Ministry of Tribal AffairsGovernment of IndiaMinutes of the Review Meeting with State/UTsA review meeting with States/UTs was held under the Chairmanship ofSecretary, Tribal Affairs, Government of India virtually between 7.06.2021 to14.06.2021 to review and discuss various issues under the schemes of the Ministry.List of participants is at Annexure 1.2.During the meeting the following agenda points were discussed in details with theStates.3.Agenda 1: Pending UCs and PPRa. The matter of submission of UCs was discussed in details and the States wererequested to furnish the pending UCs at the earliest so as to facilitate furtherrelease of funds under various schemes.b. The scheme wise UC pendency status is at Annexure 2.Agenda 1.1: Sharing of Best Practices which can be adopted.a. Ministry has been funding a wide range of projects including livelihood, health,infrastructure, education etc based on the requirements of States. In order toknow the impact of these projects in changing life of tribal people and tribalareas at large, the States have been asked many times to submit best practicesand share a brief on at 1-2 projects undertaken in last 3-4 which can beshowcased. Based on inputs from States, Ministry would like to do impactstudy and would collect photos, videos and reports on success of theproject. States were again requested to submit the success stories and bestpractices.b. Adigrams portal which launched by the Ministry also has provision for sharingthe same. The States may make use of the portal to highlight theirachievements and facilitate knowledge sharing through the best practices.4.Agenda 2: Status of submission of proposals for 2021-22 financial year afterdue approval of Empowered Committee.The PAC meeting for the year 2021-22 will held as and when States submit theirproposals for current year. For this States were requested to prepare their annualaction plan for the schemes of PVTGs and Article 275 (1) and submit the sameafter due approval of the empowered committee. The following aspects may bekept in mind while preparing the proposal:a. The proposal should be prepared keeping in view the overall share of allocationunder the particular scheme. In case the proposal is of a higher amount thanthe share of allocation then the projects should be listed in the order of priority.b. Prior to submission of proposals, States must ensure that details of the projectssanctioned during last 3 years are entered in Adigrams portal.c. Since the scheme of SCA to TSS is being revamped as a new scheme, anycommitted liability under the old scheme of SCA to TSS must be incorporatedin the proposal for Article 275 (1) grants.Page 1

Ministry of Tribal AffairsGovernment of Indiad. In view of the unprecedented Covid 19 crisis, health related projects may begiven priority while submitting proposals.e. In PAC meeting, the projects are approved based on entitlement of State for aparticular financial year. However, funds are released to States based on thesubmission of UC and uploading of PPR. If a particular project is approved byPAC and funds for that project has not been released to State, and State wantsto take that project, the State would be required to bring that project in next yearPAC. States were asked to reconcile projects sanctioned in PAC and fundsreleased in the following format before bringing proposals for current year, sothat committed liabilities for previous projects can be sanctioned first.FYProject sanctioned by Amount released for Committed liabilityPACthe projectf. States are also requested to take projects related to tribal health and Sickle Cellas communicated by Secretary (TA) to Chief Secretary of States vide DO No17014/01/2015-SG(II) dated 18.06.20215.Agenda 3: Uploading of data on Adigrams (www.grants.tribal.gov.in), EMRS(www.emrs.tribal.gov.in) and Scholarship Portal.a. It is seen that while uploading of data at State level is being done, uploading offinancial data and physical progress at the level of Implementing Agency wasyet to commence in most cases.b. Further, financial progress of projects indicated that funds, though released byCentral Government, for implementation of the sanctioned projects, were notfurther released by State Governments/UT Administration to the ImplementingAgencies, thus delaying the projects and possibly leading to escalation in costs.c. Keeping this in view, all State Governments/UT Administrations are requestedto look into whether funds have been released to Implementing Agencies andif so, to monitor the progress of the works, so as to complete them in a timebound manner and to correspondingly upload the progress on the portal.d. In case funds have not been released by the State Governments/UTAdministration to the Implementing Agency, the same may be followed up withthe concerned authorities so that the projects get completed in an expeditiousmanner.e. There is no need for sending separate physical progress report (PPR) for theprojects sanctioned in earlier years under SCA to TSS, Article 275 (1) andPVTGs. The data uploaded in Adigrams portal shall be considered as PPRsand therefore, the process of data uploading in the portal needed to beexpedited.f. The State/UT- wise position of uploading on Adigrams portal is at Annexure 3.Page 2

