The campground will provide a scenic and natural lodging place and central location forvisitors to access the many existing nature and recreational opportunities that Pembina County has tooffer (described under Purpose of Grant).Duration: The project will be self-sustaining and ongoing.Total cost and participants: The total project cost for the complete campground (less ineligibleexpenses) is estimated at 453,033. This includes site preparation, installation of water, sewer andelectrical service, construction of a bathhouse/rest room, picnic tables and fire rings . The DraytonPark Board will be responsible for all planning, ordering , and work activity of contractors andvolunteers.Ineligible expenses are the land purchase with an agreed upon cost of 120,000.

I certify that if awarded grant funding none of the funding will be used for any of theexemptions noted on Page 1 of this application.NarrativeOrganization Information - Briefly summarize your organization's history, mission, currentprograms and activities.The Drayton Park Board has five elected board members. The board's mission is to create andmaintain safe and attractive recreational facilities for Drayton area residents and the general public,with special emphasis on local youth. Schumacher Park houses a baseball field, tennis court,concessions , rest rooms and playground. Dylan Arena is an ice rink that is open to the public forhockey and ice skating throughout the winter. The swimming pool offers swimming lessons and openswimming throughout the summer. Most of the above facilities are in need of some level of repa ir, asrecommended in the attached report undertaken by NDIRF.The Park Board's main source of revenue is derived from fees from its existing 40 camp sites withinthe City, which is used for upkeep and improvements to all its recreational facilities. Other revenuesources include fees for youth programs such as swimming and baseball , and fees for theseprograms are waived for families that cannot afford them. Expenses other than maintenance includetemporary paid positions needed for the swimming and baseball programs.Purpose of Grant - Describe the proposed project identifying how the project will meet thespecific directive(s) of the Outdoor Heritage Fund ProgramIdentify project goals, strategies and benefits and your timetable for implementation.Project Goals and StrategiesThe proposed new campground meets Directive D: to conserve natural areas for recreation throughthe establishment and development of parks and other recreation areas. Currently enrolled in theConservation Reserve Program, the land will be purchased specifically for the campgrounddevelopment. The project will preserve the existing natural vegetation that would otherwise beconverted to tillable acres at the end of 2015. All trees will remain on the land. New trees will be2

planted or existing trees relocated as needed for comfort and aesthetics after construction iscomplete. The new campground development will provide a scenic and natural lodging place andcentral location for visitors to access the many existing nature and recreational opportunities thatPembina County has to offer, just a few of which are described below. North Dakota Public Fishing Waters with boating access near Drayton include Drayton Dam ,Hastings Landing , and Drayton City Park; Pembina City Park; and Renwick Dam. A popular eventheld at Hastings Landing in Drayton each July is the Rod & Reel Rally Catfish Tournament.Friendly competition takes front and center stage as fishermen vie for the biggest catfish catch ,and seasoned cooks compete for the tastiest crock-pot and grilled ribs, as well as side dishes. There are 16 ND Game & Fish Department designated Wildlife Management Areas within anhour's drive from Drayton consisting of 11 ,095.5 acres . Many of these areas allow hunting andfishing. The popular Rendezvous Region , including Pembina Gorge and Tetrault Woods StateForest provide nature trails for hiking , mountain biking , horseback riding , and off-road vehiclerecreation. National Wildlife Refuges, managed by the U.S . Fish and Wildlife Service and accessible to thepublic , provide habitat for more than 700 species of birds, 220 species of mammals, 250 reptileand amphibian species and more than 1,000 species of fish . More than 380 threatened orendangered plants or animals are protected on wildlife refuges. Many refuges allow deer andupland game hunting. Ardoch National Wildlife Refuge , 34.5 miles from Drayton , provides 2,696acres of both migration and production habitat for waterfowl. History: Visitors to the Drayton area will find a celebration of its heritage, which centers largelyaround the history and significance of the Red River of the North . The Oxcart Trails mark thetransportation route of the settlers to northeast North Dakota and northwest Minnesota in the1800s as well as a major supply line for goods and trade. The Blessing Museum in Draytonshowcases the popular "Red River of the North" books by Lauraine Snelling , a fictional series thatdepict the life of early settlers of the Drayton . Of geological interest, one of the few remaining gaging stations along the Red River, the DraytonGaging Station monitors stream flow and water quality data that are valuable in determining watermanagement issues and opportunities.The State Comprehensive Outdoor Recreation Plan (SCORP) for North Dakota Region Fouridentifies two of the top primary recreational needs as campgrounds and playground/picnic areas.This project fulfills both of those needs. SCORP statistics indicate 55 percent of the region'shouseholds interested in camping, and 73 percent desiring park facilities to use a playground , have apicnic, and enjoy nature. Playgrounds in particular are of interest to 53 percent of households.According to providers , demand exceeds supply for family picnic sites and playgrounds. And anyonewith children or grandchildren knows the necessity for playground equipment in the campground.Managers of the three existing campgrounds within Pembina County report medium to high usage,especially during weekends . These campgrounds include the existing 40 camp sites in Drayton, 24campsites in the City of Pembina, and Icelandic State Park which, according to campground staff, isat full occupancy on most weekends throughout the summer. Ross Lambert, who manages theexisting camp sites in Drayton , has been receiving phone calls almost daily this season from peoplewishing to camp in Drayton , and has had to turn most of them away due to a shortage of availablesites.3

