IntroductionOccupational Employment Statistics (OES) is a program of the U.S. Department of Labor, Bureau ofLabor Statistics (BLS). This federal-state cooperative program produces employment and wage estimatesfor nearly 867 occupations.Each year, the Employment Security Department’s Labor Market and Economic Analysis divisioncompiles occupational employment and wage estimates for Washington state. The data are presentedstatewide, for metropolitan statistical areas (MSAs) and for nonmetropolitan areas (NMAs). All data areat the cross-industry level. For more information go to es on estimatesThese occupational employment and wage estimates are based on the spring 2020 Occupational EmploymentStatistics survey. Data collected from the survey includes employment counts, occupations and wages from more than4,221 Washington state employers. Data from the spring 2020 survey are combined with the fall 2017, spring and fall2018 and spring and fall 2019 survey panels to create a sample size of more than 26,474 employers. Wage estimates areupdated to a March 2021 level using Employment Cost Index (ECI) factors. Employment estimates are benchmarkedto an average of November 2019 and May 2020 employment.The estimates in this publication are based on the 2010 Office of M anagement and Budget (OMB) area definitions,the 2017 North American Industry Classification System (NAICS) codes at the four-digit level and the full 2018Standard Occupational Classification (SOC) code manual. Occupation and wage estimates are not provided forfarms, the self-employed, owner/partners in unincorporated firms, the military, household workers or unpaid familyworkers. Estimates for some occupations or wage levels may be suppressed because they do not meet BLS publicationstandards or due to small sample size. These include occupations with an estimated employment of fewer than 10people. Dashes shown in the data columns indicate suppressed data.Estimation changesThe May 2020 percentile wages can be estimated to 100.00 per hour or 208,000 per year. All ofthe microdata in the estimates were collected under these newer wage intervals. Definitions25th Percentile – Twenty-five percent of all wage earners earn below the wage rate specified.50th Percentile – Fifty percent of all wage earners earn below the wage rate specified. The 50thpercentile is the median wage.75th Percentile – Seventy-five percent of all wage earners earn below the wage rate specified.Annual wage – In instances where hourly rates are reported, the annual wage is calculated bymultiplying the hourly rate by 2,080 hours. This is the annual equivalent of working full-time at 40hours per week.Average wage – The sum of all reported wage rates divided by the number of rates.Employment cost index (ECI) – The employment cost index measures changes in wages, salaries andbenefits for civilian workers. This includes private industry and state and local government. The ECI ispublished by the federal Bureau of Labor Statistics and can be found at http://stats.bls.gov/ncs/ect/.Estimated employment – An estimate of the total number of workers employed in a specific occupation.Metropolitan Statistical Area (MSA) – A county or group of counties that are economically related havinga principal city or urbanized area with a population of at least 50,000 people. A MSA may includecontiguous counties from neighboring states and is also called a metro area.Nonmetropolitan Area (NMA) – One of two groups of counties in Washington state not included in ametropolitan statistical area. Each county group is considered economically related.Standard Occupational Classification (SOC) – The SOC system is used to sort and define nearly 867occupations. The standardized system allows comparable research and reporting by individual statesand the federal government. Effects of COVID-19 pandemic on the May 2020occupational employment and wage statisticsDue to features of the Occupational Employment and Wage Statistics (OEWS) methodology, the May 2020 OEWSestimates do not fully reflect the impact of the COVID-19 pandemic. Estimates for a given reference period arebased on a sample of 1.1 million business establishments collected in six semiannual panels for three consecutiveyears. Each year, two new semiannual survey panels are added, and the two oldest panels are dropped. Older panelwage data are aged to reflect the reference date of the estimates, and employment data are benchmarked to reflectknown employment for the average of the two most recent panels. Using six data panels to produce each set ofestimates allows data to be produced at very detailed levels of occupation, geography, and industry, but also meansthat sudden changes in staffing patterns or wages are reflected in the OEWS estimates only gradually.The May 2020 employment and wage estimates were calculated using data collected in the May 2020, November2019, May 2019, November 2018, May 2018, and November 2017 semiannual panels. Because five of the six surveypanels used to produce the estimates date from before the COVID-19 pandemic, only the most recent (May 2020)survey panel would reflect changes in occupational proportions related to the COVID-19 pandemic.The employment from the six panels has been benchmarked to the average of the November 2019 and May2020 employment from the Quarterly Census of Employment and Wages (QCEW) for each industry/area cell.The November 2019 QCEW employment data precede the COVID-19 pandemic, and therefore do not reflectthe effects of the pandemic. The May 2020 QCEW data reflect the early employment effects of the COVID-19pandemic. Because the OEWS employment estimates are benchmarked to the average of QCEW employment forNovember 2019 and May 2020, the estimates will reflect only part of the pandemic’s impact on employment as ofMay 2020.In addition, as a result of the pandemic, response rates for the November 2019 and May 2020 panels were lowerin some areas. This is due to the timing of attempts to collect data from employers during the months followingboth reference dates. Lower response rates may negatively affect data availability and data quality. To minimizethe impact, a supplemental nonresponse follow-up mailing and additional targeted nonresponse follow-up wereconducted.