Ministry of Tribal Affairs6.Government of IndiaAgenda 4: Eklavya Model Residential Schoolsa. Identification of land for EMRS sanctioned between 2018-19 & 2020-21and to be sanctioned during 2021-22.During 2018-19 to 2020-21, in respect of 216 locations, all land relatedformalities have been completed and sites have been handed over to theconstruction agencies. There are still 84 locations for which land formalities areto be completed by the concerned States/UT. State/UT wise summary isat Annexure 4. Similarly, out of the 152 schools to be sanctioned during 202122, only 32 locations have been identified by the States.The State/UT Governments are requested to take proactive action in identifyingsuitable land and complete all the required formalities before handing over theland to the construction agencies. This may be expedited and land at allremaining locations needs to be handed over to the agencies as committed bythe States during the meeting. States were requested to intimate locationswhere there are issues in finding land.b. Progress of construction of EMRSs sanctioned prior to 2018288 EMRSs were sanctioned prior to 2018 under Article 275 (1). Out of thisconstruction has been completed at 198 locations while construction is inprogress in 70 locations. The work of construction is yet to start in 20 locations.State wise summary is at Annexure 5. This is a very critical matter as many ofthese schools were sanctioned long back. The State Governments arerequested to review the progress of these schools individually and takenecessary steps to complete the construction work at the earliest. Thoseschools where land availability is difficult, should be communicated andalternate locations should be suggested.c. Status of CBSE affiliation of EMRSs under State BoardOut of the 367 schools currently functional only 192 schools are affiliated toCBSE. As per the MoU entered between NESTS and State EMRS Society, theaffiliation of all functional schools to CBSE have to be completed in a timebound manner. States may submit their applications of the remaining schoolswith CBSE and also share the details with NESTS for necessary follow-up withCBSE in case they are facing any problem. NESTS was asked to organise ameeting with Commissioner CBSE for this purpose and resolve any issuespending with CBSE.d. Adoption of RR framed by NESTS to be adopted by State SocietiesNESTS had circulated model Recruitment Rules among the State EMRSSocieties and the same was supposed to be notified by the State EMRSSociety. The same may be expedited as the process of a centralised testthrough NTA is in progress. NESTS may complete this exercise in a timebound manner and upload the necessary data in Information booklet. As theteachers and other staff of EMRSs were to be recruited by the respectiveStates, it was essential that the RRs must be notified at the earliest. Statesassured that the RRs will be notified as early as possible.Page 3

All States/UTs are requested to release scholarship amount to students for theacademic year 2020-21 urgently and submit UC and data on DBT Portal onpriority.b. States were asked to submit schedule for opening online scholarship portalsfor 2021-22 and submit proposals for 2021-22.c. All States/UTs need to upload complete beneficiary data under Pre-Matric andPost-Matric Scheme for the year 2019-20 and 2020-21 on DBT Tribal Portal ofthe Ministry.d. It was requested that Statement of expenditure (SoE), Proposal and UtilizationCertificate (UC) must be furnished by States/UTs so that further funds can bereleased under Pre-Matric and Post-Matric Scholarship Scheme.e. States/UTs to ensure that the scholarship amount is released to eligible STbeneficiaries in time so that their study is not hampered. As the Centralcomponent depends on the release of the State share, it is necessary thatStates/UTs complete their verification processes in time.8.Agenda 6: Initiatives taken in tribal areas in view of COVID 19 crisisa. State Governments have been requested earlier to periodically update theMinistry with the various steps/ initiatives being taken in tribal areas in view ofthe Covid 19 crisis.b. Many States shared the steps being taken in different spheres includinglivelihood and health related aspects.c. It