1. INTRODUCTION The University of Cambridge International Examinations (CIE), the Ministry of Education, Singapore (MOE) andSingapore Examinations and Assessment Board (SEAB) are the joint examining authorities for theexaminations except for Mother Tongue subjects and subjects examined in Mother Tongue, where SEAB is theexamining authority. The Singapore-Cambridge General Certificate of Education [Normal (Technical) [N(T)], Normal (Academic)[N(A)], Ordinary (O) and Advanced (A) Level] Examinations are administered by SEAB. Before registering for any examination subject(s), you are advised to read carefully the information containedherein regarding the GCE N(T)-, N(A)-, O- and A-Level Examinations. By registering for the examination(s),you agree to comply with all examination instructions and regulations stipulate by SEAB. SEAB may issue additional instructions for the conduct of specific examinations (for example, written papers,coursework, oral, and practical) at any time leading up to the date of examination. Any new or updatedinstructions are part of the examination instructions and regulations, and will take immediate effect unlessspecifically stated. You will be informed of any new or updated instructions via email, which will be sent to theemail address you have provided to SEAB during registration. These instructions will also be updated on theSEAB website at www.seab.gov.sg. The national examination question papers are copyrighted. You are not allowed to post online, publish orreproduce the national examination question papers in any form without permission from SEAB. SEAB willtake all necessary actions, including penalties against candidates if there are any copyright infringements. 2. REGISTRATION2.1. REGISTRATION PERIOD AND ELIGIBILITYYou may register for the GCE N(T)-, N(A)-, O- and/or A-Level examinations through the SEAB website atwww.seab.gov.sg from 7 - 27 March 2019.The minimum age requirements and maximum number of subjects allowed for each examination level aredescribed below:Examination LevelMinimum Age Requiredas at 1st January 2019Maximum Number of Subjects AllowedGCE N(A)- and N(T)- Level158GCE O-Level159GCE A-Level17 5 H1 subjects and 3 H2 subjects; or 3 H1 subjects and 4 H2 subjectsSchool candidates who are enrolled in Government/ Government-Aided/ Independent/Specialised schools must not register as private candidates. If you are registered as a schoolcandidate, your registration as a private candidate will be invalidated and any examinations fees youhave paid will be forfeited.2.2. EXAMINATION SUBJECTSScience Subjectswith PracticalcomponentsIf you are registering for a Science subject with a practical paper, you must: have sat the same Science subject(s) previously, OR be currently attending or will be attending a course of instruction in Sciencepractical at any institute/school.You are required to declare that you have fulfilled the above requirements atthe point of registration. Registration for the subject may be cancelled withoutrefund of the examination fees if a false declaration is made.Mother TongueLanguageSubjects You may choose to sit for the GCE O-Level and/or A-Level Mother TongueLanguage (MTL) subjects during the Mid-Year and/or Year-Endexaminations. Please indicate your selection during the online registrationperiod. If you have sat for the GCE O-Level and/or A-Level Mid-Year MTLExamination, you may register to re-sit the written papers for the GCE OLevel and/or A-Level Year-End MTL Examination after the release of theMid-Year results. You will be advised on the registration procedures when the Mid-Year MTLexamination results are released in August 2019. You will only receive one results slip reflecting all the subjects for which youare registered in the examination year, regardless of whether you sit for theMid-Year examination, the Year-End examination, or both. 2.2.2.Details of the examination requirements for each subject are found in the syllabus documentspublished on the SEAB website at www.seab.gov.sg.2.2.3.A subject may not be offered if there are less than 20 candidates who registered for the subject. Youwill be duly informed in such situations and asked to choose another subject. Refund(s) will be givenaccordingly under such circumstances. It is compulsory for you to sit for all registered components of a subject, such as Oral,Listening Comprehension, Coursework, Practical and Written Papers. ‘Absent’ will be issued forthe subject if you do not sit for one or more components, unless you have been granted priorexemption by SEAB for the component(s). Only one of the subject results can be used in the aggregate computation for progression ifyou sit for the examinations of duplicated subjects e.g. N(A)-Level Mathematics and O-LevelMathematics] or subjects with substantial content overlap or N(A)-Level Humanities (SocialStudies/Geography) and O-Level Geography in the same examination year or across differentexamination years.2.3. EXAMINATION FEES2.3.1.The amount of examination fees payable will be based on your citizenship at the point ofregistration.2.3.2.The examination fee for each subject includes both the basic fee and subject fee, which may differbetween subjects. [Back to Top]2.4.2.