AudienceScientific research publishing Who writes scientific papers? Engineers, scientists, educators and researchersfrom: Corporations Academia GovernmentStudents typically writeand present conferencepapers before submittingjournal articles

AudienceBasic Questions1. Are you writing this paper for thesake of writing a paper?2. Or do you want to show how otherscan benefit from your work?

JournalsJournals, Transactions, andLetters are the primarymeans for publishing technicalpapers concerning originalwork in IEEE fields of interest. The primary purpose ofJournals, Transactions, andLetters is to disclose andprovide a permanent archivalrecord of original technicalwork that advances the stateof the art or provides novelinsights.Letters are for the publicationof brief papers, usually threeto four pages in length.

MagazinesMagazines are characterizedby regular and continuingissues with significanttechnical content in additionto general news and regularcolumnsIEEE CommunicationsMagazineIEEE Microwave MagazineIEEE Signal ProcessingMagazineIEEE Instrumentation &Measurement Magazine.

Papers Presented at authors.htmlPapers previously or planned to be presented at/published by conferences will beconsidered for publication under the following conditions. The author must disclose information on conference presentation when the paper issubmitted for review. The author must significant additions/modification to the paper. This could include:new data and detailed analysis of the experimental results; addition ofreferences to the previous work of others (not previous work by theauthors); a discussion of the previous work and how the author’s workexpands or builds on the previous work: a discussion of how the author’sresults compare/contrast the previous work; etc.The author must include a reference the previously published paper in the referencesection. The author should modify the title to reflect the fact that the paper has been“significantly” modified.A description of the modifications must be provided at the time of submission (eitherin the Author’s cover letter, or in a file uploaded with the manuscript.

Duplicate PublicationIEEE's policy on duplicate publication states"authors should only submit original work that hasneither appeared elsewhere for publication, norwhich is under review for another refereedpublication. If authors have used their ownpreviously published work(s) as a basis for a newsubmission, they are required to cite the previouswork(s) and very briefly indicate how the newsubmission offers substantively novel contributionsbeyond those of the previously published work(s)."http://ewh.ieee.org/soc/nps/TNS.htm

Resubmission of PreviouslyRejected Manuscripts (SPS)Authors of manuscripts rejected from any journal areallowed to resubmit their manuscripts only once. At thetime of submission, you will be asked whether yourmanuscript is a new submission or a resubmission ofan earlier rejected manuscript. If it is a resubmission of amanuscript previously rejected by any journal, you areexpected to submit supporting documents identifyingthe previous submission and detailing how your newversion addresses all of the reviewers’ comments.Papers that do not disclose connection to a previouslyrejected paper or that do not provide documentation as tochanges made may be immediately ationsresources/information-authors

tions/ted info for authors.pdfThe abstract must be a concise yet comprehensive reflection ofwhat is in your article. In particular, the abstract must be asfollows.1) Self-contained, without abbreviations, footnotes, or references;it should be a microcosm of the full article2) Between 150-250 words. Be sure that you adhere to theselimits; otherwise, you will need to edit your abstract accordingly.3) Written as one paragraph, and should not contain displayedmathematical equations or tabular material.4) Should include three or four different keywords orphrases, as this will help readers to find it. It is important toavoid over-repetition of such phrases as this can result in a pagebeing rejected by search engines.5) Ensure that your abstract reads well and is grammaticallycorrect.

Paper StructureGood vs. Bad AbstractThe objective of this paper was to propose a human expert-based approach to electrical peak demandmanagement. The proposed approach helped to allocate demand curtailments (MW) amongdistribution substations (DS) or feeders in an electric utility service area based on requirements of thecentral load dispatch center. Demand curtailment allocation was quantified taking into accountdemand response (DR) potential and load curtailment priority of each DS, which can be determinedusing DS loading level, capacity of each DS, customer types (residential/commercial) and loadcategories (deployable, interruptible or critical). Analytic Hierarchy Process (AHP) was used to model acomplex decision-making process according to both expert inputs and objective parameters.Simulation case studies were conducted to demonstrate how the proposed approach can beimplemented to perform DR using real-world data from an electric utility. Simulation resultsdemonstrated that the proposed approach is capable of achieving realistic demand curtailmentallocations among different DSs to meet the peak load reduction requirements at the utility level.VsThis paper presents and assesses a framework for an engineering capstone design program. Weexplain how student preparation, project selection, and instructor mentorship are the three keyelements that must be addressed before the capstone experience is ready for the students. Next,we describe a way to administer and execute the capstone design experience including designworkshops and lead engineers. We describe the importance in assessing the capstone designexperience and report recent assessment results of our framework. We comment specifically onwhat students thought were the most important aspects of their experience in engineering capstonedesign and provide quantitative insight into what parts of the framework are most important.First person, present tenseNo actual results, only describes the organization of the paper

Keywords link to potentialreviewersKeywords should be taken from the taxonomy provided inScholarOne Manuscripts. Using the keywords from the keyword list isessential to the review process because ScholarOne Manuscripts linksthem to names of potential reviewers who are associated with thatarea of expertise, thereby expediting the review process. Weencourage all users to include keywords as part of their accountinformation. If you currently do not have keywords included as partof your account information, you may add them by clicking the "edityour information" button on the main menu. ReviewPossible review decisionsACCEPT: Congratulations! The paper now is entered intoa production process.ACCEPT WITH MINOR CORRECTIONS: One or more ofthe referees have made suggestions for improvement.ACCEPT with MAJOR CORRECTIONS: The paper hasmajor deficiencies that could be repaired by the author.REJECT: If you have a rejection from a top publication, you can try submitting the paper to an other journal.

AudienceWhat IEEE editors andreviewers are looking for Content that is appropriate, in scope and level, for the journal Clearly written original material that addresses a newand important problem Valid methods and rationale Conclusions that make sense Illustrations, tables and graphs that support the text References that are current and relevant to the subject

AudienceWhy IEEE editors and reviewersreject papers The content is not a good fit for the publication There are serious scientific flaws: Inconclusive results or incorrect interpretation Fraudulent research It is poorly written It does not address a big enough problemor advance the scientific field The work was previously published The quality is not good enough for the journal Reviewers have misunderstood the article

REVIEWER AND EDITOR GUIDELINES ofIEEE Power & Energy SocietyTransactionsPresent new methods of analysis or experimentation.Present a new process, design, or technology.Discuss and provide fresh thoughts on the effects ofevolving public and environmental policies on thetechnologies we address and operate.Be written in clear and understandable language.Be of interest to the reader of our journals.Be of long-term value for the profession because ofthe above attributes.

Two situations in which a papershould be returned to the authorfor revisions:If the paper is not written in clear andunderstandable language. In this case the authorsshould have the opportunity and the obligation tomake the paper understandable. Returning a paperunder these circumstances does not imply that thepaper will eventually be accepted. If a paper is otherwise acceptable but has minorissues such as figures being too small to be read, awkward syntax, etc. The author should be asked tofix these defects. In such situations the paper maynot need to be reviewed again.

If a paper is rejected Editors are requested to provide the followingdirections to the authors:If the paper does not fit within the scope of ourTransactions it should not be resubmitted as arevision. If major changes are required the paper may besubmitted considering the reviewers’ comments. Itmust not be resubmitted with a few cosmeticchanges. In its revised form it should meet the criteriafor a Transactions paper.
