We have had an astonishing 35%increase in members this year. I attribute that to severalfactors including the implementation of Value Pricing, asapproved by the membership in 2019 and the amazingon-going efforts of our office team to gather and postresources on our website regarding COVID-19 and keepour social media presence fresh, entertaining, anddynamic.Any day now the inaugural issue of the Journal of ANANY (JANANY) will be published. The predictedsurge of COVID-19 has arrivedand continues to pose a threatto the health and well-being ofall Americans. We will keep thenurses, all health care providers, and support staff on thefrontlines across the country in our prayers.I continue to be hopeful as good news continues aboutthe successes in vaccine development. But—there is workto do even as this crosses our horizon. We have a duty anda role to play in influencing public understanding of theimportance of getting the vaccine and making sure that thedistribution of vaccines is done in an equitable way.I hope many of you have seen the short clip that Dr.Ernest Grant, ANA President did on NPR in late Novemberthat is posted on ANA-NY’s social media sites. In case youmissed it, you can view it at https://n.pr/3fwdIXH. He talksabout the need for all nurses to educate the public about thebenefits of vaccinations but he also talks about his specialduty as a black man to role model that the vaccine is safe forblack and brown people. He is making a difference.There are many wonderful initiatives across the stateto promote the public’s health and I want to highlightsome that have been publicized in the Rochester areademonstrating the power of collaboration and outreach.A December 1, 2020 article in the Democrat and Chronicledescribed the work of the Rochester Black NursesAssociation, the Black Physicians Network of GreaterRochester and community health organizations to form“Community Fighting COVID.” This coalition providesculturally competent information to communities of colorwho have high levels of medical mistrust—particularlywhen vaccine programs are deployed. Workers in lowwage jobs and from underrepresented groups are morelikely to be frontline workers, unable to work from home,and need public transportation to get to work. Screening,assessment, education about prevention, and flu shots areprovided in many venues including homeless shelters, toseniors, and many others in conjunction with FQHCs. Theyare making a difference.In mid-December, I sent a letter to Gov. Cuomo,on behalf of ANA-NY, the New York State Council ofDeans and the Council for Associate Degree Nursing inNew York State volunteering the thousands of nursingstudents across New York to be part of the vaccinationplan. We have also communicated this plan with otherstakeholders.From the letter: the distribution of the proposed vaccine to NewYorkers may be the most important public healthproject in this century. The need for proper andprompt administration will challenge New York’salready overtaxed healthcare systems. Thousands ofclinical nursing students in New York State have theskills and training to administer the vaccination. Manyprograms already use these students to staff flu shotclinics on their campuses and in the community. RNnursing students are covered in the New York StatePractice Act, which allows students to perform certainskills when they are supervised by nursing faculty. NYRegistered Professional School NurseBirchwood School (Therapeutic School-Grades Kg to 12)Possession of a license to practice as a Registered Nurse inNew York State. We believe that using clinicalnursing students will increase the workforce toadminister vaccines, while leaving Registered Nursesto their life-saving work in hospitals.As noted above, there are close to 200 nursingprograms, in all corners of the state. Students andfaculty from our schools can provide the additionalworkforce to quickly meet the demands forwidespread vaccinations in many of the rural andunderserved areas which are suffering the most andwhere the vaccination challenges will be the mostpronounced.We are proud to take the lead on this initiative and willkeep the membership updated as the Governor’s VaccineDistribution and Implementation Task Force movesforward.Stay well and remember—we can make a differencetogether!

