Welcome toWhat Does EBT mean?EBT means Electronic Benefits Transfer. The Virginia EBTcard is like a debit card that lets you access your SNAPaccount at grocery stores. You access your account byswiping your card and entering your secret PIN.What is a PIN?PIN means Personal Identification Number. You must havea 4-digit PIN to use your card and access the benefits inyour SNAP account. To choose a PIN, you call 1-866281-2448 and follow the instructions. You will need thefollowing when you call:- Virginia EBT Card Number- Social Security Number- Birth DateIf you don’t have a Social Security Number, you will needyour SNAP case number.TIPS on choosing and caring for your PIN: Choose a PIN that is easy for you to rememberbut hard for someone else to figure out if they findyour card. Don’t use numbers that are easy for someone tofigure out, like your address or phone number. Memorize your PIN. Do NOT write it on anythingyou carry with you. Do NOT write it on your EBTcard or card sleeve.If you forget your PIN, call 1-866-281-2448 and choose anew PIN before you go to the store. If you enter the wrongPIN at the store, the point-of-sale (POS) machine will denyyour transaction with the message “INVALID PIN”. Afterfive (5) wrong PIN attempts, your card will not work until12:01a.m. the next day, unless you call 1-866-281-2448and choose a new PIN.If someone finds your card and the PIN is with it, thatperson could swipe your card, enter your PIN, and spendthe money in your account. If that happens, benefits willnot be replaced.

When do I receive my benefits? How muchdo I get?The Notice of Action you received upon approval for SNAPbenefits indicates your monthly benefit amount and for howmany months. Your benefits are automatically depositedinto your EBT account right after midnight on your assignedmonthly issuance day, even if it is a weekend or holiday.Issuance dates are determined by the last digit of yourcase number. Case numbers ending in 0,1,2, or 3 areavailable on the 1st of the month, cases ending in 4 or 5are available on the 4th of the month, cases ending in 6 or7 are available on the 7th of the month, and cases endingin 8 or 9 are available on the 9th of the month.”How do I know how much money isin my account?Before you shop, KNOW YOUR BALANCE by any ofthese ways: Save your receipts. The receipts always show howmuch you spent and how much is left in your account. On the Internet, go to www.ebt.acs-inc.comand follow the Virginia link. Besides your balance,you can see your last 90 days of transactions online,too. Call 1-866-281-2448. Some grocery stores have a point-of-salemachine in their customer service area, where youcan swipe your card and check your balance beforeyou shop.Where can I shop?At any store displaying the Questlogo or Virginia EBT card. If youdon’t see those signs, ask themanager or cashier if they acceptthe Virginia EBT card before youshop. Some retailers like a Farmer’s Market or RouteVendor also accept EBT cards; ask them if you are not sure.

What can I buy with my Virginia EBT card?You can buy the following items with your Virginia EBT card: Any food to be eaten at home by people, includingbaby food, non-alcoholic beverages, and seasonings. Seeds and plants to grow food for your own family’sconsumption.SNAP purchases are not charged sales tax. You may usemanufacturer’s cents-off coupons to reduce the cost ofyour groceries, but you will have to pay sales tax on thevalue of the coupons.You cannot buy non-grocery items with the Virginia EBTcard, such as cleaning products, pet food, paper products,alcohol, or tobacco. You will have to pay for those itemswith cash, by check, or a credit or debit card.You can not access cash from a grocery store or ATM withyour Virginia EBT card.How do I use my EBT card at the store?After you complete your grocery shopping, proceed to acheckout lane. Tell the cashier that you areusing your Virginia EBT card. You or the cashier swipes yourcard through a POS machine. Cashier enters the amountof the purchase. Check the total to make sure it iscorrect. YOU must enter your secret 4-digit PIN on the PINpad. Never tell the cashier or anyone else your secretPIN. Never ask the cashier to enter your PIN for you. The machine prints a receiptshowing your beginningbalance, the amount of yourpurchase, and the amount leftin your Food Stamp account.SAVE YOUR RECEIPT. It is the easiest way to knowyour balance. What if I don’t have enough money in mySNAP account to cover the groceries?Let the clerk know before you check out. You can pay foryour groceries using a combination of your Virginia EBTcard and cash (or by check, or credit or debit card), but theclerk will need to know before you try to pay. Some storecash registers have a special key to push in order to accepttwo methods of payment. You may have to pay the cashamount before you can pay using your Virginia EBT card.What if a store’s EBT machine is notworking or the store does not have a cardreader?Some places that sell groceries might not have cardreaders, like a Farmer’s Market or Route VendorSometimes the EBT machines aren’t working in the stores.In these situations, the cashier fills out a paper voucher withthe amount of purchase and calls the Retailer CustomerService Help Desk to get an authorization number foryour purchase, and enters that number on the voucher.Make sure the amount is right, and then you must sign thevoucher. Keep a copy for your records.How should I take care of my VirginiaEBT card?Keep your EBT card. It can be used month after month. Ifyou forget your card at home, you cannot use your SNAPbenefits.If your card is lost, stolen or damaged, call 1-866-281-2448immediately to report it. Stay on the line after the systemasks for your card number - if you don’t have your cardnumber, you will be told to press 2 to report the card lost,stolen or damaged.

TIPS on caring for your Virginia EBT card: Keep your card safe and clean, like you would acredit card. Keep the black stripe on the back free fromscratches. Do not bend or twist it, or use it to scrapewindshields or open door locks. Do not store it near magnets, like handbagclasps, refrigerator magnets or TVs.Do I have to use all my benefits in onemonth?You do not have to spend all your benefits each month.Benefits you do not use stay in the account and roll over tothe next month. But if you do not use your card at all, after150 days you will get a letter telling you your account willbe frozen after 180 days if you do not buy something. Onceyour account is frozen, you will have to call your local socialservices worker to reactivate it. Sometimes people who geta small amount each month want to save it up. That is OK,but buy something every few months so the account will notbe frozen. If you do not use your benefits within 365 days,they will be removed from your account. Once removed, theycannot be returned to you.How do I protect my SNAP benefits?If your card is lost or stolen, call 1-866-281-2448immediately. When entering your secret PIN on the PINpad, be sure no one else can see what numbers you areentering. If someone else knows your PIN and uses yourbenefits, your benefits will not be replaced.
