Team Coordination TrainingTCTSpeaking of Currency Maintenance– Reminder the new TCT 4 hour program for initialqualification into the Operations program as well as for therequired 5-Year currency maintenance is the preferredalternative to the 8 hours class– Qualification as a TCT Facilitator for the 4 hour class hasbeen streamlined. PPE (Continued) OIAs and DIRAUXes shall ensure Auxiliarists areproperly outfitted and trained to use required PPE OIAs shall designate at least one Auxiliarist in eachflotilla recommended in writing by the FC as theRescue and Survival Systems Officer to managePPE issuance, training, and maintenance Effective immediately, the only automatic inflatablePFDs authorized for Auxiliary use are those thatare specifically listed in the current R&SS Manual2016 Surface Operations WorkshopResponse Directorate7

PPE (Continued) PLBs must be checked once every 30 days ACR brand PLBs contain an internal timer programmedto coincide with a 5 year battery replacement This timer only allows for one test per month. MembersSHOULD NOT test their PLB more than once in a 30 dayperiod because this will require timer reset sooner thandesigned This can only be done by a special tool that CG unitstypically do not have due to the high cost in purchasing it,requiring the unit to be sent to ACR to be reset2016 Surface Operations WorkshopResponse Directorate8

PPE Reminders All coxswain, crew and PWO must wearan appropriate PFD with all the requiredPPE in a Survival Vest (aka SAR vest), inthe pockets of the PFD or in an approvedwaist belt pocket All PPE must be secured by a 36” lanyardwith a small bowline and overhand knot The new compliance date for Auxiliarymembers is 1 JUN 20162016 Surface Operations WorkshopResponse Directorate10

Coxswain Responsibilities Coxswains shall obtain properly approvedpatrol orders by the OIA prior to gettingunderway for planned missions Coxswains/owners are responsible forensuring the facility inspection will becurrent on the date of the mission2016 Surface Operations WorkshopResponse Directorate20

Coxswain Responsibilities The Coxswain’s responsibility exists from the time theCoxswain steps aboard the facility with the intention toget underway, until leaving it following completion of themission. Crewman Responsibilities Safety of the boat and assigned crew isparamount. ALL members of the boat crew shallspeak up and notify the Coxswain when theyobserve something they feel is unsafe. Important Reminders Cell Phone Texting – Per ALCOAST 382/10The use of cell phones/texting devices and phoneapplications aboard operational vessels isPROHIBITED without permission of the CoxswainAt no time will the operator (helmsman) of thevessel use a cell phone or texting deviceThis has been policy since 2010 and applies toboth Active Duty and Auxiliary. It has appearedin Surface Operations workshops every yearsince 20112016 Surface Operations WorkshopResponse Directorate26

Important Reminders The Coxswain should take into consideration avariety of factors before allowing the use of a cellphone/texting device, including evaluatingoperational risk management This includes both texting and use of mobileapps on the device When a crewmember is allowed to use aphone/texting device, the Coxswain shall ensurethere is a proper lookout posted and the rest ofthe crew is attentive to their duties2016 Surface Operations WorkshopResponse Directorate27

Important Reminders If the boat crew consists of only two people andthe Coxswain determines the use of a cellphone/texting device is necessary, the boat shallcome to a complete stop before the use of thecell phone/tablet begins and remain stoppeduntil after the task is completed This policy has been briefly mentioned in theALCOAST referenced above and will bereflected in the next update to the AuxiliaryOperations Policy Manual2016 Surface Operations WorkshopResponse Directorate28

AOM Reminders All patrols should start and end with some standby time(23A) for pre and post u/w activities (GAR, briefing, debriefing, etc.) Patrol orders are good for a 24 hour period from the firstitinerary entry Request multiple orders for multiple days – do notcombine Time in the itinerary must be consecutive with no gaps.One category ends at 1200, the next begins at 1200,NOT 1201 or later2016 Surface Operations WorkshopResponse Directorate50

AOM (continued) When requesting orders, always check the lastFacility Inspection Date If the patrol date will be 1 year & 45 days fromthe last inspection, a new offer for use must besubmitted before the patrol. AOM will not alloworder completion with an out of date inspection If the date you try to complete orders is over 131/2 months from the last inspection, AOM willnot allow completion of the orders, even if thepatrol date was within the 13-1/2 month range2016 Surface Operations WorkshopResponse Directorate52