While most ofthe attention was focusedon the national elections,and specifically, the race forPresident, it was an importantelection year in New York aswell. All 213 members of theNew York State legislature wereup for reelection. In New York,regardless of whether you are anAssemblymember or Senator, youhave to run for reelection every two years.The 2020 elections were very different this year fora variety of reasons, but most significantly, they weredifferent because of COVID-19. While the pandemicchanged the way many voters chose to vote, it did nothave a negative impact on voter turnout. Many states,including New York, had early voting for the first timein a Presidential election year. As a result, there werearound 100 million votes cast before election day.For comparison sake, in 2016, there were 57.2 millionabsentee and early voting ballots cast. The majority ofearly votes came from absentee ballots with about 2/3 ofthe early votes coming from those (62.1 million) and 1/3from early voting (35.5 million).When you add in Election Day voter turnout that wasaround 50 million votes, this means that total votes werethe highest they have been in over a century with about65% of eligible voters, or 150 million voters, voting in thiselection. For comparison sake, in 2016, which was toutedas having strong voter turnout, there was a voting rateof 60% of eligible voters, 137 million, turning out for thevote.In New York, absentee voting was done on anunprecedented scale with 2.5 million New Yorkersrequesting an absentee ballot and almost 2 millionbeing returned before the deadline. For comparisonsake, in 2016, only 400,660 absentee ballots had beenrequested. As a result of the pandemic, the legislaturepassed, and the Governor signed, a bill that allowed fearof contracting COVID-19 as one of the reasons to requestan absentee ballot.As mentioned, this was the first Presidential electionwhere there was early voting in New York, and there wasstrong early voter turnout as well. In total, around 2.5million, or around 20%, of registered voters voted earlyin New York. There was such overwhelming turnout forearly voting that many polling places throughout the statesaw long lines that led to a wait to vote, and many pollingplaces added extended hours to meet the demand. InNew York City, lines to vote were up to four hours long forsome voters.While a lot of time and attention were on the nationalraces, there were many races in New York that werebeing watched closely by those impacted by New YorkState government. In 2018, we saw a substantial changein the New York State Senate when control of the houseflipped from Republican to Democrat. During this year’selections, no one thought that there would be a changein party control of the Senate, but the one issue we werewatching was whether the Senate Democratic majoritywould pick up two more seats, which would give them asupermajority making them veto proof.Given the sheer number of absentee ballots that NewYork received, and the challenges of counting ballots inthe era of COVID-19, the vote counts took a few weeksto be completed. In the end, once all the votes werecounted, the Senate Democrats were able to pick upthree seats total meaning that house will now be vetoproof.The Assembly has been veto proof for a numberof years, and with the Senate also being veto proofthat means that if the two houses pass a bill that issubsequently vetoed by the Governor, the two houseswill have enough votes to override the Governor’sveto. This override power has the potential to alter thepower dynamic in the State as between the Executiveand the Legislature. At this time, we don’t know if therewill actually be a shift in the dynamic, or if the overridepowers will even be used, but we will be following thisclosely.In the final vote tally for the Senate, there will be 43Democrats and 20 Republicans. For the Assembly, therewill be 107 Democrats and 43 Republicans. Further,while we won’t see a major change in the controllingparty, or their leadership, in either house next year, wewill see many new faces in Albany next year. Betweenretirements, primary and general election losses,members running for other offices and membersmoving on to other jobs, we will see at least 36 newlegislators between the two houses. While this is not anunprecedented level of turnover, it will mean that therewill be a lot of new faces, and new committee chairs, tomeet and inform next year in each house.At this time, there is no set decision on what the 2021legislative session will look like, and no idea on whetherwe will convene again in person at some point nextsession or remain meeting remotely. Per the New YorkState Constitution, the Governor is slated to deliver his2021 State of the State address on Wednesday, January6, 2021. The Governor has not yet indicated whether hewill try to deliver this address remotely or if there will bea broader change to how we start session because of thepandemic.Regardless of the medium for the 2021 legislativesession, we will continue to advocate for your issues. Atthe October annual meeting, the membership approvedthe legislative agenda for 2021, which reflects the ANANY priorities for the next legislative session and willdictate the issues that we monitor and work on. Twoadditional executive video sessions were held to draftand finalize the annual executive director’s performanceevaluation and goals. Consensus was that monthly BODmeetings continue to be optimal in meeting the needsof the association and its membership and, despite thecancellation of quarterly in person meetings, the BODhas continued to function as a cohesive unit. Memberpreparation for meetings and participation has beenconsistent and electronic communication effective.Committees continue to be supported by the ED andBOD liaisons and member feedback has been positive.Executive Director Jeanine Santelli presented a writtenand verbal report of her activities and participated ineach of these meetings. Program Manager JamilynneMyers and, newly promoted, CommunicationsCoordinator Shakira Hernandez participated as frequentlyas possible and presented monthly written reports.Lobbyist Amy Kellog, Harter Seacrest & Emory LLP,presented oral summaries of developments during theNYS Legislative sessions and her work on behalf of ANANY.
