format) as establishedby Code (Bylaw 9.5).2019 AAU Volleyball Handbook and Regulations4

Revised October 2018II.SPORT POLICIES AND PROCEDURESA. Sportsmanship. It is the obligation of coaches, players, administrators,volunteers and other representatives of the AAU to practice the highest principlesof sportsmanship and to observe the ethics of competition. Good sportsmanshipis defined as qualities of behavior, which are characterized by courtesy andgenuine concern for others. The display of good sportsmanship is a statement ofthe individual’s understanding and commitment to fair play, ethical behavior andintegrity.B. Program Violations. Disciplinary action may be considered by the Districts,Sport Committee or the Executive Committee for any violations bringing discreditupon the AAU or any violation of any part of this Handbook or the AAU Code.In instances of alleged violations, Board of Review action may be taken againstathletes, coaches, parents and/or clubs according to AAU Code. (Updated 10/12)C. No Guarantee Policy. The AAU can not and does not guarantee the appearanceand/or participation of specific participant(s) and/or teams (as applicable) in thisevent. The AAU has licensed (approved) this Event as an official AAU Event(competition), but the AAU is not and shall not be responsible for anyparticipant's or spectator's expenses related to this Event (nor reimbursements forsame) in case of dissatisfaction of any participant, friend, family, or spectator, thisincludes, but is not limited to all travel, hotel (lodging), food, entry fees and/orany other expenses related to the event.III. SPORT OPERATIONSA. Current Year Rule Changes1.The Premier division has been added for ages 12 & Under and the 11 &Under division will now have Open and Club divisions at the AAUGirls’ Junior National Volleyball Championships (Section D.1.b.iv).2.Athletes may participate in more than one division in the AAU JuniorNational Volleyball Championship as long as there is no overlap incompetition dates. (Section D.1.c.vii)3.For changes in the USA Volleyball Domestic Competition Regulations,visit www.usavolleyball.org.4.Additional rule changes may be distributed on the coaches’ video or inthe tournament information.B. Classic divisions are held for 12& Under, 13 & Under, 14 & Under, 15 & Under, 16 &Under, 17 & Under and 18 & Under divisions. The National Championship is conductedunder the AAU Code, AAU Volleyball Handbook and the currentplaying rules of USA Volleyball, as modified by the AAU NationalExecutive Committee. For the current USA Volleyball DomesticCompetition Regulations, visit www.usavolleyball.org.i.Rally scoring will be used. Each non-deciding set will bewon by the team that first scores 25 points with a minimumtwo-point advantage (no scoring cap). If there is a decidingset, it will be won by the team that first scores 15 pointswith a minimum two-point advantage (no scoring cap).ii.12 substitutions and Libero player(s). Substitutions areonly recognized when the sub enters the zone. There is nolonger a request from the coach or captain (Added 12/09).iii.Libero player(s) (Updated 2/12)(a) Each team can designate up to two Liberos. Libero(s)must be identified prior to each set.(b) Only one Libero may be on the court at a time.(c) The Libero player(s) may serve in one rotation in aset.a.If one Libero per set is used, the libero alreadyon the court (rotating to the front row) maymove to position 1 (right back) to serve withoutbeing required to leave the court for onecompleted rally. A Libero who has served in onerotation may no serve in another.b.If two Liberos per set is being used, the actingLibero rotating to the front row may move to theposition 1 and serve without being required toleave the court. In addition, the acting Liberomay come off the court at the same time that thesecond Libero moved into position 1 to serve.This double Libero replacement is only allowedfor serving purposes.(d) The libero CAN be team captain, game captain orboth (Updated 10/15)(e) For additional explanation on the Libero players, referto Appendix F.Centerline and Net Touch Rules (Added 12/09)(a) Encroachment into the opponent’s court with anypart(s) of the body is permitted, provided some part ofthe body remains either in contact with or directlyabove the centerline, and there is no interference withopponents. Completely crossing the centerline withthe foot, feet, or hands, or encroachment with otherbody parts must not present a safety hazard toopponents. (Updated 9/14)(b) Contact with the net by a player between theantennae, during the action of playing the ball, is afault. The action of playing the ball includes (amongothers) take-off, hit (or attempt) and landing.