3FOREWORDThis Specification lays down the quality of materials, the standards ofworkmanship, the testing methods and the acceptance criteria for civil engineeringworks undertaken for the Hong Kong Government. It supersedes “Public WorksDepartment, Civil Engineering Office and Highways Office General Specification forCivil Engineering Works, 1977 Edition” and “Water Supplies Department, GeneralSpecification for Civil Engineering Works, 1987 Edition”.The Specification is to be cited as “General Specification for Civil EngineeringWorks, 1992 Edition (Hong Kong Government)”. It is compatible with “GeneralConditions of Contract for Civil Engineering Works, 1990 Edition (Hong KongGovernment)” and “Standard Method of Measurement for Civil Engineering Works,1992 Edition (Hong Kong Government)”. Where necessary, it should besupplemented by a Particular Specification.This new Specification was produced over a six-year period under theguidance of a Steering Committee which comprised members from all the mainGovernment departments concerned with the execution of civil engineering works.The drafting of each Section was carried out by a Working Party consisting ofindividuals who possessed the appropriate knowledge and expertise. Drafts of theSections were circulated for comment inside and outside the Government beforefinalization. The published document therefore takes account of recent technologicaladvances and their application to civil engineering works in Hong Kong. The overallco-ordination for the document, and its final editing and production, were theresponsibility of the Standards Unit of the Civil Engineering Department.March 1992
