2.Steel Cabinets:Preparation by the Supplier:1. Lifting equipment and personnel shall be available and ready to assist the DepEdinspectors to fast track the PDI.Conduct of the PDI by the DepEd Inspectors:1. The conduct of the PDI for the steel cabinets shall be of two steps as follows:1.1: Step 1: PDI of the still disassembled parts of the cabinet. Dimensional and visual inspection of the parts of the still disassembledcabinet shall be based on the random sampling plan prepared by the EUpursuant to DO 041 s 2021. It shall conform to the drawing and the technicalspecifications. There must be no deformities, dents, and otherdeficiencies/defects.Conduct powder-coating test to ensure that surface is powder coated notliquid paint coated and to validate the quality of the powder coat.Rejection shall follow the sampling plan. The rejected lot shall be sorted bythe Supplier and re-submit to the DepEd inspectors for reinspection/evaluation.1.2. Step 2: Stability test of the assembled cabinets. Assemble one (1) unit per lot of the disassembled cabinets that passed Step1.The assembled cabinets shall be subjected to visual inspection, dimensionalinspection, and stability test by moving it sideways, forward, and backwardand tilt 30 degrees both ways from the vertical position. If the first assembled cabinet is found to be to be conformance to the drawingand technical specifications and stable during the stability test, the lot shallbe accepted. However, if the first assembled cabinet is found to have any of the followingfindings: a) nonconformance to the drawing and the technical specificationsand b) not stable during the stability test, assemble the second cabinet fromthe same lot and to be subjected to same inspection and test proceduresconducted to the first assembled cabinet, if the second assembled cabinet isagain found to have the defects similar with the first assembled cabinet, reject the entire lot and discuss with the Supplier the defects found forrectification or replacement. The Supplier shall sort the rejected lot and re-submit the sorted lot to theDepEd inspectors for re-inspection/evaluation.The Supplier/Forwarder upon delivery shall properly assemble the cabinets at thedelivery site (recipient school). The Procuring Entity shall make no payment to theSupplier/Forwarder if the cabinets are found to be: a) not assembled; b) assembly isdefective; and c) not place in the proper location as recommended by the school heador his/her authorized representative/s such as but not limited to Science/TVLLaboratories.