[Back to Content Page]Before the end of the registration period and any online payment of examination feesYou may refer to the information below on the amendment of subjects:Online amendment of subjects or papers without any amendment feesAfter 27 March 2019 or upon online payment of examination fees during registration An amendment fee of S 20.00 is payable for any changes to subjects or papers.Pay the subject fees for any new subjects added.Email the completed Amendment Request form to SEAB GCE Admin@seab.gov.sgFor GCE O, A-Level Mid-Year subjects, no amendments will be accepted after 27 March2019.The deadline for amendments to registration for GCE N(T)-/ N(A)-Level, GCE O-Level and GCEA-Level Year-End subjects is 5 July 2019. For GCE N(T)/N(A),O, A-Level Year-End subjects, no amendments will be accepted after 5July 2019.3. WITHDRAWAL AND REFUND3.1. WITHDRAWAL FROM THE ENTIRE EXAMINATION3.1.1.You may withdraw from the entire examination if your completed withdrawal form and supportingdocuments reach SEAB before the start of the year-end written examinations.3.1.2.The documents must be submitted via email to SEAB GCE Admin@seab.gov.sg. SEAB will sendyou an acknowledgement within 5 working days upon receipt of the withdrawal form and documents. You will NOT receive any results, including result slips or certificates for any subjects orcomponents of subjects that you have sat for if you withdraw from the examinations. Your results will be invalidated if the examination results have already been released to you(for example, the mid-year written examination results).3.2. REFUND3.2.1.A 50% refund of the subject fee(s) paid (inclusive of GST) may be returned to you if your withdrawalrequest is submitted to SEAB by:Examination LevelWithdrawal DeadlineGCE N(T)/N(A)/O/A- Level5 July 2019You will receive the refund in approximately one month after your request is approved by SEAB.3.2.2.There will be no refund of your examination fees if you: Submit your withdrawal request after the respective deadlines as stipulated above, or Have sat for a component of the registered subject.3.3. APPLICATION FOR ADMISSION TO TERTIARY INSTITUTIONS3.3.1.If you are in the process of applying for admission to tertiary institutions but wish to re-sit the GCE O- orA-Level examination, please register during the registration period from 7 to 27 March 2019 to avoidincurring late registration fees. 4. ACCESS ARRANGEMENTSAccess Arrangements (AA) are examination arrangements granted to candidates with specific learning andphysical needs, to enable them to sit for the national examinations without compromising the assessmentobjectives. These arrangements are not intended to give the candidates an unfair advantage over othercandidates taking the same examination.If you require AA to sit for the examination(s) due to specific learning and physical needs diagnosed before theexamination, you may apply for AA following the instructions below.4.1. APPLICATION FOR ACCESS ARRANGEMENTS Please download and complete the AA application form from the SEAB website. Your applicationand the supporting documents must reach SEAB by 28 March 2019 via email toSEAB Exam Services@seab.gov.sg. SEAB will acknowledge your AA application within five working days upon receipt of yourapplication. AA applications may take up to three to four months to review. Late applications may not beaccepted or approved due to insufficient time for review.4.1.1.The outcome of your AA application will be made known to you by the following times, if you submityour application by 28 March 2019: May 2019 for the Mid-Year MTL examinations June 2019 for the Year-End examinations4.1.2.You must bring and present the approved AA outcome letter to the examination personnel before thestart of the examination, to verify the AA granted by SEAB.4.1.3.To withdraw from any AA granted, please submit a letter of withdrawal to SEAB at least five workingdays before the date of the examination. SEAB will not re-instate the provision of AA once therequest for withdrawal had been approval by SEAB.4.2. ANNOTATION ON RESULT SLIP AND CERTIFICATETypes of AccessArrangementwith AnnotationYour result slip and certificate will be annotated for the following AA: Extra time allowance (including preparation time for oral examination); Exemption from satisfying the full range of assessment objectives in asubject (e.g. exemption from oral, listening comprehension etc.); Modification of examination papers; Use of word processor facilities and other computer aids; Use of Reader or Scribe/ Writer/ Amanuensis; and Practical assistance in areas such as handling of apparatus during thepractical examinations, using instruments or graph plotting.Types ofAnnotationSymbolsThere are two types of annotation symbols. The explanations for the symbols(provided on the reverse side of the result slip and certificate) are as follows: Exemption Symbol (#)‘The candidate was exempted from satisfying the full range of assessmentobjectives in this subject.’ Access Arrangement Symbol ( )‘The candidate sat the paper under access arrangements.’4.2.1.[Back to Top]If a letter of withdrawal is not submitted at least five working days before the date of the examination,your result slip and certificate will still be annotated, even if you do not make use of the approved AAduring the national examinations.[Back to Content Page]5(Updated as at 30 September 2019)
