Annual Report 2013-14CHAPTER1HighlightsI. Examination1.The Commission conducted a totalof 16 examinations under the method ofRecruitment through Examinations. 12examinations were for selection to CivilServices/Posts and 4 were for DefenceServices. For these examinations, a totalof 27,53,730 applications were receivedand processed; 10,544 candidates wereinterviewed for Civil Services/Posts(interviews for Defence Services wereconducted by Services Selection Board (SSB)of Ministry of Defence) and 7,799 candidateswere recommended for appointment tovarious posts. A total of 5,905 candidates(including 186 candidates from the ReserveList) were recommended for Civil Services/Posts (Appendix-4 and Appendix-8) and1,894 candidates were recommended for theDefence Services/Posts (Appendix-5).(Chapter-3)2.The Commission had formed aCommittee of Experts headed by Prof. ArunS. Nigavekar to review the existing Schemeof Civil Services (Main) Examinationbased on the suggestions of Prof. KhannaCommittee which had gone into thereforms of Civil Services (Preliminary)Examination. The recommendations of theNigavekar Committee along with the viewsof the Commission were forwarded to theGovernment of India for consideration.Consequent upon Government’s approval ofsome of the recommendations the requiredchanges were implemented w.e.f. the CivilServices (Main) Examination, 2013.(Chapter-3)Union Public Service Commission3.The Scheme of Indian ForestService Examination was changed bythe Government during the year 2013by introducing screening through theCivil Services (Preliminary) Examination.Accordingly, the candidates opting for IndianForest Service are required to first appearand qualify in the screening for appearing inIndian Forest Service (Main) Examination.The screening is done through the CivilServices (Preliminary) Examination.(Chapter-3)4.A Committee of Experts wasconstituted by the Commission underthe Chairmanship of Prof. R. Natarajan,Ex-Chairman, AICTE to review theexisting structure of Engineering ServicesExamination. The Committee submittedits recommendations to the Commission onMarch 12, 2014 which are being examined bythe Commission.(Chapter-3)5.For the posts reserved for SC, STand OBC candidates to be filled up undermethod of Recruitment by Examination,the Commission recommended 2,576 SC,ST and OBC candidates. In addition, theCommission also recommended 05 SC,04 ST and 65 OBC candidates through theoperation of the Reserve List. Furthermore,67 reserved category candidates wererecommended against unreserved posts.(Chapter-7)6.Under the method of Recruitmentby Examination, the offer of appointmentis made by the Ministry/Department1

Most of these poststhe previous year, a total of 551 requisitionsrequired specialized medical, engineering orfor 4,734 posts were processed. Annual Report 2013-14CHAPTER2Brief history and workload over the years1.The Royal Commission on theSuperior Civil Services in India, under theChairmanship of Lord Lee recommendedfor the setting up of the Public ServiceCommission in 1924. The first Public ServiceCommission was established on October 1,1926 under the Chairmanship of Sir RossBarker. Consequent thereto, in order to meetthe enhanced scope of advice as demandedby the leaders of the freedom movement,the Federal Public Service Commission(FPSC) was set up based upon the provisionof the Government of India Act, 1935. TheFPSC became the Union Public ServiceCommission after Independence andwas given Constitutional status with thepromulgation of the Constitution of Indiaon January 26, 1950. The list of formerChairmen and Members since 1926 is givenat Appendix-50.3.A comparison of the present workloadof the Commission vis-à-vis the positionin 1950-51 and the intervening period isgiven in Table-1 to Table-4 and is alsorepresented in the Diagram-1 to Diagram-4.The number of applications received,candidates interviewed/Service recordsevaluated and candidates recommendedis given in Table-1. The Applicants to PostRatio is represented in the Diagram-1. Thenumber of disciplinary cases handled bythe Commission is given in Table-2 andalso represented in the Diagram-2 andDiagram-2A. The number of RecruitmentRules cases received and advised upon bythe Commission is given in Table-3 and alsorepresented in the Diagram-3 and Diagram3A. The number of records processed fordepartmental promotion and for inductioninto the All India Services is given in Table-4and also represented in the Diagram-4 andDiagram-4A.2.The functions of the Commissionprescribed in Article 320 of the Constitution, Single Window Systeminter-alia include:4.In order to expedite the processing of(a)Recruitment for all Civil Services and DPC/Deputation/SCM/Disciplinary cases/Civil Posts by: Recruitment Rules/Direct Recruitment(i)written examination with cases, the Commission has adopted the Singleor without a viva voce Window System. Under this dispensation:examination or interview to(i)Ministries/Departments/Statesupplement them;Governments are required to bring(ii)interview;their proposals in person to theCommission.
