Service Agents that are required to contact thePQC, must do so PRIOR to any assemblyreplacement and BEFORE submitting the abovelabor operations in GWM.For more information on the PQC Process, see thePQC Process section in this Bulletin. For moreinformation on submitting Transactions, see theTransaction Submission and Assembly Returns sectionin this Bulletin.Part Restriction and Exchange ProgramAll Service Agents are required to contact the PQC forthe following components: Current parts restriction on the Allisontransmission. Current parts restriction on the Duramax dieselengine. Any component listed in a current parts restriction. A current assembly exchange program.The Service Department Personnel should review theapplicable documents related to the Part Restriction orExchange Program and be prepared to providediagnostic information.Bulletin No.: 02-07-30-029ZCustomer SatisfactionThere may be situations where an assembly can berepaired, but due to customer satisfaction reasons anassembly replacement should be considered. In thesecases the service department personnel should reviewthe concern with their DMA, in Canada the DM-CCSP.Service Agents required to contact the PQC must beprepared to provide diagnostic information as well as acompleted repair/replacement estimate portion of theCost Comparison Worksheet for Assembly Repair vsReplacement. Service Agents required to contact thePQC, must advise the PQC when the DMA, in Canadathe DM-CCSP or the Brand Quality Manager (BQM)authorizes the replacement of an engine, transmissionor transfer case assembly for Customer Enthusiasmpurposes vs repair.Service Agents Working With PCC (UnitedStates Only)All Service Agents that are working with the PCC toreimburse Independent Service Centers (ISC) mustcontinue to follow the existing PCC processes.PQC ProcessPQC Inbound-Outbound Email HandlingDealers that are currently required to contact the PQCby calling them by phone prior to replacing anassembly, now have the ability to use the PQC emailaddress to email them the completed NEW web formswhich are: the Gas Engine, Diesel Engine andAutomatic Transmission Authorization Assembly andCost Comparison worksheet and are found inGlobalConnect under Service Forms.The following still applies prior to contacting the PQC:If diagnosis performed by the Service DepartmentPersonnel indicates a need for an engine, transmissionor transfer case assembly replacement, then ServiceAgents currently required to contact/call the PQC mustperform the following actions prior to replacement andbefore contacting the PQC:1. Complete the Calibration Verification Numberprocess as outlined in the latest version of:– Corporate Bulletin #14-06-04-003: IdentifyingNon-GM ECM Calibration Use and Power-upHardware Detection in Duramax Diesel EnginesUsing GDS 2– Corporate Bulletin #08-06-04-006 for Duramax Diesel Engines– Corporate Bulletin #09-06-04-026 for GasolineEngines/Transmissions2. For automatic transmissions only, perform atransmission fluid pressure test and a transmissioncooler flush and record the code.

Document the Condition and Cause including anydiagnostic trouble codes (DTCs), symptoms, ScanTool Snapshots and any other useful informationobserved and recorded by the technician. Thetechnician must have detailed information requiredfor proper root cause analysis and productconcerns correction. This information is veryvaluable in ensuring that the replacementassemblies and current production parts help tocontinually improve GM products.4. Record the serial number of the failed assembly.5. Complete the: Cost Comparison Worksheet forAssembly Repair vs Replacement form for theappropriate assembly category.6. Complete the: Repair Estimate: ReplacementComponent Assembly Estimate: section of theform. Accurate repair vs replacement costestimates (include the markups) are ESSENTIALin order to eliminate a second call to the PQC.7. Have the Job Card number, VIN and the ServiceAgent BAC code ready when calling the PQCalong with a detailed Customer Concern.8. When the engine cannot be repaired, the PQCrequires that .jpg files (pictures) be emailed to thePQC showing why the engine cannot be repaireddue to extensive cylinder block damage. Also,when requesting an assembly replacement tocorrect a noise condition, Service Personnelshould be prepared to provide a 30 second Soundfile documenting the engine noise.Page 3We are requesting that all Service Technicians use thisopportunity to help GM Engineering understand howand why a given component has failed. Scan the completed Job Card and attach it tothe Transaction in GWM.Notice: The Warranty Support Center requires thatthis action is performed on every Transaction2. Scan the completed Repair Estimate:Replacement Component Assembly Estimate:worksheet of the Cost Comparison Worksheetfor Assembly Repair vs Replacement andattach it to the Transaction in GWM.3. When applicable insert the transmission flush codein the labor operation dependency field.4. Enter the serial number of the new assembly intothe: “Serial Number” field which will appear inthe: “Parts Section” of the Transaction.5. Enter the serial number of the failed assembly intothe: “Comment” field.6. Route for GM authorization (H route) all engine,transmission or transfer case replacementTransactions.Known Product Issues and DMA, DM-CCSP orBrand Quality Manager AuthorizationsA situation may arise when a Service Agent contactsthe PQC and is subsequently transferred to theTechnical Assistance Center (TAC) and then advisedthat the condition being reported by the Service Agentis a known product issue.Also, there are instances when the DMA, in Canada theDM-CCSP or the BQM may have authorized thereplacement of the major assembly. In these situations,the Service Agent may be advised that a replacementassembly is the only way to resolve the issue. If this occurs, the dealer should document theReplacement Component Assembly Estimatesection of the Cost Comparison Worksheet forAssembly Repair vs Replacement in thefollowing manner:1. Complete all of the basic information at the top ofthe worksheet, including the Customer Concern:field.2. Then, proceed to the: TAC case number:field and enter the TAC Case Number.Notice: In the case of DMA/DM-CCSP or BQMauthorization, complete this step.Bulletin No.: 02-07-30-029Z3. In the case of DMA/DM-CCSP or BQMauthorization, enter the name of the GMRepresentative and accompanying text stating thenature of the authorization in the white section textbox of the: Repair Estimate:4. Attach the worksheet to the Job Card.On the Job Card, document the serial number of boththe failed assembly being removed and thereplacement assembly being installed and transmissionflush code as applicable.If applicable, attach the completed CalibrationVerification Number (CVN) as applicable to the JobCard and place it in the Service Agent vehicle servicehistory file.Returning an Assembly to the Warranty PartsCenterService Agents may be requested to return theassembly to the Warranty Parts Center for inspection.Failure to perform the following procedures may resultin a debit for the repair.When returning an assembly the following must beattached to the return shipping container as indicatedby the instructions supplied with the new assembly:1. A legible copy of the Job Card containing the serialnumber of BOTH the failed assembly beingreturned and the replacement assembly beinginstalled.2. Document the transmission flush code (asapplicable).3. A completed Calibration Verification Number (asapplicable).4. A completed Cost Comparison Worksheet forAssembly Repair vs Replacement. All fluids must be drained and proper packagingprocedures observed and followed.