was emphasized that steps may be taken to organize special drives in thetribal areas for vaccination and in the PVTG dominated areas.d. Awareness programmes in the local tribal language could also be organized inthe tribal areas.e. State/UT Tribal Welfare Departments must be in continuous contact with thedistrict officials of tribal areas so that urgent action may be taken for bothpreventive measures and treatment.9.Agenda 7: Invitation to National and International achievers/celebrities as"Special invited Guests" to the Republic Day Parade, 2022.a. States have been requested to identify and provide name & contact details oftribal achievers whom the Ministry would like to recommend for inviting to the75th Year Republic Day Parade celebrations and indicate a specialcontribution/achievement of the person in a few lines. Ministry of Defence hasstated to not include any serving officials in the list for whom invitations will besent as per usual protocol.b. Information has been received only from Rajasthan and Uttar Pradesh. OtherState/UT Governments are requested to expedite the matter and share thedetails at the earliest.Page 4

Ministry of Tribal AffairsGovernment of India10. Agenda 8: Integrated village development schemea. It was informed that MoTA is in the process of implementing a transformedscheme of ‘Special Central Assistance for Tribal Development (SCA for TD)’also called ‘Pradhan Mantri Adi Adarsh Gram Yojana (PMAAGY)’ with the aimof transforming villages with significant tribal population into model village(Adarsh Gram) in a phased manner wherein ST people would have access tobasic services and infrastructure facilities to enable them live with dignity andutilize their inherent potential to the fullest. State Government was alsoinformed of the D.O. letter written by Secy (TA) to all the Chief Secretaries andPrincipal Secretaries on 26.05.2021 for preparatory exercise to be done forsmooth implementation of the transformed scheme of Special CentralAssistance for Tribal Development (SCA for ITVD). Village-wise data and broadcontours of the scheme of SCA for TD were also shared with the States/UTs.b. The scheme of SCA for ITVD will facilitate ST people to have access to basicservices and infrastructure facilities by covering gaps in 14 sectors ofdevelopment through appropriate convergence of resources at State TribalSub-Plan (TSP), Schedule Tribe Component (STC) with Central Line Ministries,Finance Commission grants, District Mineral Funds etc. MoTA has conducteda gap analysis based on Census 2011 data and Mission Antyodaya datamaintained by the Ministry of Rural Development (MoRD). Through the analysisit has been found that there are about 1,45,000 tribal villages with ST population 25% where gaps exist in various sectors of development including health,education, livelihood, housing, road connectivity, mobile internet connectivity,vocational training, drinking water, electric supply etc.c. In the first phase of five years, 36428 villages with at least 50% tribal populationand 500 STs will be taken up under the scheme. Secy (TA) emphasized thatState Government may verify this village-wise gap analysis data and preparean Action Plan for villages to be taken up during 1st year of implementation i.e.,2021-22 while ensuring convergence of resources at State Tribal Sub-Plan(TSP), Schedule Tribe Component (STC) with Central Line Ministries, FinanceCommission grants, District Mineral Funds etc. as detailed in Broad countersof the scheme of SCA for ITVD. Most of the States responded that as per theletter written to Chief Secretary, preparatory work has been started to identifyvillage database and do consultations among related departments.11. Agenda 9: FRAa. The hearing in the Hon’ble Supreme Court in the pending case may beexpected to take place soon. State Governments and UT Administrations arerequested to ensure that the contents of their respective affidavits filed in theHon’ble Court be adhered to. States/UTs should also keep in mind the timelinesthat have been submitted to the Court.b. Data on rejection of cases should be thoroughly examined and reasons forrejection should be documented for each case.c. State wise status of receipt of MPR and other issues is at Annexure 6.Page 5

