OLYMPIC GAMES PARIS 2024 NEW SPORTSINTRODUCTIONOlympic Agenda 2020 introduced new flexibilityto the Olympic programme which is reflectedin Rule 45 of the Olympic Charter. The OlympicGames Paris 2024 is the second edition of theGames of the Olympiad for which the OCOG hashad the possibility to propose additional sports.The process of the OCOG proposal has evolvedwith the preparation for Paris 2024.Following discussions with 19 IOC RecognisedInternational Federations, Paris 2024 submittedits proposal to include breaking, sport climbing,skateboarding and surfing on the Olympicprogramme to the IOC on 21 February 2019.This proposal, which was discussed andfully supported by the Olympic ProgrammeCommission and further endorsed by theIOC Executive Board, is presented here tothe IOC Session for review and consideration.This report outlines the process taking place todefine the Olympic programme for the OlympicGames Paris 2024 and further explores theproposed sports and the value they bring toParis 2024 and the Olympic Movement.4

THE PROCESS PROPOSAL PROCESSTHE OCOGPROPOSALPROCESSKEY PRINCIPLES FOR PARIS 2024:1Any new sports included in the OCOGproposal must be included in the overall10,500-athlete quota.7The new sports will not be includedin the Games revenue distributionto Olympic International Federations.2Any new sports included in the OCOGproposal must not require any newpermanent venues.83Paris 2024 could only consider thesports of IOC Recognised InternationalFederations in making their proposal forinclusion on the Olympic Programme tothe IOC.The International Federations of thenew sports and events will enjoy thebenefits of NOC affiliation and similarbenefits only for the period of theParis 2024 Olympiad.9As a proposal from the OCOG, costsassociated with the proposal and theinclusion of the package of new sportsproposed will be borne by Paris 2024.Once submitted by Paris 2024 to theIOC Session, additional new sportscannot be included in the OCOG proposal.10Any new sports should embody theParis 2024 vision, aligning with keycriteria of promoting a Games whichis sustainable, inclusive, urban, youthoriented, spectacular and gender-equal.11The process for the Tokyo 2020 and theLA 2028 OCOG proposal are completelyseparate from the Paris 2024 proposal.12In no way should the Paris 2024proposal be taken as a precedent,and future cities may choose sportsthat are relevant to them from anyIOC Recognised InternationalFederations and should not feelconstrained by previous proposalsand decisions.456A two-phase approach will beimplemented to allow events andathlete quotas for all sports (existingand additional) to be finalised at thesame time at the IOC Executive Boardmeeting in December 2020.The selection and inclusion of anyadditional events in new sports for Paris2024 are separate and independent fromthe review process for Olympic sportsevent programmes for Paris 2024.9

OLYMPIC GAMES PARIS 2024 NEW SPORTS1STEP ONE: APPROVAL OFOLYMPIC AGENDA 2020December 2014At the 127th IOC Session in Monaco, the fullmembership of the IOC unanimously approved the40 recommendations that make up Olympic Agenda2020, the strategic roadmap for the future of theOlympic Movement.Recommendation 10 stipulated that the IOC wouldallow OCOGs to make a proposal for the inclusionof one or more additional events on the Olympicprogramme for that edition of the Olympic Games,and this was subsequently reflected in the OlympicCharter (Rule 45, Bye-law 3.3).2STEP TWO: APPROVALOF PARIS 2024 OCOGPROPOSAL PRINCIPLESJuly 2018The IOC Executive Board approved the initialprinciples for the process to add events innew sports to the Paris 2024 programme.These principles include: Paris 2024 will contact IOC RecognisedInternational Federations whose sport has beenassessed as fitting within the existing Paris 2024venue master plan, reflecting Paris’ vision tohost youthful, innovative, spectacular Gamesshowcasing France’s most iconic landmarks, andin line with the Paris 2024 global sports concept. Any new sports included in the OCOGproposal must be included within the overall10,500-athlete quota. Reflected in the OlympicCharter (Rule 45, Bye-law 3.3).10

THE PROCESS DETAILED STEPS43STEP THREE: PARIS 2024CONDUCTED OBSERVATIONSAT YOG BUENOS AIRES 2018October 2018In October 2018, the Paris 2024 OCOG conductedobservations at the Youth Olympic GamesBuenos Aires 2018.STEP FOUR: PARIS 2024CONDUCTED AN INVITATIONALAPPLICATION PROCESSOctober 2018 – February 2019The Paris 2024 Organising Committee conductedinterviews with sports which were interested inapplying to be included in the programme of theOlympic Games Paris 2024. Paris 2024 ran an invitational application processin which it invited 19 IFs to engage in discussionsand present their proposals for events. Paris 2024 then selected the package of IFswhich it felt best embodied its vision, aligningwith key criteria of promoting a Games that aresustainable, inclusive, urban, youth oriented,spectacular and gender-equal.11