(Updated 10/15)(c) Players may touch the post, ropes or any other objectoutside the antenna, including the net itself, providedthat it does not interfere with play.(d) A player interferes with play by (amongst others)touching the net between the antennae or the antennaitself during action of playing the ball, using the netbetween the antennae as a support or stabilizing aid,creating an unfair advantage over the opponent bytouching the net, making actions which hinder anopponent’s legitimate attempt to play the ball, orcatching/holding onto the net. Players close to the ballas it is played, or who are trying to play it, areconsidered in the action of playing the ball, even ifnot contact is made with the ball. However, touchingthe net outside the antenna is not be considered afault. (Updated 10/15)When one team has exclusive use of the court, the otherteam must be either at its team bench or out of the playingarea. Uniform Requirementsi.Each player is required to wear the same jersey numberthroughout the event with limited exceptions as required byemergency or blood rule applications. This applies to allplayers in the Libero position. If players share the Liberoposition from match to match, a player shall wear the samejersey number whenever they play, whether they are or theyare not, assigned to the Libero position.ii.Identical uniforms are required, with the followingexceptions:(a) Libero Uniforms1. The Libero must wear a uniform shirt that isimmediately recognized from all angles as beingin clear contrast to and distinct from the othermembers of the team.(b) Different sleeve lengths are permitted.(c) If undergarments are worn in such a manner that theyare exposed, they will be considered a part of theuniform, in which they must be similar and the samecolor for any team member (except Libero) who wearsthe undergarment. Socks and shoes are not consideredpart of the uniform.(d) Manufacturer’s logo or trademark can vary if it doesnot exceeding 2 ¼ inches. (Added 10/13)iii.The jerseys must be numbered in a permanent manner from1 and 99 and duplicate numbers are not allowed.iv.Uniform numbers must be clearly visible and centered onthe chest and back.v.The numbers must be minimum height of 4” on the chestand 6” on the back. The stripe forming thenumbers shall have a minimum width of ¾”.vi.Each jersey must use the same color and number height forall players except the Libero. The color and brightness ofthe numbers must contrast with the color and brightness ofthe jerseys. Color combinations including but not limited topurple/black, dark green/black, navy/black or navy/maroonare not distinctive enough to comply with the rules.vii.USA Volleyball uniform requirements must be followed.For additional specifications, please refer to USAV rule4.3.e. Team Rostersi.Team rosters may include up to fifteen (15) players andfive (5) adult bench personnel. All bench personnel mustbe AAU members in the non-athlete category.ii.Uniform numbers are required to be submitted on the teamroster. Each player must wear the same number throughoutthe event, with limited exceptions.iii.Rosters must be verified at Team Check-In. Changes to theroster after Team Check-In could result in a fee. Nochanges to the roster are allowed once play begins, unlessapproved by the Championships Director.2.Super Regional and Spotlight Grand Prix Tournaments.a. Qualification Procedure. These events are open to any member ofthe AAU meeting the entry guidelines.b. Hosting. The Executive Committee will award the Super Regionaland Grand Prix events. Applications are accepted on an ongoingbasis.c. Competition Rules. These events shall follow the competition rulesset forth in Section III.D.1 for National Championships unlessotherwise stated in the event registration information or as approvedby the Executive Committee.d. Entry Fee Waiver.i.ii.The winner in each girls’ age division with 12 or moreteams will receive a free entry fee to the AAU NationalChampionships, the West Coast Championships, or theAAU Volleyball Festival. The winner in each boys’ agedivision with 8 or more teams will receive a free entry tothe AAU National Championships. If less teamsparticipate, the entry fee will be adjusted on a percentagebasis.
