NAESB Impacts to RS and RTOS WEQ-006 “Manual Time Error Correction” Was “expected” by the “industry” to be retired once the NERC StandardBAL-004-1 “Time Error Correction” retirement was approved by FERC. Inadvertent is NOT a reliability issue. Most FERC jurisdictional entities Open Access Tariff requires compliancewith NAESB Standards.3RELIABILITY RESILIENCE SECURITY

Reliability Security Technical CommitteeWorking Group Retirement Inadvertent Interchange Working Group (IIWG) Retirement Resources Subcommittee (RS) has identified impacts of the working groupretirement to 2020 (and beyond) work plans Some functions will move to NERC Staff (CERTS Tool) “Inadvertent Interchange” Operating Reliability Guideline was scheduledto be reviewed this year – will be pushed to 2021 RS does anticipate the monitor of Time Error (TE) Corrections will continue4RELIABILITY RESILIENCE SECURITY

Area Control Error (ACE) SAR RS “Approved” a Standard Authorization Request (SAR) toaddress the NERC Glossary Term “Reporting ACE” and “ACE” Primary driver of this SAR is potential need to create a Standard thataddress inadvertent accumulation and ongoing practice of nearlycontinuous manual time error corrections ongoing in the EasternInterchange (EI). Will consider a common term similar to Automatic Time Error Correction(“ATEC”) as used in the Western Interchange (WI) definition. Will also address associated terms to ACE and Reporting ACE Due to current workloads on subject matter experts (SMEs) this SAR will befiled at the discretion of the RS Chair.5RELIABILITY RESILIENCE SECURITY

Recent Events of interest to the RS and RTOS Busy Summer-Heat storm with resulting EEAs and Load Shedevents9RELIABILITY RESILIENCE SECURITY

EEA questions with current standards andrequirements Items related to EEAs that the RS will be addressing at futuremeetings: Do entities that are in a declared EEA(3?) need to maintain their FrequencyResponse Obligation? – BAL-003 Do entities that in a declared EEA(3?) need to restore ACE through firmload shedding if a BAAL exceedance is approaching 30 minutes? – BAL-00110RELIABILITY RESILIENCE SECURITY

Capacity Critical HoursOne primary issue identified is the potential need to not onlyaddress minimum and peak load periods, “Critical Hours” areprobably NOT the peak load hours due to large amounts ofbehind the meter solar generation.11RELIABILITY RESILIENCE SECURITY

Documents Approved for IndustryPosting ACE Diversity Guideline (ADI) RS will be “reviewing” footprint and operational changes to existing ADIprograms as they occur. Operating Reserve Management Guideline Balancing and Frequency Control Technical ReferenceDocument12RELIABILITY RESILIENCE SECURITY

Real Time Operating SubcommitteeEastern Interconnection Frequency Monitoring CriteriaReal Time Operating Subcommittee MeetingNovember 4, 2020RELIABILITY RESILIENCE SECURITY

Review of Frequency Monitoring CriteriaReview of the Frequency Monitor Criteria Currently Tennessee Valley Authority (TVA) has been theEastern Interconnection (EI) Frequency Monitor since 2005 Frequency criteria for frequency deviations have beenestablished as: Greater than 60.05 Hz for at least 10 continuous minutes Less than 59.95 Hz for least 10 continuous minutes .03 Hz deviation from scheduled frequency for at least 20 minutes2RELIABILITY RESILIENCE SECURITY

Frequency Monitoring Criteria Does the current criteria still meet the current industry standardestablished in 2005 by the Reliability Coordinator WorkingGroup (RCWG) and the Operating Reliability Subcommittee(ORS) in September 2005? Should the frequency monitor be retired due to the BAALstandards being in place over the past several years? Is the EI frequency monitor still warranted? Should another RC organization become the EI frequencymonitor to relieve TVA of this duty?3RELIABILITY RESILIENCE SECURITY

review. A program-based budget review can help ensure a return on investment for all expenditures. As part of that effort, the Group established a Subcommittee. The Group asked the Subcommittee to come up with a way to gauge and portray how many and which schools efficiently achieve high results. This report is the result of that Subcommittee work.

1.1 Hard Real Time vs. Soft Real Time Hard real time systems and soft real time systems are both used in industry for different tasks [15]. The primary difference between hard real time systems and soft real time systems is that their consequences of missing a deadline dif-fer from each other. For instance, performance (e.g. stability) of a hard real time system such as an avionic control .