An additional 70-site campground will provide easy access to the wealth of nature and recreationalopportunities that exist throughout Pembina County, including fishing , hunting, hiking , andobservation of nature and wildlife habitat; and will play a part in keeping people on the North Dakotaside to enjoy our State's own natural resources .Multiple BenefitsIn addition to the public benefit of increased camping space within Pembina County, residents fromDrayton and the surrounding will also enjoy improvements to the Park Board's other facilities.The Park Board uses revenues from its existing 40 campsites to finance repairs and improvements toits other recreational facilities as funds allow. To date, the swimming pool issues identified in the NDInsurance Reserve Fund report have been resolved with a Pembina County one-half-mill tax levy anda local bank loan undertaken by the Park Board. Additional trees andvegetation will be planted and/or existing trees moved to accommodate the camp sites once the setup and positioning of sites has been finalized . Another future consideration may be to add 10 to15primitive camping sites .Management of Project - Provide a description of how you will manage and overseethe project to ensure it is carried out on schedule and in a manner that best ensuresits objectives will be met.Ross Lambert, Drayton Park Board Vice-President, has developed and manages two existingcampgrounds. His experience ensures optimal facility conditions and efficiency of operations . Hismanagement experience carries over from his personal agricultural business to the financial andmanagement details of the Park Board and operation of its facilities. Lambert and the other ParkBoard members manage the Park Board's existing employees , which include swimming pool andmowing staff, baseball coaches and umpires, as well as organizing volunteers for various sportingand event activities.As in past campground developments, Lambert will ensure compliance with ND Department of Healthstandards specified in ND Century Code Chapters 23-10 and 33-33-02 .Evaluation - Describe your plan to document progress and results. *How will you tell if the project is successful? Please be specific on the methods you will utilize tomeasure success. Note that regular reporting, final evaluation and expenditure reports will berequired for every grant awarded.4

Success will be determined in part by continual occupancy of the campground during the summermonths, which would result in a positive cash flow. However, the Park Board believes that personalreviews and the level of satisfaction expressed by campers and visitors will be the true measure ofsuccess. Cost estimates are attached to this application. Details of the budget line items include:Site development consists of site preparation: leveling, fill material, etc. Cost was estimated byBlawatt Construction.The bathhouse will contain several showers, toilets, an office and storage space. Drawings and acost estimate were provided by Valley Building Center (drawings attached).Water and sewer installation was estimated by Ralph Twamley & Sons Construction .Water: The main water source is the Walsh Rural Water District; the water main is alreadypresent within the campground.Sewer: The sewer system will be designed by the engineering firm AE2S. The cost of hookingthe campground area up to the City's sewer main is under negotiations, and involves sometrading of goods and services.The cost of electrical hookups installed at each site was estimated by Ryan Electric. The systemwill ensure that if power at one site fails, it will not affect any other sites. Otter Tail PowerCompany has verbally committed to bringing the electrical service to the campground at no cost.5

Wi-fi access, provided by Polar Communications, is a flat rate for the entire campground.Picnic tables: On-line prices were reviewed and an average cost of 275 per table estimated; onetable per site; 70 tables@ 275 per table 19,250.Assembly of picnic tables is estimated as follows: 70 tables x one-half hour per table 35 hours x 15/hour labor 525.Campfire rings, one per site, will be donated by the Enbridge Pipeline. On-line research indicatedan average cost per unit of 125 x 70 sites 8,750.The Park Board will fund the road to be built to access the campground. The cost is estimated byBlawatt Construction at 20,000 .Indirect CostsThe land will be available for purchase from its owner in October 2014 when Conservation ReserveProgram restrictions end. American Crystal Sugar Company will contribute 110,000 toward thepurchase, as up to forty of its seasonal workers will use a portion of the campground during themonths of September and October, after the peak camping season. This should allow availability ofan adequate number of sites for recreationists and travelers during those months.Sustainability - Indicate how the project will be funded or sustained in future years. *Include information on the sustainability of this project after all the funding from the Outdoor HeritageFund has been expended and whether the sustainability will be in the form of ongoing managementor additional funding from a different source.The campground will be entirely self-supporting. Camping fees will be used for repairs, maintenance,and improvements. Additional benefits to the community will be realized as funds will allow forimprovements to the Park Board's other facilities (see attached Premises Survey).Partial Funding - Indicate how the project will be affected if less funding is availablethan that requested. *All parts of the project are needed for a total usable campground; there are no stand-alone elementsor costs. If decreased funding was awarded, the project would need to be phased in developmentwhich would lead to increased overall project costs due to time delay and multiple mobilization costsof construction crews. The Park Board's estimated annual budget is approximately 63,500.
