LABORATORY H & S PROGRAM0 BUFORWARDUnder the provisions of the Ontario Occupational Health and Safety Act (the Act), theUniversity, as an employer, is responsible for ensuring compliance with the Act andregulations, and for taking every precaution reasonable for the protection of theworker. (Section 25(2) H of the Act)This manual provides general guidelines, procedures and requirements for theprevention of accidents and exposure to chemicals, and is considered the minimum forthe safe operation of a laboratory at the University. It highlights sections from the Actthat affect the operation of a laboratory and allows the University to meet therequirements of Section 25(2) H of the Act.Western Laboratory Health and Safety ManualPage 1 of 71

Four other committees report to this committee, including theEnvironmental and Laboratory Safety Committee2. THE LABORATORY SAFETY COMMITTEE37 B3 6 B3 BMandateWestern University Laboratory Safety Committee is a subcommittee of the UniversityHealth and Safety Committee (UHSC) and makes recommendations to the UHSC on allmatters pertaining to laboratory and environmental safety at Western. In addition toother responsibilities assigned to it by the UHSC this committee will be responsible forreviewing the operational safety of both teaching and research laboratories at theUniversity, and for recommending policies and procedures to improve health and safetyin these areas. It is intended to provide a mechanism whereby knowledgeable inputfrom laboratory practitioners and others is received, reviewed and utilized to advise theUHSC on health and safety matters specific to laboratories and the environment.Terms of Reference1. To make recommendations to the University Health and Safety Committeeonactions and/or policies related to laboratory and environmental safety atWestern University.2. To assess the impact of new and existing safety and environmental policiesandprocedures.3. To monitor and promote compliance with the established policies andprocedures as set out in the most current version of the UniversityLaboratorySafety Manual.Western Laboratory Health and Safety ManualPage 2 of 71

To have specific responsibility to develop and recommend policies,standardsand general direction for the safe storage, use, handling and disposal ofhazardous materials in laboratories within the context of the OccupationalHealth and Safety Act or regulations pursuant to that Act.5. In collaboration with the University Health and Safety Consultant to review,recommend and act as an expert resource for laboratory and environmentalsafety education and training programmes at Western.6. To make recommendations to the University with respect to the appropriateinstitutional occupational health programmes required to achieve the outcomesstated above.If the Environmental and Laboratory Safety Committee makes a recommendation thathas cost implications to capital or operational budgets, this recommendation will beforwarded to the University Health and Safety Committee for further consideration.