Ministry of Tribal AffairsGovernment of India12. Agenda 10: NCST Annual Reports Compliances.a. The National Commission for Scheduled Tribes (NCST) submitted its12th Report for the year 2016-17 to the President which was communicated toall the concerned Governors / Lt. Governors of the States/UTs vide thisMinistry’s letter no 18012/01/2020-NCST dated 28.07.2020. The NCST alsosubmitted its 13th Report for the year 2017-18 which was again communicatedto all the concerned Governors / Lt. Governors of the States/UTs vide thisMinistry’s letter no 18012/02/2020- NCST (pt.) dated 13.08.2020.b. The State/UT Governments were requested that the recommendations/observations contained in the said report pertaining to the State Govt./UTs mayplease be examined on priority basis and a report indicating the action taken orproposed to be taken on the same or reasons for non-acceptance orrecommendations /observations as the case may be laid in the respectivelegislature as per clause 7 of the Article 338A of the Constitution and furnishaction taken report to this Ministry.c. Secretary (TA) emphasized upon the great significance of these Reports of theCommission and advised the Principal Secretaries/ Secretaries to personallysupervise the matter, so that there is no delay in reporting on Action Taken.Agenda 10.1 Status of National Tribal Policy and Xaxa (HLC) Committeea. A High-Level Committee (HCL) under the chairmanship of Prof. Virginius Xaxahad been constituted on 14.08.2013 to prepare a status paper on socioeconomic status of Scheduled Tribes and suggest way forward.b. The HLC submitted its report on 29.05.2014 containing 108 recommendationscutting across various issues being dealt with by different Central Ministries /Department as well as State Government viz (i) Legal and Administrativeframework (ii) Livelihoods and Employment Status, (iii) Education, (iv) Health,(v) Land Alienation, Displacement and Enforced Migration (vi) Legal andConstitutional Issue and (vii) Delivery of Public Goods and Services.c. Recommendations were forwarded to 20 Ministries / Departments and 28 TribalWelfare Department of States to furnish their views. 20 Ministries and 16 stateGovernments have furnished their views so far. Thus, views from 12 stateGovernments are yet to be received.d. States/UTs are requested to furnish their inputs at the earliest, so that it can beused in formulation of the National Tribal Policy.13. Agenda 11: Monitoring of State TSPa. Ministry vide letter No. 14014/42/2019-TSP dated 17.05.2021 requested to theState Govt. to share Allocation and Expenditure under State Tribal Sub Planduring 2020-21 to 2021-22. The same may kindly be expedited and submittedat the earliest.b. States/UTs have to earmark TSP funds from the total plan outlays (notexcluding the investments under Externally Aided Projects and any otherPage 6

Ministry of Tribal AffairsGovernment of Indiascheme), not less than the population proportion of STs in State as per 2011Census. It has been observed that there has been less allocation under theState TSP in some States. States were advised to ensure proportionalbudgetary allocation.c. States have to constitute an Executive Committee, chaired by Chief Secretaryto be responsible for appraisal of the TSP schemes of different line departmentsfor inclusion in Annual TSP. Most of the States have constituted ExecutiveCommittee under the chairmanship of Chief Secretary.d. It was also impressed upon the States that ensuring optimal utilisation to getoutcome-based results is more important that just making proportionalallocations.14. Other Issues:a. Procedure for release of funds under the Centrally Sponsored Schemes(CSS) and monitoring utilization of the funds released:In reference with the DoE (Ministry of Finance)’s letter vide F.No.1(13)PFMS/FCD/2020 dated 23.03.2021 regarding procedure for release of fundsunder the Centrally Sponsored Scheme (CSS) and monitoring utilization of thefunds released, all the States/UTs are requested to undertake preparatoryactivities on priority to implement the new procedure from the stipulated datei.e., 1st July, 2021.b. Vigilance Matters:i. State Government of Madhya Pradesh is yet furnish the final report on theissue of complaints received regarding diversion of funds released to Govt.of MP for Organic Agriculture Support Programme under the scheme ofSCA to TSS and PVTG.ii. State Government of Jharkhand is yet furnish the final report on the issueof complaint regarding misappropriation of public funds by a voluntaryorganization. The said fund/ grant in aid was released under the scheme ofGrant in aid to Voluntary Organisation working for the welfare of STs.c. Parliament Matters:State Government of Uttar Pradesh to furnish the desiredinformation/comments so as to enable this Ministry to fulfil long pending LokSabha Assurance on LSUQ No. 3456 dated 08/08/2016 raised by Shri BhaironPrasad Mishra, MP regarding "Vacant quota for ST in Government job".Based on the information forwarded/received from Social Welfare Department,Government of UP, the following part of reply has been treated as anassurance:'“However, if vacancies of reserved category remained unfilled, thenthese may be filled up in coming selection year through specialrecruitment drive”.Page 7
