2 THE STAR NEWSCHARTER COMMISSIONAGREES ON PROPOSALS;FINAL VOTE IN JUNEThe 20-member Portland CharterCommission has agreed on a preliminarypackage of reforms for the city’s charter,something like a municipal “constitution,”which would expand the number of citycommissioners and introduce a “rank choice”system for voting.The city attorney’s office is drafting theproposed charter amendments, whichare expected to be released in early May.Residents will have an opportunity tocomment on the proposals during a series ofpublic hearings during the month.Charter Commission members will take afinal vote in June. If at least 15 commissionersapprove of the proposals, they would appearon the Nov. 8 general election ballot wherePortland residents would decide whether toapprove them.These are some of the proposed changes:The city would be divided into fourgeographic districts. Each district wouldhave three members elected to representthe district. The council would have 12commissioners.The City Council would focus on settingpolicy, while a mayor, elected citywide, wouldrun the city’s day-to-day operations with thehelp of a professional city administrator.Instead of voting only for a single candidate,voters would “rank” candidates in order ofpreference.
